No Sector 86 society we checked publishes its shifting rules online, so the hours, lift booking and gate pass for your move are whatever the office running your building tells you. What is written down and public sits around the edges of the move: Haryana's rules on how a society bills your electricity, the police service for tenant checks, and the city's truck hours and road works near Dadi Sati Chowk.

Who decides the rules for a Sector 86 move?

That turns on the type of property at each end of the move. Sector 86 holds finished towers, villas still being built, a project only just launched and the old village of Nawada Fatehpur, and each answers to a different office.

"None found" is a statement about what is online, not a claim that no rules exist. Most tower offices keep a printed procedure at the desk. Ask for it by email so you have the hours and the deposit amount in writing.

Who bills your electricity, and how does that change moving out?

In many Gurgaon towers the society, not DHBVN, sends your power bill. That arrangement is governed by a published rule: the Haryana Electricity Regulatory Commission's single-point supply regulations, notified on 22 April 2020. Under them, DHBVN supplies the whole complex through one reference meter, and the developer or residents' body then meters and bills each flat.

Three points in that text matter when you leave a Sector 86 tower:

  1. The rate is capped. Regulation 6.6(a) says the society or association must not charge residents more than the domestic tariff set by the Commission. If your final bill looks high, ask for the unit rate in writing.
  2. Power is not meant to be a lever for maintenance. In its statement of reasons the Commission records that it has made clear in various orders that maintenance and backup charges should not be clubbed with grid supply charges, and that a connection ought not to be cut where the grid charges are paid.
  3. Prepaid meters can sit outside the scheme. The regulations exclude complexes whose residents take smart prepaid meters directly from the licensee. Find out which system your tower uses before the move, because it decides who settles your last reading.

In practice, ask the office for the final sub-meter reading on the day you hand over keys, and for a refund of any balance on a society-run prepaid meter. Settle maintenance separately and keep both receipts: the regulator's view on power does not stop a society holding back the gate pass for unpaid maintenance.

What does a tenant need before moving in?

Police verification, started early. Haryana Police lists tenant verification among its online citizen services, and in September 2019 it announced that six of those services, tenant verification among them, had been joined to the state's Antyodaya SARAL platform. If the office of your new tower wants proof before it issues access cards, the application reference will do, so file it a few days before the truck arrives.

The same check applies to a room or floor rented in Nawada Fatehpur, where there is no society office to ask for it. Factories run by Minda Industries and Mindarika stand in the village, according to Wikipedia, so many of its homes are let to working tenants. The landlord should start the verification; as a tenant, keep copies of your ID and the rent agreement ready for it.

How is moving out of a Nawada Fatehpur house different?

There is nobody to grant permission, which means nobody to settle disputes either. No published rule covers a truck standing in a village lane. The practical rules are the ones you agree with the people around you:

  • Where the truck stops. Lanes in the old village can be narrower than a sector road, so the vehicle size is chosen after a look at your lane, and a smaller vehicle making two trips is sometimes the better choice.
  • How long it stays. Tell the neighbours the evening before when loading starts and roughly when it will finish.
  • Who signs off the house. Walk the rooms with the landlord, agree the final meter reading and return the keys in person.

When can a truck use the roads around Sector 86?

The society sets its own hours, which no Sector 86 office publishes. The roads add four published or reported limits:

  • City no-entry windows. A Gurugram Traffic Police note on the Vehicle Movement Digi Pass, hosted on GMDA's site, keeps commercial vehicles out of designated areas from 8 am to 10 am and from 5 pm to 9 pm. Our Sector 54 rules guide explains the pass in more detail.
  • Dadi Sati Chowk flyover. GMDA's plan dates from July 2024, when Construction World reported a flyover at the chowk and the rebuilding of the master road towards IMT Manesar. On 22 April 2026 The Tribune reported that the three-lane flyover was approved and quoted a GMDA engineer saying its tender would likely be floated within a week. Work at the junction can therefore begin at any point, with little notice to residents.
  • New 24-metre roads. On 30 September 2026 The Tribune reported that Haryana had started the acquisition process for new 24-metre roads across Sectors 81 to 86, with Nawada Fatehpur among the villages named. Expect survey teams and, later, digging on approach roads.
  • No e-carts on the expressway. Since June 2025 the traffic police have kept e-rickshaws, e-carts, tractors and two-wheelers off the Dwarka Expressway's main carriageway, from Kherki Daula up to the Delhi border. An e-cart carrying a few of your things separately has to use the service lanes.

What should you ask before booking a Sector 86 move?

Send these questions to the office at each end about a week ahead, and keep the replies:

  • To do: Which days and hours allow goods to come in or go out, and are Sundays allowed?
  • To do: Is the service lift booked by slot, and can it be held for the full loading time?
  • To do: Is there a refundable deposit, and what deductions can be made from it?
  • To do: Does the gate pass need a maintenance no-dues receipt?
  • To do: Is power billed by the society through a sub-meter, or by DHBVN through a prepaid meter, and who takes the final reading?
  • To do: For a tenant: is a landlord's letter needed, and must the police verification receipt be shown?
  • To do: For a township tower such as The Skycourt: does the truck need clearance at an outer gate as well?
  • To do: Where may the truck stand without blocking the internal road?

What if the answers do not line up?

Then the tighter window decides the plan. If one office allows loading only in the morning and the other unloading only in the afternoon, we pack the day before and load early.
