For a move in Dwarka Sector 23, the monsoon months of July to early September are the riskiest, because the sector shares its drainage problem with IGI Airport next door and the airport's access roads flooded as recently as September 2026. Summer brings a different limit: in a heat wave, Delhi's 2026 plan allows outdoor work to stop from noon to 3 pm, so loading has to fit around the middle of the day.
Most guides to monsoon moves in Dwarka talk about the sub-city as a whole. This one keeps to what is different about the southern edge, where Sector 23 sits close to the airport, the new expressway and the UER-II junction. The sector's societies, DDA pockets and the open drain near Metro Dharamkanta are described where we cover packers and movers in Dwarka Sector 23.
Why does airport rain end up in Sector 23?
Because the airport and the sub-city drain into the same system, and for years the airport's share was too large for it. In December 2022 the Lieutenant Governor's Secretariat said the two existing drains at IGI had "proven insufficient" for the rainwater coming off the airport. The resulting waterlogging had, in its words, "also caused flooding in the adjoining Dwarka".
The fix it described had two parts:
- A new airport drain, 2.5 km long and able to carry 70 cubic metres a second, running from inside the airport, under the railway line at Sector 8, into DDA's Trunk Drain 2 and on to the Najafgarh Drain.
- Five holding ponds to take the overflow, three in Sector 8, one in Sector 20 and one in Sector 23. The Sector 23 pond was to be the largest of the five, at 62,800 cubic metres.
The target date was May 2023. We could not find a later public report on whether the Sector 23 pond works as planned, so treat its effect as unknown (check with the local RWA or DDA office). What the plan does tell you is that Sector 23 was picked to hold water during heavy rain. Ask whoever is showing you the flat, or your society office, which lanes stand wet after a downpour, and keep the truck off them on a rainy morning.
What happened at the airport in the September 2026 rains?
The roads on the airport side of the sector flooded on two days running.
| Date (2026) | What was reported | Source |
|---|---|---|
| 4 September | Palam recorded 75.6 mm in the nine hours to 5:30 pm, the most of any Delhi station that day. Water stood at the Terminal 3 underpass and near the terminal gates; the underpass to Vasant Kunj was fully waterlogged | ThePrint (PTI) |
| 4–5 September | Rainwater collected inside parts of the terminal premises; several domestic arrivals were delayed | Republic World |
| 5 September | The Palam Airport tunnel was waterlogged; IndiGo and Air India asked passengers to check flights and allow extra travel time | NewKerala |
Two lessons follow for a Sector 23 household. First, the roads you would take to the airport are among the first to go under, so do not book a flight for the evening of a monsoon moving day; the 5 September advisories show how quickly a short drive becomes a long one. Second, Palam, the IMD station at the airport next door, is the nearest official gauge, and on 4 September it took far more rain than the city's other stations. A citywide forecast of "moderate rain" can mean much heavier rain at your gate.
Which way out of Sector 23 holds up after heavy rain?
Since August 2025 there have been more choices. The Delhi section of the Dwarka Expressway, 10.1 km long, and the Urban Extension Road-II were opened on 17 August 2025, Deccan Herald reported. The expressway's second package runs 4.2 km from the rail underbridge at Sector 21 to the Haryana border and connects directly to UER-II. For a Sector 23 move that gives three directions:
- South to Gurgaon on the expressway. Its tunnel section flooded in early September 2026; our Sector 13 monsoon guide has the reports, so we do not repeat them here.
- North or west on UER-II, towards Najafgarh, Rohini or the Sonipat and Bahadurgarh links. For moves in that direction it keeps the truck away from the airport underpasses altogether.
- East towards Palam and the airport roads, the side where most of the 2026 flooding reports we found came from.
On a wet morning we check the route the night before and again before the truck sets off, and choose the direction with the fewest underpasses. Heading to Gurgaon? The border crossings are weighed up in Moving Between Delhi and Gurgaon.
How does summer heat change a Sector 23 moving day?
It moves the work to the edges of the day. On 26 April 2026 The Tribune reported that Delhi's Heat Wave Action Plan 2026 would protect outdoor workers with staggered hours, with outdoor labour possibly halted from 12 pm to 3 pm, and that employers must provide drinking water, caps, gamchas, first-aid kits and ice packs. The plan's emergency helplines are 1077, 1070 and 112.
A moving crew is outdoor labour for most of the day, so we plan a heat-wave move like this:
- Pack the day before. Cartons are taped and labelled indoors, so the hot hours are not spent packing.
- Load early, pause at midday. Loading starts at first light and stops before noon if a heat-wave warning is in force. Unloading resumes after 3 pm.
- Size the crew to the stairs. A plot-society tower with a lift is a quicker load than a DDA walk-up, where every carton is carried. We add hands for a walk-up rather than shortening breaks.
- Keep heat-sensitive items in your car. Medicines, candles, cosmetics, vinyl records and laptops should not ride for hours in a closed truck.
Will water and power hold on moving day?
Plan as if they may not. The Delhi Jal Board's notice of 20 February 2026 shows how much of this corner of Delhi depends on a single treatment plant. A 48-hour shutdown, from 11 am on 25 February to 11 am on 27 February, cut supply to "Dwarka Sub City" together with Pochanpur, Bharthal, IGI Airport and the Yashobhoomi convention centre, among many other areas, while new raw-water lines were joined at the Dwarka plant.
That shutdown fell in winter, but the lesson holds for summer. A move-out clean and a thirsty crew both need water, so fill buckets and bottles the night before. Ask the society office whether a planned shutdown or rationed hours fall on your date, and whether the lift runs on backup power if the supply drops. Without backup, a power cut halfway through turns a lift job into a stairs job.
What changes for a Sector 23 move after October?
The weather settles, and Delhi's truck rules take over. As of 25 October 2026:
| Rule | Status | Source |
|---|---|---|
| GRAP Stage I | In force across the NCR since 21 October 2026, when Delhi's AQI reached 244 | Akashvani News |
| BS-IV goods vehicles registered outside Delhi | One-year transition ends on 31 October 2026; we found no extension (check) | WION, 30 September 2026 |
| Winter plan | Non-BS-VI vehicles registered outside Delhi restricted, 1 November 2026 through 31 January 2027 | The Hindu, 28 September 2026 |
| Restricted hours | A goods vehicle needs a No Entry Permission, applied for online, long or short term | Delhi Traffic Police FAQ |
Under the revised GRAP schedule, WION adds, older light and medium goods vehicles carrying essentials lose their exemption at Stage III, and heavy trucks at Stage IV. So for a move from Gurgaon into Sector 23 in November, ask the mover two things: whether the truck meets BS-VI or runs on CNG or electricity, and what the GRAP stage is on the morning you load. Our Delhi house-shifting guide covers the rest of the paperwork.
Does the season change the price?
Not our price bands; they do not vary by month. Gurgaon-to-Delhi bands, set by the owner for October 2026, appear on our Delhi packers and movers page. They open at Rs 7,000 for the smallest home, a 1 BHK, which tops out at Rs 8,000; a 2 BHK sits at Rs 10,000–13,500, and the 3 BHK band climbs from Rs 14,000 to Rs 16,500.
A move that stays inside Delhi, such as Sector 23 to another Dwarka sector, is not covered by a published band, so we quote it after seeing the goods and both buildings. What the season can change is the number of hours: a midday heat pause, a detour round a flooded underpass, or a lift lost to a power cut. Ask for the quote to spell out how such delays are charged. Should rain push back the handover of your new home, your goods can wait in our storage.
The nearest of our offices to Sector 23 is our Dwarka branch in Kartar Nagar: Shop No. 204, Sector 12 Dwarka, New Delhi 110078.
Key takeaway
Sector 23 was chosen for the largest of Dwarka's ponds for airport and street runoff, and the airport roads flooded on 4 and 5 September 2026. Keep a reserve date from July to mid-September, never pair a monsoon move with a flight, load around the noon-to-3 heat pause in summer, and from November check that the truck meets Delhi's BS-VI rule.
Once your date is roughly fixed, send us both addresses with the floor, whether there is a lift, and a reserve date for the quote.
Everything here is general information. The weather and road reports are dated and named in the sources list; the truck rules were checked on 25 October 2026 and can change, so confirm them for your own moving day.
