Only one Sector 54 society we could find puts its house rules online: Summit's bye-laws, which send all furniture and cartons through the freight or service lifts and bar goods from being left in lobbies, stairways or lifts. The Crest and The Grove publish nothing on moving, so their estate offices set the permissions and hours, while the city adds its own limit: no commercial vehicles on designated roads from 8 to 10 am and from 5 to 9 pm.

Which societies in Sector 54 set the rules for your move?
Sector 54 belongs to DLF City Phase V, and most of its homes are in condominiums, each run by its own association or estate office. DLF's compliance report for Phase V lists the phase's operational buildings, among them Park Place, Belaire, Magnolias, Summit, Icon, Pinnacle, Royalton, Aralias and Westend Heights. Not all of those are in Sector 54. The ones we can place there from DLF's own documents are:
- Summit: a laboratory report bound into DLF's compliance report is addressed to "Summit Condominium Association, Sector 54, DLF City, Phase-V".
- The Crest: high-rise apartments in Sector 54, according to DLF's luxury homes page.
- The Grove: low-rise floors in Sector 54, on the same DLF page.

What do Summit's published bye-laws say about moving goods?
They regulate how goods travel through the building, not when you may move. The Summit Condominium Association bye-laws are framed under the Haryana Apartment Ownership Act, 1983 and its 1987 rules, and four clauses bear on a move:
- Who is bound. The bye-laws apply to all present or future owners, tenants, their employees and anyone else who uses the building's facilities. Renting or occupying a unit counts as accepting them.
- Freight lifts only. The complex has three lifts for owners and guests and three for freight or auxiliary use. Owners and tradesmen must use a freight or service lift for packages, merchandise and other objects that could affect passengers' comfort.
- Nothing left in common areas. Furniture, packages or objects of any kind may not be placed in lobbies, vestibules, stairways or lifts, which are for normal transit only. Cartons cannot be staged in the lobby while the truck waits.
- Damage is the owner's bill. An owner must repay the association for repairing or replacing any common area or facility damaged through the owner's fault. A scraped lift car or a chipped lobby floor would come under this.
A fifth clause matters if you plan work before you move in: structural changes or alterations inside a unit need written notice to the association first. The association has thirty days to reply, and silence counts as no objection.
The bye-laws do not set moving hours, a move-in or move-out fee, a deposit or a gate-pass procedure. If the estate office applies any of those, they come from a later decision of the association, so ask for that decision in writing.
What do The Crest and The Grove publish?
Nothing that we could find. As of 4 October 2026 we found no moving rules, circular or bye-laws online for either complex. That does not mean there are none; it means the rules live with the estate office and change without public notice. Our Golf Course Road moving page covers the towers along the road as a whole.
For any Sector 54 complex that publishes nothing, ask the estate office these questions and keep the answers in writing:
- To do: On which days and between which hours may goods move, and what about Sundays and holidays?
- To do: How many days' notice does the office need, and on what form?
- To do: Which lift is the goods lift, can it be held for the whole loading, and who pads it?
- To do: Is there a fee or a refundable deposit, and which committee decision sets it?
- To do: What does the gate need: truck number, crew names, ID copies?
- To do: Does a tenant need the owner's written consent, and must dues be cleared first?
- To do: Where does the truck stand, and which gate does it use?
- To do: If it rains or the lift fails, can the slot move without a penalty?
What do general guides say about fees and permissions?
The general guidance comes from outside Sector 54, so treat it as background, not as your society's rule. NoBrokerHood, which sells management software to housing societies, wrote in June 2026 that:
- a shifting charge should be written into the society's bye-laws or approved by a general body or managing committee resolution, not imposed informally;
- a charge for a tenant's move is usually billed to the flat's owner;
- a society should not hold back an NOC to force payment of a charge that has no documented basis;
- moves typically run from 9 am to 6 pm on weekdays, with weekend or holiday moves needing approval.
Its article draws on the rules of other states, so it does not settle what a Haryana condominium association may charge. What it does give you is a fair question: if the estate office names a fee, ask to see the resolution behind it.
When can a moving truck run in and out of Sector 54?
Outside the city's no-entry windows, and away from the busy junction next door. A Gurugram Traffic Police note on its Vehicle Movement Digi Pass, hosted on GMDA's site, lists "No Entry Timings" that keep commercial vehicles out of designated areas in two windows: from 8 am until 10 am, and from 5 pm until 9 pm. Vendors in essential services can apply for a digital pass to move during those hours. A household move should simply be planned outside them.

The 2020 reply on X, in which the traffic police also gave a longer 5 to 10:30 pm window on Mondays and Fridays, is old, so call the traffic helpline on 1095 before relying on it. The festival curbs change every year; the dates above are from those years' orders only.
Then there is AIT Chowk, the roundabout where Sectors 53, 54, 55 and 56 meet. The Tribune reported in May 2025 that its signals cause long queues at peak hours and that GMDA had proposed an underpass. Fitting the truck between the city windows and the society's own hours usually means a late-morning start and loading finished by late afternoon.
What changes if you move from Sector 54 into Delhi?
A third authority joins in. Delhi Traffic Police requires a No Entry Permission for a commercial goods vehicle that runs on restricted Delhi roads during restricted hours, so the drive has to fit Delhi's limits as well as Gurugram's.
