We could not find a single Sector 53 society that puts its moving rules online, so your moving hours, lift booking, fee and gate pass are whatever your estate office (or, in a newly finished tower, the developer's facility team) gives you in writing. Around those house rules sit three published ones: the Real Estate (Regulation and Development) Act on who runs a new building, Haryana's lift law on when a lift may be used, and Gurugram Traffic Police's morning and evening no-entry hours for goods vehicles (8–10 and 5–9).
This guide sets out each written rule with its date, then the questions to put to the estate office where nothing is written. It deals only with permissions and timings. Who sets the moving rules in a Sector 53 building?
That depends on how old the building is. Sector 53 has societies finished many years ago and towers still under construction, and a different body answers your questions in each.

The table is not complete. DLF's compliance report for DLF City Phase V counts Sector 53 as part of that phase, along with Sectors 42, 43 and 54, so some homes here sit inside DLF's own estate. If your building is missing, the questions further down still apply.
"None found" means a web search on 10 October 2026 turned up no moving rules, circular or bye-laws for that complex. That is not proof that no rules exist: the estate office holds them, and can change them without telling the public. The nearest published example we know of is next door: a Sector 54 society's bye-laws, covered in our Sector 54 rules guide.
What does the law say about moving into a newly finished tower?
The Real Estate (Regulation and Development) Act, 2016 decides who you deal with. Three clauses in the Act's text matter on moving day:
- The developer runs the services at first. Under section 11(4)(d), the developer must provide and keep up essential services, at a reasonable charge, until the buyers' association takes the maintenance over.
- An association must be formed. Section 11(4)(e) says the developer must help the buyers form an association or society. Where no local law sets a deadline, it must be formed within three months of a majority of homes being booked.
- Possession follows the occupancy certificate. Section 19(10) gives each buyer two months from the issue of the occupancy certificate to take possession of the home.
In practice, the first families to move into one of the new Sector 53 towers book the lift, the loading point and the gate pass through the developer's facility team, not a residents' committee. Before you fix a date, ask that team:
- the date of the occupancy certificate for your tower;
- whether the gate will want your possession letter, and in what form;
- which lift interior contractors use, and whether fit-out work stops during your slot;
- who pays for any damage to new lift panels or lobby flooring, and how it is assessed.
If the handover date slips after you have left your old home, storage can hold the goods until the keys arrive.
What does Haryana's lift law mean for your lift booking?
It decides whether the lift can run at all. The Haryana Lifts and Escalators Act, 2008, amended in 2020, places these duties on a lift's owner:
- Registration and upkeep (section 4). Each lift must be registered within a month of being erected, and every year the owner must file a copy of the maintenance contract and a safety certificate.
- Backup power (section 6). An alternative automatic power supply must keep the lift working within ten seconds of a power failure.
- Inspection (section 7). Each registered lift is inspected once every three years.
- Unsafe lifts (sections 11 and 12). An inspector who finds a lift unsafe can order its use stopped until repairs are done, and can seal it if it is used anyway.
- Log book (section 14). Breakdowns and accidents go into a log book. After an accident that injures someone, the lift may not restart without the inspector's written permission.
None of this is a moving rule as such, but it explains why an estate office may cancel a slot at short notice. A goods lift under an inspector's stop order cannot be lent to anyone. When you book, ask which lift you will get and what the fallback is if it fails during your slot.
What do Gurgaon societies charge for a move?
No law sets one figure. NoBrokerHood, which makes software that housing societies use, reported these ranges for Gurgaon on 18 September 2026:

The same article says Haryana RERA's framework does not create a single move-in fee that applies to every Gurgaon apartment. These are reported ranges across many societies, not the rule in any Sector 53 building. Ask your estate office for its own amount in writing, the number of days a refund takes, and a receipt for every payment.
Does a tenant need anything else before moving in?
Usually a police verification, filed by the owner or the tenant. The Haryana Police citizen-services page offers a Tenant/PG Verification Request at Rs 50, and a separate domestic help verification, also Rs 50 (fees as listed on 10 October 2026). Ask your estate office whether it wants a copy of the verification, or a consent letter from the owner, before it issues a move pass, and send both ahead so the gate is not held up on the day.
When may a moving truck run to and from Sector 53?
Outside the city's no-entry hours and any festival curbs. A Gurugram Traffic Police document about its digital vehicle pass, kept on GMDA's website, shuts designated roads to commercial vehicles at two times each day: 8–10 in the morning and 5–9 in the evening. Essential-service vendors can apply for a digital pass to drive during them. The note is undated, so confirm the hours with Gurugram Traffic Police before you rely on them.

The Republic Day dates are from the 2024 advisory only. Similar curbs were ordered before Independence Day in 2024, so check the current order if your date falls near either holiday.
Then there is the junction itself. AIT Chowk, where Sectors 53, 54, 55 and 56 meet, backs up at the office peaks, and GMDA had proposed an underpass there, according to a May 2025 Tribune report. We found no later report that work has started. If it does, diversions are likely, so check for traffic advisories in the week of your move.

What should you ask a Sector 53 estate office?
- To do: Is there a written moving policy, and which committee decision or circular set it?
- To do: What days of the week, and what times of day, are open for moving? Are Sundays allowed?
- To do: Which lift carries furniture, and is its maintenance contract current?
- To do: If that lift stops during my slot, will I get a second lift or a new date?
- To do: What are the fee and the deposit, and how many days does the refund take?
- To do: Where should the truck wait, and will it clear any barrier or ramp on the way?
- To do: In a new tower, will fit-out crews be using the same lift that day?
- To do: If I rent, do you need the owner's consent or a police verification copy?
