No Dwarka Sector 23 society publishes its shifting rules online: on 2 November 2026 we found no moving hours, lift booking or fee for any of the 17 cooperative societies on Plots 1 to 13, for DDA Pocket 1, or for the Golf Link flats in 23B. Permission comes from your own society's managing committee or pocket RWA, and around it sit rules that are written down: Delhi's night noise limits, the local police station's tenant records, and goods-vehicle entry rules that changed on 1 November 2026.
How a crew handles the lifts, stairs and the drain stretch near Metro Dharamkanta is covered in detail on our packers and movers in Dwarka Sector 23 service page. Price bands and crew time are in the Sector 23 costs and access guide. This guide answers three narrower questions: whom to ask, under which name, and within which hours.
Does any Sector 23 society publish its moving rules?
None that we could find. We searched for the plot societies by their building names and their registered names, and for the two DDA pockets, and found no circular, notice board photo or website setting out move-in or move-out terms. None of the societies we checked has a website of its own that we could find.
So the rules you need exist only as answers from that office. Ask for five things, in writing or on the society's letterhead:
- The hours in which goods may come in or go out, and whether Sundays are allowed.
- Whether the lift can be held for the move, and for how long.
- Any fee or refundable deposit, and how it is returned.
- The papers the office wants: sale deed, rent agreement, police registration receipt or a no-dues letter.
- Where the truck may stand while it is loaded.
If your building is in Dwarka Homes' list, it is a cooperative society. If it is on the DDA flats list for Pocket 1, or in Golf Link in 23B, you deal with a residents' association instead. The rest of this guide takes those two cases in turn.
Which name should your letter to the society office carry?
The registered one, where you can find it. Several Sector 23 buildings are known by a name that differs from the one on government records, and a letter, a rent agreement or a dues receipt that uses the registered name is harder to dispute later. We matched building names on Dwarka Homes against two public records: the Registrar of Cooperative Societies' minutes for one society, and the Delhi Parks and Gardens Society list of groups that received park-maintenance grants for 2025–26.
| Plot | Building name (Dwarka Homes) | Name in a government record | Record |
|---|---|---|---|
| 1 | New Kanchanjunga Apartment | New Kanchanjunga CGHS | Park-upkeep list, 2025–26 |
| 5 | Indian Airlines Workers Apartment | Indian Airlines Workers | Park-upkeep list, 2025–26 |
| 6C | Dabbas Vedanta Apartment (Atish Society) | Dabas CGHS Ltd, registration I122/GH | RCS minutes, 31 January 2014 |
| 10 | Sheetal Vihar Apartment | Sheetal Vihar CGHS Ltd | Park-upkeep list, 2025–26 |
| 12 | Rama Krishna Apartment | Ramkrishan CGHS Ltd | Park-upkeep list, 2025–26 |
Plot 6C shows the problem most clearly: one building, three names. The RCS minutes give the society's registered address as Plot No. 6C, Sector-23, and its registered name as Dabas CGHS Ltd. They also show how a Delhi cooperative fills its flats: before DDA's draw of lots on 19 November 2013, a committee under Rule 90 of the 2007 cooperative rules checked each member's papers, and 61 of the 74 members put forward were allotted flats in that draw.
If you are buying, remember that in a cooperative, membership is a separate step from owning or occupying the flat, so ask the office what it needs from a buyer before moving day.
Who signs off in the DDA pockets?
The pocket's residents' welfare association, where one exists and is recognised. Sector 23 has two DDA areas, and the records treat them differently. DDA's register of RWAs signed on 4 May 2026 carries an entry for the Golf Link DDA flats (Pocket 8, Sector 23B), as our Sector 23 newcomer's guide noted; we found none for Pocket 1, the block of MIG and expandable flats in Sector 23 itself.
A DDA circular numbered 3790, issued on 8 April 2026, settles one point: each housing pocket is to have a single recognised association, and once a pocket has one, every block in it falls under that body. So in Pocket 1, ask neighbours which body collects for common lighting and cleaning, and whether DDA's field office recognises it. Give that body your date and the truck number, and if nobody can tell you who that is, tell the neighbours on your staircase instead, since they are the ones a move inconveniences.
Which police station handles a tenant's papers?
The station named for the sector, in most cases. Delhi Police has a station called Dwarka Sec-23: the New Delhi district website, last updated on 10 July 2026, lists it under the Delhi Cantt sub-division, next to Dwarka (South) Sec-8. A station's area need not match a sector boundary, so if you live near the edge of the sector, ask which station keeps your address.
The Delhi Police website lets a landlord file a tenant's details online under its Domestic Help/Tenant Registration heading. No 2026 order for Dwarka that makes this compulsory turned up in our search (check), but a society office may ask to see the receipt, so agree in the rent agreement who will file it and by when.
Which hours are safest for a Sector 23 move?
Daylight on a working day, away from school gates at opening and closing time. These are the limits we could tie to a source:
| Window or place | Rule | Where it is set |
|---|---|---|
| 10 pm to 6 am | Counted as night: a residential area's noise ceiling drops to 45 dB(A), against 55 by day | DPCC page on noise limits, read 2 Nov 2026 |
| Up to 100 m around schools, hospitals and courts | May be declared a silence zone by the competent authority; we found no such declaration for Sector 23 | DPCC, same page |
| Four school gates in the sector | Delhi International, Basava International, Paramount International and The Indian Heights School | South West district directory |
| Restricted hours on Delhi roads | Goods vehicles must hold a No Entry Permission | Traffic police FAQ, seen 2 Nov 2026 |
| Monday to Saturday, 8 am to 9 pm | When our office is open; it is closed on Sunday | Maxx Relocation |
Four schools in one sector means a lot of parents' cars and buses when classes begin and when they end. Ask your society which gate the truck should use, and if your tower faces a school, set the loading for late morning or early afternoon. The weather side of timing, including the low-lying roads that flood in heavy rain, is covered in our Sector 23 monsoon and summer guide.
Which Delhi vehicle rules apply from 1 November 2026?
Three dated rules and one standing one. A move from Gurgaon, a short drive down the Dwarka Expressway, is the case they hit hardest, because the truck usually carries a Haryana number.
| Rule | In short | Position on 2 Nov 2026 | Source |
|---|---|---|---|
| Goods vehicles from outside Delhi | BS-IV relief ended on 31 October 2026; from 1 November only BS-VI, CNG, LNG or electric light, medium and heavy goods vehicles may enter | In force; no extension reported | Logistics Insider, 2 Nov 2026 |
| Winter bar on outside vehicles | Below-BS-VI vehicles with registrations from outside Delhi refused entry over the three winter months to 31 January 2027, CNG and electric spared | Reports differ on whether private cars are covered (see below) | Logistics Insider; VahanBazaar, 27 Oct 2026 |
| GRAP | Stage I applies NCR-wide, invoked on 21 October at an AQI of 244 | AQI read 312 on the morning of 2 November, the Stage II band; we found no Stage II order (check) | Akashvani, 21 Oct; Whalesbook, 2 Nov |
| No Entry Permission | Needed for a goods vehicle in restricted hours | Standing rule | Delhi Traffic Police FAQ |
The private-car question matters if family members plan to drive over from Gurgaon with fragile items. VahanBazaar, on 27 October, noted that some reports apply the winter bar to every outside car below BS-VI while others describe only goods vehicles. It read the Chief Minister's announcement of 20 October, worded around "non-Delhi vehicles", as covering private cars, but said it could not find the formal notification text. Until that text is published, assume a petrol or diesel car below BS-VI with a Haryana number may be stopped, and check with Delhi Traffic Police. The same report says charges at authorised Delhi parking sites are doubled from 1 November 2026 to 28 February 2027, so a helper's car may cost more to park near the society.
Logistics Insider also reported that vehicles carrying construction materials are barred from entering between 10 December and 20 January. That does not cover household goods, but if you plan to renovate the flat before moving in, it does cover the contractor's deliveries. For the general rules on documents and border routes, see moving between Delhi and Gurgaon.
What should you settle before fixing the date?
Put these to the office or RWA of the building you leave and the one you join, and file what they send back:
- To do: The society's registered name, as on its receipts, for your letter and rent agreement
- To do: Permitted moving hours, and whether Sunday is allowed
- To do: Lift hold time and any deposit or fee, with how it is refunded
- To do: Papers the office needs: sale deed or rent agreement, police registration receipt, no-dues letter
- To do: For a buyer in a cooperative: the steps for recording you as a member
- To do: In Pocket 1: which body DDA recognises as the pocket's RWA
- To do: The gate the truck should use if your tower faces a school
- To do: From the mover: the truck's emission class and fuel, written into the booking
- To do: For a family car from outside Delhi: its emission norm, checked against the winter bar
Key takeaway
Dwarka Sector 23 society shifting rules are not posted anywhere, so get them from your plot society's office or pocket RWA in writing, addressed to the registered name. Plot 6C, for instance, is Dabas CGHS Ltd on the registrar's record. Move in daylight away from school gates, have the landlord register a tenant with Delhi Police, and make sure a truck registered outside Delhi is BS-VI compliant or fuelled by CNG, LNG or electricity.
Will a society's rules raise the quote?
They can move it within its range, not out of it. Our Gurgaon page carries the indicative ranges our owner fixed in October 2026 for a Gurgaon-to-Delhi move like one into Sector 23: Rs 7,000 to 8,000 for a single bedroom, Rs 10,000 to 13,500 for a pair, with three bedrooms at Rs 14,000 to 16,500. What pushes a job up its range is time: a lift held for only an hour, a long walk from the permitted truck spot, or the wait for a BS-VI vehicle on the date you want. For a move entirely within Delhi, we quote after seeing the home.
Where can you read more?
For the same questions in the next sector, see our Dwarka Sector 22 rules guide. Paperwork for any Delhi move is set out in the house shifting in Delhi guide, and packing and setting up are described under household shifting. When you have the replies, share the two addresses and your date with us.
This guide is general information drawn from the public records named in its source list, as they stood on 2 November 2026. Society decisions, DDA lists and pollution curbs change at short notice, so confirm each point with your society office, RWA or Delhi Traffic Police in the week you move.
