Moving In or Out of Sector 84: Society Rules, Permissions and Timings

We could not find a single Sector 84 society that puts its shifting rules online, so your loading hours, lift slot and deposit are whatever the office running your building gives you in writing. The rules that are published sit around that office: a 2022 HARERA order on what the Devaan developer may bill, the registration record of Twin Tower DXP, the city's peak-hour ban on goods vehicles, and Delhi's curbs on trucks heading up the Dwarka Expressway.

Does any Sector 84 society publish its moving rules?

No, as far as we could find, and the office you deal with depends on the kind of home. Here is what we found for the main addresses in October 2026:

"None found" describes what is online, not what exists. Most offices keep a printed procedure at the desk, so ask for it by email and keep the reply. The gate-and-road rules inside a licensed township like Vatika's are explained in our Sector 81 rules guide.

What did HARERA decide about maintenance at Devaan?

That the developer could not charge for maintenance during the free years. In complaint no. 3064 of 2020, decided on 8 March 2022, an allottee objected to maintenance bills for April 2020 to March 2021. The authority's order records three points that matter for anyone moving in or out of Devaan today:

1. No maintenance bill in the first five years. Because Devaan was sold under the state's affordable-housing policy, the order holds that the developer must look after the colony free of cost for five years from the occupation certificate, and cannot charge anything under the head of maintenance in that time. Charges for genuinely extra services, which the developer said included diesel backup and tank cleaning, could be raised only with justification.
2. Who runs it after that. The policy text quoted in the order hands maintenance to an association of apartment owners once the five years end, and bars the developer from keeping control directly or through an agency.
3. Where the security deposit goes. The interest-free maintenance security has to sit in a separate bank account and pass to the owners' association after five years from the certificate.

The developer told the authority that the certificate was issued on 6 March 2020, which puts the end of the free period around March 2025. We have not seen a later record of the handover itself. So before a move, ask the office in writing who runs it today and under what authority, and what each item on your final bill covers. If you are selling, ask how your security deposit is recorded. Can you move into Twin Tower DXP or another unfinished tower?

Not until it is finished and handed over. Twin Tower DXP's registration certificate, no. 93 of 2024, was issued on 9 September 2024 for 4.6875 acres in Sector 84, with two residential towers, three commercial blocks and 312 homes. The registration runs to 30 May 2030, the completion date the promoter declared, unless the authority extends it.

Property portals print earlier and later possession dates than that. Treat the registration record and a dated handover letter as the only firm ones. Two clauses in the certificate are worth knowing as a buyer:

• An owners' body. The promoter must enable an association of allottees within three months of a majority of homes being booked. That association, not the sales office, is the one to ask about moving rules once the towers are lived in.
• Plans on display. The promoter must make the sanctioned plans and the stage-wise completion schedule, water, sanitation and electricity included, available to buyers by display at the site or wherever the regulations specify.

The law on why possession follows the occupation certificate is in the Sector 85 guide linked above. If you must leave your current home before a Sector 84 flat is ready, goods can wait in our storage facility until the handover is in writing.

Where may the truck stand outside a Sector 84 society?

Inside the gate if at all possible, because the main road gives it nowhere safe to wait. On 18 May 2026 Haryana E Khabar reported that the road running from Elan Mall in Sector 84 to IMT Manesar had a main carriageway but no service road. Sector 86 residents had complained to GMDA that school buses and other vehicles stopped on the main road. GMDA said it would add service roads on both sides with footpaths and cycle tracks, close the illegal cuts in the main road, and finish the project report by July 2026.

We have not seen a report that work has begun. Until it does, ask your office where a goods vehicle may stand while loading. Once it starts, expect closed cuts and longer U-turns on the way in. When can a moving truck run to and from Sector 84?

Inside the hours your society allows, and around three limits that are published:

• City peak hours. A traffic police note on the Vehicle Movement Digi Pass, hosted by GMDA, keeps commercial vehicles out of designated areas from 8 to 10 am and from 5 to 9 pm. Our Sector 54 rules guide explains how the pass works.
• School hours. Delhi Public School stands inside the sector, so keep loading and the drive clear of the times the gates open and close.
• Delhi's curbs. For a move up the Dwarka Expressway into Delhi, the CAQM's GRAP Stage IV order of 17 January 2026 noted that a standing CAQM direction lets BS-IV goods vehicles enter Delhi only up to 31 October 2026, and that Stage IV itself stops BS-IV trucks not carrying essentials. That date falls two weeks after this guide is published, so check whether it has been extended, and look up the GRAP stage on the morning of the move. What papers should you have ready?

These depend on whether you own, rent or are leaving:

• Maintenance receipt. Many offices hold the exit pass until dues are clear. At Devaan, make sure the receipt itemises what you paid for.
• Possession or handover letter, for an owner moving into a newly finished flat.
• Tenant verification, for a renter or domestic staff. The online route is explained in the Sector 86 guide.
• Property tax no-dues, for an owner selling up. MC Manesar says Sector 84 came under it on 16 December 2022, and the state's ULB property portal is where you find the property ID and pay.

What should you ask a Sector 84 office before booking?

Send these about a week ahead, to the office at each end, and keep the replies:

• To do: Who runs this society today: the developer, an agency or the owners' association, and since when?
• To do: Which days and hours allow moves, and are Sundays allowed?
• To do: Can the service lift be held for the whole loading window, and does it run on backup power?
• To do: Is there a refundable deposit, and what may be deducted from it?
• To do: Does the exit pass need a no-dues receipt, and what does each charge on it cover?
• To do: Which gate must a goods vehicle use, and where may it stand inside?
• To do: For a new tower: is the occupation certificate issued for my tower, and is the handover in writing?
