Sector 23 and its neighbour 23A belong to the early ring of Gurgaon sectors laid out along the old Delhi–Gurgaon road (The Tribune). Tau Devi Lal Park and Rezang La Chowk are in Sector 23, with the Ansal Plaza mall close by on the Palam Vihar side, and NorthCap University, once ITM University, has its campus in Sector 23A (Wikipedia). Both sectors fall under the Palam Vihar police station.

Residents have been vocal about the state of their streets. In 2024 the Sector 23A residents' association told The Tribune that many roads needed urgent repair, that stormwater drains damaged in the rains had become a danger to commuters, and that stalls had taken over market parking and vacant plots (The Tribune). For a loaded truck, a broken drain cover or a blocked market road matters more than the distance on the map.
