House shifting in Delhi comes with three checks beyond packing. The truck either runs outside the restricted hours for goods vehicles or carries a No Entry Permission from Delhi Traffic Police. Used household goods need no GST e-way bill under the CGST Rules. And a car kept in another state for more than twelve months needs a new registration mark there, according to Parivahan. The rest depends on your colony: the RWA's rules, where the truck can stand, and a plan for the day.

Does a moving truck need permission to use Delhi roads?
It needs one only if it has to run during the restricted hours. Delhi Traffic Police issues No Entry Permission (NEP) stickers to commercial goods vehicles "for plying during restricted hours", as its Circular No. 149 of 31 December 2025 puts it. The Delhi Traffic Police FAQ gives three ways to get one:
- Long-term: online, through the "No Entry Permission" service under Citizen Centric Services on the Delhi Traffic Police website.
- Short-term, for one year or three months: online, through the same service.
- Up to seven days: a written application to the office of the DCP/Traffic/HQ, Dev Prakash Shastri Marg, Todapur, Delhi-110012.
Neither document gives the clock hours of the restrictions, so we don't quote any. When you book, ask when the truck will reach your gate and, if it needs a permission, whether it is current. We plan our loading window around the restricted hours, and the quote states when the truck is due.
Watch out
Circular No. 149 extended the 2025 stickers (valid to 31 December 2025) only for vehicles that already held them, "till the final decision taken on Annual No Entry Permission for the Year 2026". Ask what permission the truck holds now; don't assume an old sticker still counts.

Is a GST e-way bill needed for household goods?
No, not for used household goods. Rule 138(14)(a) of the CGST Rules, 2017, as published by the GST Council, says no e-way bill is required for goods listed in its Annexure, and item 7 reads "Used personal and household effects". The general duty sits in rule 138(1), for registered persons moving consignments worth more than fifty thousand rupees.
Two cautions. The entry names used personal and household effects, so ask separately about any stock from a home business. And the GST Council copy is consolidated to June 2021, so check the current wording on the CBIC GST portal (cbic-gst.gov.in). An itemised list of the goods on the truck isn't a GST form, but it gives you something to check at delivery.
What should I ask my RWA or society before moving day?
Ask at both addresses, about a week ahead, because each society sets its own practice:
- Which days and hours are moves allowed, and do you need to give written notice?
- What does the guard need: a gate pass, the truck number, a count of the crew?
- Which gate do goods vehicles use, and does it shut at night?
- Can the lift be booked, and should the lift car be padded?
- Must maintenance dues be cleared, or a no-dues note issued, before goods leave?
- Where may the truck stand, and for how long?
- If a sofa won't fit the stairs, may it be lowered from a balcony?

Where will the truck park in a Delhi colony lane?
Settle it before the day. In a tight colony, the stretch from the lane to your door can take longer than the drive.
- Walk the lane. Note its width, parked cars, sharp turns and low cables between the main road and your gate.
- Choose the stopping point. Tell your mover the distance from truck to door and the number of floors; every metre is carried by hand.
- Allow for a shuttle. Where a big truck can't get in, a smaller vehicle can ferry loads to one on a wider road.
- Tell your neighbours a day ahead to keep the space by your gate clear.
- Measure the big pieces. In a walk-up Malviya Nagar builder floor, for example, check sofas and wardrobes against the stairwell turns.
What paperwork does my car need if I leave Delhi?
A car kept in another state for more than twelve months, including Haryana if you move to Gurgaon, needs a new registration mark there. Parivahan's page on reassignment cites section 47 of the Motor Vehicles Act, 1988 and sets out the steps:
- Where to apply: in Form 27, to the registering authority where the vehicle now is.
- Documents Parivahan lists: the registration certificate, proof of address, a No Objection Certificate, insurance and a pollution under control certificate. Some states may ask for more.
- Fee and tax: as rule 81 of the Central Motor Vehicles Rules, 1989 specifies.
Because the No Objection Certificate is on that list, ask the Delhi transport department about it before you leave. For a move within Delhi, Parivahan's change-of-address page asks you to record the new address on the registration certificate in Form 33 within 14 days of the change.

What goes on a moving-day checklist for Delhi?
- To do: Confirm the truck's arrival time and number the evening before, and pass the number to the gate
- To do: Keep your ID, any RWA permission and the itemised goods list with you, not in a carton
- To do: Clear the space in front of the gate and remind neighbours who park there
- To do: Pad the lift and cover shared corridor floors before the first load
- To do: Carry medicines, chargers, keys, jewellery and documents in your own car
- To do: Take meter readings and photos of each empty room
- To do: Check every room, loft, balcony and store before the truck leaves
- To do: At the new home, check the list against what comes off the truck
- To do: Settle dues and collect your no-dues note from the old RWA
