Dwarka Sector 13 has no published shifting rules: none of its nine cooperative societies or three DDA pockets puts moving hours, lift bookings or charges online. What is written down is Delhi's cooperative rulebook for the society plots, DDA's register and maintenance principles for the pockets, and Delhi's dated truck orders, two of which change on 31 October and 1 November 2026.
How the crew handles stairs, lifts and loading is set out on our packers and movers in Dwarka Sector 13 page, which also notes that our Delhi branch is one Blue Line stop away in Sector 12. This guide stays with three questions: who can approve your moving day, which written rules they work under, and which road rules bind the truck.
Who answers for your building on moving day?
That depends on which of the sector's twelve complexes you live in. Dwarka Homes lists nine cooperative society plots, numbered 1B to 8, and its DDA page lists three pockets; our Sector 13 newcomer's guide names them all. For moving day the twelve fall into three groups:
| Group | Complexes | Who decides | What we found in public records, October 2026 |
|---|---|---|---|
| Cooperative plots 1B to 8 | Gule Gulfam, DJA, Rose Valley, Ayudh Vihar, Swaroop Sadan, Golden Eye, Mahabhadra Kali, White Rose, Sarvottam Residency | Each society's managing committee | Golden Eye's legal name appears as "Shabad CGHS Ltd" on a Delhi Parks and Gardens Society list; no moving rules found for any plot |
| DDA Pocket B | Metro View Apartment | Its residents' welfare association | An RWA of that name is on DDA's register, with no address given |
| DDA Pockets 1 and A | Netaji Subhash (Pocket 1), Rosewood (Pocket A) | An RWA where one exists, otherwise neighbours | One "B-2 Rosewood" RWA on the register, which may or may not be this complex; nothing under Netaji Subhash |
The Golden Eye entry is a small but practical find. The Delhi Parks and Gardens Society's 2025–26 list of bodies receiving help with park upkeep records "Shabad CGHS Ltd" at Plot 5, Sector 13, in the Matiala constituency. If a form asks for your society's registered name, that is the name to check against your share certificate or sale papers.
What does DDA's register show for the three pockets?
Two possible matches, neither with an address. DDA's Housing RWAs page links a scanned list of RWAs signed on 4 May 2026, which runs to more than 250 entries. Entry 215 is "Metro View Apartment Residents Welfare Association" and entry 238 is "B-2 Rosewood Apartment Resident Welfare Association". Both appeared at the same numbers in the list of 15 February 2022. Most Dwarka entries on the list name a sector and pocket; these two do not.
Metro View is the name of Pocket B in Sector 13, so entry 215 is likely, though not certain, to be its association. The Rosewood entry is harder: Dwarka Homes places Rosewood in Pocket A, and "B-2" fits neither. Netaji Subhash Apartment, in Pocket 1, does not appear at all.
What to do with that: in Metro View, ask the association for its DDA registration letter before paying any moving charge. In Rosewood and Netaji Subhash, find out who collects for common lights and cleaning, because that group is the one neighbours will look to on the day. DDA's page also links an online registration service for RWAs, which an unregistered pocket can use.
Who runs the lift and the stairwell in a DDA pocket?
The RWA, not DDA. DDA's maintenance principles of 6 May 2019 hand the running of lifts and the common-area lighting to the residents' association, paid for from regular contributions. So a request to keep a Metro View lift on hold while the truck is loaded goes to the association's office. In a stair-only block, the request is simpler: tell the families above and below which hours the stairwell will be busy.
Metro View has one detail no other complex in the sector shares. Wikipedia's page for the station lists Metro View Apartment at Gate 2. Ask the association which gate the truck should use, so that it does not stand where passengers spill out of the station.
In a cooperative society, which written rules cover the move?
The Delhi Co-operative Societies Rules, 2007 set out what a committee must look after, and two parts of Rule 106 bear directly on a moving day.
- Staircases and lifts are the society's job. Rule 106(5)(a) lists the repairs and maintenance a cooperative housing society carries out from its own funds. Staircases are item (viii) and lifts item (xiv), alongside internal roads, the compound wall and common parking.
- Complaints have a deadline. Rule 106(5)(c) says the committee shall consider a member's or occupant's complaint about those items within fifteen days. If the lift is out of order the week you plan to move, put the complaint in writing and date it; the clock is then running.
- Tenants are on the society's books. Rule 103 obliges the committee to record who owns and who rents each flat, and to keep a copy of the paper that entitles each occupant to live there. A tenant should expect to hand in the rent agreement before the goods go up.
None of this sets moving hours or a fee. Those, where they exist, come from the society's own regulations or a committee decision, which is why the checklist below asks for the decision as well as the rule.
What should a tenant sort out with the police?
Registration, ideally before the truck arrives. The Delhi Police website lists Domestic Help/Tenant Registration among its citizen services, which a landlord or tenant can complete online. We did not find a 2026 order for the Dwarka area that makes it compulsory, so ask the landlord what they need and keep the acknowledgement with your rent agreement. A society office keeping its Rule 103 record is likely to ask for both.
Which road and vehicle rules apply on your date?
These are the rules we found, with dates, on 28 October 2026. They apply whatever your society decides.
| Rule | Detail | Where it comes from | Position on 28 October 2026 |
|---|---|---|---|
| Older goods vehicles from outside Delhi | CAQM's order of 23 April 2025, amended 17 October 2025, let some non-BS-VI goods vehicles in until 31 October 2026 | WION Drive, 23 Oct 2026 | Relaxation ends; no extension found (check) |
| Delhi winter entry curb | Any vehicle with outside registration below the BS-VI norm is refused entry from 1 Nov 2026 to 31 Jan 2027, CNG and electric ones excepted | The same WION Drive report, on the Chief Minister's 20 October announcement | Starts 1 November |
| No Entry Permission | A permit lets a goods vehicle run during prohibited hours; apply online for a year or for three months | Delhi Traffic Police FAQ, read 28 Oct 2026 | In force |
| Market-area window | Every class of goods vehicle barred near the Sector 10 main market from 12:30 to 8 pm | Transport Department notification, 2021, amended 12 Aug 2022 | In force |
| GRAP stage | CAQM declared Stage I for the NCR on 21 October; on 26 October it was still the stage in force, with Delhi's 7 am index at 164 | Akashvani, 21 Oct; NewsDrum, 26 Oct | No higher stage found |
For a move from Gurgaon, the November rows are the ones to watch, because trucks based there are usually registered in Haryana. Ask which emission class the booked truck has. How the market window and crew hours fit together is explained in our Sector 13 costs and access guide. For the paperwork at either end, read the house shifting in Delhi guide and moving between Delhi and Gurgaon.
Which questions should you send before the move?
Send these, in writing, to the committee office, the pocket RWA or your neighbours, at both ends of the move:
- To do: Society plots: which regulation or committee decision sets moving hours, and on what date was it made?
- To do: Society plots: if money is asked for, is any of it returned, and in which name is the receipt issued?
- To do: Society plots: is the lift working, and if not, has my written complaint been logged under Rule 106(5)(c)?
- To do: Metro View: can I see the association's DDA registration, and which gate should the truck use?
- To do: Rosewood and Netaji Subhash: who collects for common lights, and whom should I tell before the goods arrive?
- To do: Tenants: has the landlord registered me with Delhi Police, and does the office have my rent agreement?
- To do: Everyone: is the booked truck BS-VI, CNG or electric if it comes from outside Delhi?
Key takeaway
In Dwarka Sector 13, the nine cooperative plots answer to their committees under Delhi's 2007 rules, which make lifts and stairs the society's job and give a lift complaint a fifteen-day clock. Of the three DDA pockets, only Metro View has a likely match on DDA's register. Check the truck's emission class against the 1 November curb.
Where can you read more?
The weather side of a Sector 13 move is in our monsoon and summer heat guide. The Dwarka Sector 14 rules guide takes a closer look at DDA's own maintenance papers, and our household shifting page explains how we pack and load. When you have the answers, send us the floor and the dates.
We wrote this as general information from the documents listed in its sources, read in October 2026. Registers, committee decisions and pollution orders change, sometimes within days, so check each point with the society office, the pocket RWA or Delhi Traffic Police before you fix the truck.
