Dwarka Sector 14 has no published shifting rules: none of its DDA pockets, including the Dwarka Greens flats in Pocket 5, puts moving hours, lift bookings or charges online. The written rules that do exist are DDA's own papers on who runs each pocket and its lifts, plus Delhi's dated orders on goods vehicles, and two of those orders change on 31 October and 1 November 2026.

Stairs, truck size and loading are planned on the packers and movers in Dwarka Sector 14 page, which also gives our Delhi branch at Kartar Nagar, Sector 12 as the nearest office. This guide only answers three questions: who can tell you yes or no on moving day, what DDA has put in writing, and what the city's road rules say.

Who decides on moving day at your Sector 14 address?

The body that runs your pocket, and in most of Sector 14 that body is not on DDA's books. Leaving aside independent houses at its edge, the sector's homes are DDA pocket flats; when we read the Dwarka Homes society list for Sector 14 on 27 October 2026 it showed no cooperative society plots at all. We set its DDA pocket list beside DDA's own register of residents' welfare associations:

Pocket and complex Flats, as listed On DDA's RWA list signed 4 May 2026? Who to ask about moving day Moving rules online
Pocket 1, Radhika Apartment DDA flats No Neighbours who collect for common lights and cleaning (check) None found
Pocket 2, Om Apartment DDA flats No As above (check) None found
Pocket 3, Shaheed Bhagat Singh DDA LIG flats No As above (check) None found
Pocket B, Kautilya Apartment DDA flats No As above (check) None found
Pocket 5, Dwarka Greens LIG and MIG flats, Blocks A to F Yes: Dwarka Greens Apartment Owners Association That association's office None found

One detail is easy to miss. Dwarka Homes lists Dwarka Greens as a separate complex with no pocket number, but DDA's RWA list places it in Pocket 5, and DDA's phase III e-auction list of 19 February 2024 also puts the MIG flats it sold in Pocket 5, Blocks A to F. So "Dwarka Greens" and "Pocket 5" very likely mean the same complex. Give the pocket, block and flat number when you book the truck, and confirm the name with the guard.

Because there are no cooperative plots, the Delhi Co-operative Societies Rules, 2007 are unlikely to be the rulebook for your building. They bind societies registered with the Registrar. If your building calls itself a "society", ask whether it actually holds that registration before you rely on anyone quoting those rules (check).

What does DDA's register say about Sector 14?

It changed this year. The register DDA published on 15 February 2022 has ten Dwarka entries, running from Sector 1 to Sector 23B, and not one for Sector 14. The newer list on DDA's Housing RWAs page is a scanned copy, signed by DDA's coordination staff on 4 May 2026, that runs to 252 entries. Entry 249 reads, in DDA's words, "Dwarka Greens Apartment Owners Association, Pocket-5, Sector-14 (LIG & MIG), Dwarka, New Delhi-110078 (Block A to F)". No other Sector 14 entry appears.

Why this matters on moving day: DDA's guidelines for RWAs and link officers, whose file is dated 5 April 2019, say every housing pocket of DDA flats must have an RWA registered with DDA, and that each pocket gets a DDA engineer as its link officer. In Pocket 5 you therefore have a registered body to write to. In Pockets 1, 2, 3 and B, a group that asks for a moving charge has no standing in DDA's register, which does not make it wrong, but does make a written receipt and a named decision more important.

There is also a rule against rival groups. DDA's Circular No. 3790 of 8 April 2026 allows a single RWA for each housing pocket and tells field offices to merge any duplicates. If two people in one pocket each say they sign gate passes, ask the DDA field office, or the pocket's link officer, which one it recognises.

Who runs the lift, the stairs and the common lights?

The RWA, by DDA's design. The general principles of maintenance, issued by DDA's housing coordination wing on 6 May 2019, split the work three ways:

  • Inside your flat is the owner's job from the day of possession. DDA offers no warranty beyond those written into its contracts, and asks owners to inspect the flat, fittings and fixtures before taking it over.
  • Day-to-day running of the pocket is the RWA's job, paid for from a fund to which every owner or resident contributes monthly or quarterly. The order names the work: lifts, light fittings in common areas, the common-area electricity bill, green areas and cleanliness.
  • Areas shared by several pockets stay with DDA until they are handed to the urban body, and DDA keeps facilities common to more than one RWA, such as community centres.

Read against a moving day, that gives three practical answers. A request to keep a lift for loading in Pocket 5 goes to the association that pays for its running, not to DDA. In a stair-only block, such as the LIG flats of Pocket 3, the stairwell is a common area, so ask neighbours which hours they would rather the cartons were carried. And a truck standing on a road that serves more than one pocket is on ground the RWA does not control, so the guard may simply ask it to keep the road clear.

Bought a Pocket 5 flat in DDA's e-auction?

Then the first written step is DDA's, not the association's. The 2019 principles put the inside of the flat on you from possession, with no DDA warranty beyond its contracts. Inspect the flat with the possession papers in hand, note any defect in writing, and only then book the truck. Once a wardrobe is standing against a damp wall, the damp is harder to prove.

The e-auction list shows how varied these homes are: MIG flats on floors 1 to 14, sized between roughly 116 and 132 square metres, each sold with a covered parking space. On upper floors the lift decides the start time, so ask the Dwarka Greens office three things early: whether the lift can be kept for loading, which entrance a truck may use, and whether the covered parking bay can hold the truck while it is loaded. Our Sector 14 costs and access post covers how floor and lift change the crew hours.

Which road and vehicle rules apply to a Sector 14 move?

These are the rules with dates and sources, as we found them on 27 October 2026. They bind the truck whatever your pocket decides.

Rule What it says Source and date Status on 27 October 2026
Najafgarh Road windows Goods vehicles other than three-wheelers barred between Vikas Puri District Centre and Kakrola police picket, 7–11 am and 5–11 pm Transport Department order dated 3 August 2021 (amendment of 12 August 2022) In force
No Entry Permission Needed to run a goods vehicle in restricted hours; online for one year or three months, or up to seven days by application to DCP Traffic (HQ) at Todapur Delhi Traffic Police FAQ, read 27 October 2026 In force
BS-IV goods vehicles from outside Delhi The relaxation in CAQM's amended order of 17 October 2025 expires after 31 October 2026 WION Drive, 23 October 2026 No extension found (check)
Winter entry curb Outside-registered vehicles below BS-VI refused entry, 1 November 2026 until 31 January 2027, with electric and CNG vehicles exempt The Hindu, 28 September 2026 Begins 1 November
GRAP stage Stage I across the NCR since 21 October; Stages III and IV add curbs on older diesel goods vehicles from outside Delhi Akashvani, 21 October; NewsDrum, 26 October; stage curbs per WION, 30 September Stage I continuing on 26 October, AQI 164 at 7 am; no higher stage found

Sector 14 sits beside that Najafgarh Road stretch, so the windows shape any move north to Uttam Nagar or Janakpuri: pack in the morning, drive after 11. The November rules matter most on moves from Gurgaon, where the truck often carries Haryana plates. Ask for the registration certificate's emission norm and fuel before you fix a date, because a vehicle that may enter on 31 October may be turned back on 1 November. For the paperwork, read our house shifting in Delhi guide; for the border crossing, see moving between Delhi and Gurgaon.

Which questions should go to the RWA in writing?

Where nothing is published, a short written exchange is your rulebook. Send these to the Dwarka Greens office in Pocket 5, or to the neighbours who look after your block elsewhere, at both ends of the move:

  • To do: Which pocket and block am I in, and who signs for goods leaving or arriving?
  • To do: Which days and hours suit loading, and was that decided at a meeting I can see?
  • To do: Can the lift be kept for the loading, and who switches it to manual or service mode?
  • To do: Is any moving charge or deposit asked for? Who decided it, and is a receipt given?
  • To do: Where may the truck stand without blocking a road shared with another pocket?
  • To do: In Pockets 1, 2, 3 or B: which group does the DDA field office or link officer recognise?
  • To do: For a buyer in Pocket 5: has DDA's possession inspection been done and signed?
  • To do: Who clears the empty cartons and wrapping afterwards?

Key takeaway

In Dwarka Sector 14, only Pocket 5 (Dwarka Greens) has an RWA on DDA's May 2026 register, and no pocket publishes moving rules. DDA's 2019 principles put lifts and common areas with the RWA, its circular of April 2026 permits a single RWA in each pocket, and Delhi's truck limits change on 1 November. Get every pocket answer in writing.
