We could not find moving rules online for any society in Sector 82 or 82A, so who signs your goods pass depends on what kind of home you have: a Vatika floor or plot inside the township, a builder society such as Mapsko Casa Bella, a Universal Aura tower still being finished under a 2025 insolvency order, or a new plot house in Horizon 82 run by a facility agency. Around all of them sit Gurugram's rush-hour ban on goods vehicles and, from 1 November 2026, a Delhi winter rule that keeps out trucks below BS-VI.
This guide covers who decides, what the records say for the bigger projects, and which dated rules apply this winter. Stair carries, narrow lanes and villa moves are planned case by case by our packers and movers in Sector 82 Gurgaon, and the costs side is in the Sector 82 costs guide.
Which office signs off a move in Sector 82 or 82A?
Whoever runs your particular building, and across these two sectors that changes from one project to the next. This is what the public record showed on 30 October 2026:
| Home | What the record shows | Who signs on moving day | First question to ask |
|---|---|---|---|
| Vatika floors and plots in India Next | A privately run township, by Vatika's own account | The township's estate or security office | Does the township gate need its own pass? |
| Mapsko Casa Bella | A 2018 HARERA order lists the project's status as "occupation certificate" and refers to a maintenance agreement of 1 September 2016 (HARERA) | Whoever holds that maintenance role today | Is the developer still the maintenance agency? |
| Universal Aura | Developer admitted to insolvency in 2018; a buyers' consortium plan approved on 7 March 2025 (NCLT order) | The office acting for the plan's implementers | Is my tower finished and certified? |
| DLF The Primus, 82A | Nine towers of 32 storeys, listed as ready (NoBroker) | The facility office | How long a service-lift slot can I hold? |
| Horizon 82, 82A | DDJAY plots, HARERA registration 105 of 2025 (Vatika) | The facility agency at the gate | Which entry point must a truck use? |
The township's licences and the rules on gates inside a licensed colony are covered in our Sector 83 rules guide, and the developer's duty to keep up the colony's roads in the Sector 81 rules guide. Here we look at the projects those guides do not reach.
Where do the Gurgaon "moving rules" people quote come from?
Usually from movers' blogs, not from any authority. A widely shared list, published by BoxNMove on 26 March 2026, gives three common conditions: moving only from 10 am to 6 pm, no shifting at weekends, and a request filed 24 to 72 hours ahead. Read closely, it attributes them to older localities: DLF Phases 1 to 5, Sushant Lok 1, Nirvana Country, South City 1 and 2, and Uppal Southend. It says nothing about Sector 82.
That matters because no city-wide rule sets society moving hours. A neighbour in Casa Bella may tell you Sundays are banned, and a landlord in a Vatika floor may say no permission is needed at all; both may be right for their own building and wrong for yours. Our area page cites the same blog's lead times and asks you to check them with your own society. Ask for the window, any fee or deposit, and the date the rule was adopted, all in one email, and keep the reply.
Universal Aura: who is in charge after the 2025 insolvency order?
A buyers' consortium, under a tribunal's eye. The developer, Universal Buildwell Private Limited, was admitted to the insolvency process on 3 July 2018. On 7 March 2025 the New Delhi bench of the National Company Law Tribunal approved a resolution plan submitted jointly by the Universal Aura Welfare Association, the Universal Greens Buyers Association and the Universal Business Park Owners Association. The order records three points a resident needs to know:
- Aura is not finished. The tribunal described Aura as one of three projects "in which partial construction work has been undertaken", treated as going concerns under the plan.
- There is a deadline. It directed that construction of the Aura project be completed within 36 months of the order, which points to March 2028.
- A committee watches the work. A monitoring committee chaired by a retired judge, with one representative from each buyers' association, was to be set up within seven days.
IBBI's case page lists an appeal by HDFC Bank against the plan as dismissed by the appellate tribunal on 8 April 2025. We found no later public update on progress at Aura.
Property portals still list Aura as ready to move, with 596 flats in 13 towers, but a portal label does not tell you which towers are finished and certified. For a move, that means:
- Ask which tower you are in and whether it is certified. If yours has no occupation certificate yet, do not book a move-in date until the handover is in writing.
- Ask who issues the pass. It may be a facility contractor acting for the association, or the association itself. Get the name and role on the email.
- Expect site traffic. Where towers are still being built, construction vehicles may use the same internal roads and gates. Ask which gate a household truck must use.
What changes in a Horizon 82 plot house?
There is no society desk, but there is still a gate. On its Horizon 82 page, read on 30 October 2026, Vatika describes plots of 90 to 180 square yards sold under the state's DDJAY scheme, with stilt parking plus four floors allowed. It promises demarcated and secured entry and exit points, and says the colony's facilities are managed through professional agencies. So the guard who stops your truck answers to an agency, and the agency's rules apply on the day.
Two consequences follow:
- One plot can hold several households. A stilt-plus-four house is often split into floors with a shared stair. Tell the families above and below you the date and hours, because the staircase, the stilt and the kerb are theirs too.
- The street is narrow by design. Vatika gives internal carriageways of about 20 feet within a right of way of about 29.5 feet. Ask the agency whether a truck may stand on the street for the hours you need, or whether it must wait at a wider road.
The DDJAY policy itself, and what it says about upkeep after the developer's period ends, is explained in the Sector 81 rules guide linked above.
Which documents will the gate ask for?
That turns on whether you rent, own or are moving out:
- A no-dues receipt. Offices commonly hold back the exit pass until maintenance is paid; ask for the receipt to list what each charge covers.
- A possession letter. An owner taking over a newly built flat needs it; at Aura, quote the tower letter as well.
- Tenant verification, for a renter or domestic staff, filed through the Gurugram Police form. Ask the landlord to file it well before moving week.
- Vehicle details. Many gates want the truck number and the crew leader's name a day ahead; ask for both when the booking is confirmed.
Which hours and rules bind the truck this winter?
Your society's window has to fit inside the city's limits, and a Delhi move faces more. We read these on 30 October 2026:
| Curb | In force | Reported by | Check before booking |
|---|---|---|---|
| City rush-hour ban | Trucks kept off the notified roads during two rush spells, 8–10 am and 5–9 pm | Traffic police note on GMDA's server, undated | Plan the drive between 10 am and 5 pm |
| Delhi winter entry rule | Non-Delhi vehicles under BS-VI kept out from 1 Nov 2026 until 31 Jan 2027, with CNG and electric vehicles let through | WION Drive, 23 Oct 2026; UNI, 26 Oct 2026 | The truck's emission class |
| Air-quality stage | Stage I of GRAP invoked across the NCR | Akashvani, 21 Oct 2026; still the latest stage we could find on 30 Oct | The stage in force the evening before |
The last two rows matter only if the load is going to Delhi; our Delhi and Gurgaon moving guide covers that route. If your date is one of the November muhurat days listed on our area page, book the lift early, because neighbours will want the same day.
Which questions should you send before booking?
Put these in writing to the old and the new office roughly seven days before the move, and save what comes back:
- To do: Who signs goods passes here, and under which rule or resolution?
- To do: Which weekdays and hours are open for shifting here, and is Sunday one of them?
- To do: Is there a fee or deposit, which part comes back, and on what receipt?
- To do: Will the service lift be reserved for us from the first carton to the last?
- To do: Universal Aura: is my tower certified, and who issues the pass today?
- To do: Horizon 82: which entry point must the truck use, and may it stand in the lane?
- To do: Builder floor or plot house: have the other households agreed the date?
- To do: For a Delhi drop: does the booked truck meet BS-VI, or run on CNG or electricity?
Where the two windows differ, plan to the shorter one.
Key takeaway
In Sector 82, ask first who runs your building. At Universal Aura that is the buyers' side of a 2025 tribunal plan, with some towers still being built; in Horizon 82 it is a facility agency at the gate; elsewhere, the township or the society office. Treat the "10 to 6, no weekends" lists online as other areas' rules, and fit the truck around Gurugram's rush hours and Delhi's rule from 1 November 2026.
What else should you read before the move?
Our Sector 82 newcomer's guide covers schools, hospitals and rents, and the Sector 82 monsoon guide the roads in the rain. If the keys come late, packed goods can sit in our warehouse for the gap, and household shifting lists what the crew does at each end. Once your office has replied, share the dates, tower and floor with us.
This page is general information: a reading of the documents and reports cited, as they stood on 30 October 2026. It gives no legal advice and speaks for no society or office. A tribunal timetable can slip, a maintenance contract can pass to new hands, and traffic or Delhi entry curbs can be revised at short notice, so check each item with the people concerned before you fix a date.
