No Sector 55 society publishes its shifting rules online: when we searched on 28 October 2026, none of the complexes listed in the sector had public moving hours, fees or forms. The rules you will actually meet come from three places: a co-operative society's bye-laws, which Haryana's Registrar approves; an RWA or owners' association, where one runs the building; and, on HSVP plots, the landlord and neighbours, with the city's truck hours and Delhi's 1 November vehicle curb on top.

This guide sorts out who can say yes, where their rules are written down and where to go if they say no. Stair carries, dismantling and street loading are covered on our packers and movers in Sector 55 Gurgaon page, and prices and crew hours in the Sector 55 costs guide, so neither is repeated here.

Which rulebook applies to your Sector 55 address?

It depends on how your building is registered, and the property listings rarely say. Square Yards' project list for Sector 55, read on 28 October 2026, places about ten small complexes in the sector. Only one name, CGHS Progressive Apartments, states its legal form, so treat the middle column as a question to ask, not an answer:

Kind of address Examples from the listing Body that usually decides Law behind that body
Co-operative group housing society (CGHS) CGHS Progressive Apartments Elected managing committee Haryana Cooperative Societies Act, 1984 and Rules, 1989
Other small complexes Vishranti Progressive, Oasis, Paarth, Siddhi Vinayak, Silver Leaf, Sagavi, Karam Hi Dharam, The Adarsh, Vastu Committee, RWA or owners' association (check which) Co-operative law, the 2012 societies law or the Apartment Ownership Act
Builder floor or house on an HSVP plot Plots written as Sector 55 or Sushant Lok II Landlord, with neighbours on a shared stair No society; city rules only

Square Yards files The Surya Apartments CGHS under Sushant Lok II rather than Sector 55, a reminder that addresses here overlap. Ask the office, or the seller, one plain question before anything else: "Under which Act is this society registered, and with which office?" The answer tells you whose rules bind your moving day and who hears a complaint.

If your building is a co-operative society, where are its moving rules?

In its bye-laws, or in a resolution made under them. Haryana's Cooperation Department answers this in its official FAQ: the power to make bye-laws lies with the society itself, subject to the Registrar's approval under Section 9A of the 1984 Act, and any change goes through Section 10. So a committee that sets loading hours, asks for a deposit or limits lift use should be able to point to one of two documents: the approved bye-laws, or a general body or committee resolution recorded under them.

That gives you three useful requests to put in writing a week before the truck:

  • The clause. Which bye-law or resolution sets the moving hours or charge, and on what date was it adopted?
  • The receipt. If money is asked for, is it a fee or a refundable deposit, and will a receipt in the society's name be issued?
  • The signatory. Who signs the gate pass this week, and who stands in if that person is away?

A wider word on fees: in a guide dated 18 September 2026, NoBrokerHood found no city-wide tariff in Gurgaon and that the amount depends on each community's own documents. That matches what the Haryana FAQ implies. The figure, if any, is whatever your society's papers say, which is why the clause matters more than the number.

What if you are buying a flat and the society delays your membership?

Membership and ownership are separate steps in a co-operative, and the move-in can get stuck between them. The department's FAQ places the conditions of membership in Section 16 of the Act, and members' rights and liabilities in Sections 16 to 24 and Rules 14 to 22 of the 1989 Rules. If your application is refused, Rule 17 entitles you to the society's written decision with its reasons.

For a buyer, that suggests a simple order: apply for membership as soon as the sale papers allow, ask the office whether a non-member owner can get a gate pass in the meantime, and keep copies of what you submitted. If the answer is no, the written refusal is what the Assistant Registrar's office will want to see.

Where do you complain if the committee says no?

To the field office of the Assistant Registrar, Cooperative Societies, which has jurisdiction over your society. The same FAQ says the Registrar and those exercising the Registrar's powers decide complaints and disputes under the 1984 Act, the 1989 Rules and the society's bye-laws. Complaints sent through CM Window, Jan Samvaad, CPGRAMS and similar portals are routed to that office. The department also runs its registrations online; its Right to Service timeline names the Assistant Registrar as the designated officer, with the Deputy Registrar and the Registrar as the two appeal levels.

A complaint takes time, and a truck booking does not wait. Raise the question early, so that a dispute over a charge never decides whether the goods can leave.

What changes if an RWA or owners' association runs the building?

The law behind the body changes, and so does the office you would go to. ThePrint reported on 18 August 2026 that RWA membership in Gurugram is governed mainly by the 2012 Haryana law on registering and regulating societies (the HRRS Act), while an apartment owners' association under the Haryana Apartment Ownership Act is tied to owning a flat and its share in the common areas. The examples in that report come from newer societies in Sectors 95 and 86, not Sector 55, but the lesson travels: owning a flat does not always make you a member, and members are the ones who vote on rules.

For a move, ask the body for its registration details, the rule that covers shifting, and who signs. The owners in ThePrint's report took their membership complaints to the District Registrar's office, not to the co-operative department, so check which office holds your body's registration before you need it.

Who decides on an HSVP plot or builder floor?

Nobody publishes anything, so the decisions are practical ones between neighbours. The landlord sets any condition in the lease, the households on the shared stair care about when cartons block the landing, and the street outside is a public road.

On that last point, the Deputy Commissioner's directive, reported by PropNewsTime on 14 February 2025, says that in daytime the steel gates across internal streets, whether in an HSVP sector or a licensed colony, must stay open. A committee headed by the Deputy Commissioner permits only boom barriers, manned round the clock and covered by CCTV. A block guard can therefore ask for the truck number, but should not keep a daytime truck out.

Renting a floor? Gurugram Police run tenant and domestic-help verification online. Complete it before the move, so the landlord, and any society at the other end, has it on file.

When can the truck run, and what changes on 1 November 2026?

These are the limits we found, with their dates, on 28 October 2026. Your society's own hours sit inside them.

Limit What it says Source and date Before you book
Gurugram no-entry hours No commercial vehicle on the listed roads in the morning rush (8–10 am) or the evening rush (5–9 pm); firms serving essential needs can seek a digital permit Traffic police Digi Pass note, undated, read 28 Oct 2026 Plan loading between the two windows
Golf Course Extension Road works GMDA plans eight lanes and drains on both sides; a traffic plan has been drafted The Tribune, 3 May 2026 Whether diggings reach the rotary end on your date (check)
End of the BS-IV relaxation Older goods vehicles from outside Delhi lose their allowance after 31 October 2026 WION Drive, 23 Oct 2026 No extension found on 28 Oct (check)
Delhi winter entry curb Delhi turns back non-Delhi vehicles that fall below BS-VI for the whole winter window, 1 November 2026 to 31 January 2027; battery and CNG vehicles may still enter WION Drive, citing the Chief Minister's announcement of 20 October 2026 Emission class of the booked truck
GRAP stage CAQM put Stage I in force for the whole NCR on 21 October, and it still applied on 26 October, when the morning AQI read 164 Akashvani, 21 Oct; NewsDrum, 26 Oct Whether a higher stage is declared

The Delhi rows matter only if the goods cross the border. For that paperwork, see our house shifting in Delhi guide and the Delhi and Gurgaon moving guide.

Which questions should you put in writing?

  • To do: Society office: under which Act is the society registered, and with which office?
  • To do: Society office: which bye-law or resolution sets moving hours, lift use and any charge, and from what date?
  • To do: Society office: if money is asked for, does any of it come back, and who signs for it?
  • To do: Buyers: has my membership application been received, and can I get a gate pass before it is decided?
  • To do: RWA or owners' association: who signs for goods leaving or arriving, and where can the truck stand?
  • To do: Builder floor: has the landlord agreed the date, and have neighbours on the stair been told?
  • To do: Tenants: is my police verification complete and on file?
  • To do: Moving to Delhi: is the truck BS-VI, CNG or electric?

Key takeaway

In Sector 55, find out first how your building is registered. A co-operative's moving rules live in Registrar-approved bye-laws, and complaints go to the Assistant Registrar's field office; an RWA answers under the 2012 societies law; a builder floor has only the landlord and the street. Then fit the truck between Gurgaon's peak curbs and Delhi's 1 November rules.

Where can you read more?

Our Sector 55 newcomer's guide covers addresses, schools and rents. Next door, the Sector 56 rules guide walks through one association's published forms, and the Sector 54 rules guide reads a society's bye-laws line by line. How our crew packs and loads is set out under household shifting. When you have the society's answers, send us the dates and floor.

Treat this page as general information, taken from the dated sources listed above and read in October 2026; it is not legal advice and cannot speak for any society's present rules. Bye-laws, committee decisions and traffic orders change, so confirm each point with the society office, the Assistant Registrar or the traffic police before you book.
