No society, DDA pocket or condo body in Dwarka Sector 19 publishes its shifting rules, so moving hours, lift use and any charge must be asked of whoever runs your gate. What is in print is a set of dated orders: DDA's renovation-waste circular for the Golf View Condos, its April 2026 rule of one RWA per pocket, Delhi's cooperative society rules and the city's goods-vehicle notices.

Pockets, villas, schools and the paperwork a society files for a new occupant: you will find them all under packers and movers in Dwarka Sector 19, which names the Dwarka branch at Shop No. 204, Kartar Nagar, Sector 12 as the nearest office. Here we look only at who makes the moving rules at each kind of address, what the dated documents actually say, and the questions left for you to ask.

Who runs the gate at your Sector 19 address?

Sector 19 mixes four kinds of housing, and each answers to a different body. We checked the published lists and DDA's records on 25 October 2026.

Kind of home Examples from the lists Who decides on moving day What the record shows Moving rules online
Society plot in 19A Plots 1 to 4, among them Chitrakoot Dham (Plot 2) and Best Paradise (Plot 4) That society's managing committee Four plots on the Dwarka Homes Sector 19 list None found
Society plot in Phase II Plots 1 to 14, from Shri Sanmati (Plot 1) to Sea Show (Plot 14), with NTPC on Plot 10 That society's managing committee Fourteen plots on the same list None found
DDA pocket flat Pocket 1 Bharat Vandana, Pocket 2 Green View, Pocket 3 Akshar Dham, Pocket B Sanskriti The pocket's RWA, where one exists Only Pocket 3 appears on DDA's registered RWA list of 15 February 2022 None found
Golf View Condos, 19B DDA's HIG, Super HIG and penthouse towers DDA's self-financing housing wing has issued orders for the complex; ask who manages the towers now (check) DDA circular of 26 March 2025 None found

One trap is easy to miss. Plot numbers 1 to 4 appear twice, once in 19A and again in Phase II, so "Plot 2, Sector 19" could mean Chitrakoot Dham or Roop Villa (Golf Green). Give the phase with the plot number when you book a truck, a lift or a gate pass. Dwarka Homes also lists a Golf Island society in 19B without a plot number; if you live there, ask the office which body it reports to.

What did DDA's April 2026 circular change for the pockets?

It settled who speaks for a pocket. Circular No. 3790, dated 8 April 2026 and issued with the approval of DDA's Vice Chairman, says:

  • only one resident welfare association may be formed or recognised in a single housing pocket, under Chapter IV of DDA's Housing Estates Regulations of 1968;
  • where a pocket already has more than one, DDA's field offices must start merging them into one, in a time-bound manner;
  • no new RWA will be entertained for a pocket that already has one, and every housing segment in the pocket is to be represented under it;
  • DDA's Executive Engineers are to make sure this is followed, and any exception needs the Vice Chairman's approval.

For a move, this means one body per pocket should be the one that keeps the gate register and tells you when the stairs and the open space can be used. In Pocket 3, that is most likely the RWA on DDA's 2022 list, though you should confirm it is still active. In Pockets 1, 2 and B, which do not appear on that list, ask neighbours or the DDA field office who now represents the pocket before you rely on a permission given by any one group.

What has DDA ordered at the Golf View Condos?

This is the one dated, local order we found for Sector 19. In a circular of 26 March 2025, DDA's self-financing housing wing said large alterations and some structural changes were being made "in the name of renovation" in the newly built Golf View Condos, and that heaps of construction and demolition waste were being thrown into the common areas. It then directed that:

  1. any allowed addition or alteration must follow DDA's published policy;
  2. structural modification is strictly prohibited, and any deviation will attract a penalty under the rules;
  3. construction and demolition waste must be kept inside the allottee's own flat;
  4. the allottee must get that waste removed, at their own cost, within three days of it being produced.

The policy the circular pointed to has since been replaced: DDA's revised additions and alterations policy is listed from 1 July 2026, so read that version before you start work.

Anyone who fits out a Golf View flat before moving in is the person this order is aimed at, and it shapes moving day too. Keep debris off the landings and lobby while the carpenters work, and have it cleared before the truck comes, so the lift and corridor are free for furniture. The circular says nothing about packing cartons or bubble wrap, so ask the tower office where those should go once the unpacking is done. Delhi's winter limits on construction also apply this season; our Sector 19 costs and access post explains how they can push a move-in date back.

How can a society member see the rules in writing?

By asking for the society's registration file. Rule 14 of the Delhi Co-operative Societies Rules, 2007 (the Registrar's updated copy, checked 25 October 2026) says every cooperative must keep this file at its registered office, and that every member may inspect it during working hours. Several items in it matter on moving day:

  • the registered bye-laws and every registered amendment, which show the society's own rules on services and charges;
  • the register of minutes of the annual general meeting and of the committee, where any decision on moving hours, a lift fee or a deposit should be recorded;
  • the constitution of the elected managing committee, which tells you who can sign a gate pass;
  • the latest list of defaulters, so you can check your own name is not on it before you ask for a no-dues note;
  • the record of decisions on membership transfers and no-objection certificates, which a buyer will want to see.

If you are a tenant, you are not a member, so ask your landlord to request the pages you need. Either way, a rule that cannot be traced to a bye-law or a minuted decision is worth questioning politely before you pay for it.

Which road and truck rules apply to a Sector 19 move?

These are published with dates, and they bind the vehicle whichever gate it uses.

Rule What it says Source and date Check
No Entry Permission Required to drive in the hours Delhi restricts; apply online for 12 or 3 months, or write to the DCP Traffic (HQ) office at Todapur for a permit of seven days or less Delhi Traffic Police FAQ, read 25 October 2026 Whether your truck holds one
Mahipalpur roads Every class of goods vehicle kept off the roads in and around Mahipalpur between 12:30 and 8 in the evening; electric light goods vans exempt on identified roads Transport Department notification, 3 August 2021, amended 12 August 2022 Only if the truck goes towards NH-48 through Mahipalpur
BS-IV trucks from outside Delhi The year of grace ends after 31 October 2026 WION, 30 September 2026; no extension found by 25 October (check) The truck's emission class
Winter curb Outside-registered commercial vehicles below BS-VI kept out of Delhi until 31 January 2027, starting 1 November 2026; CNG and electric vehicles exempt The Hindu, 28 September 2026 Any revision announced since

If your move runs to or from Gurgaon, the truck may well carry Haryana registration. From November, its fuel and emission class decide whether it may enter Delhi at all, so ask for the registration certificate details when you book. For roads over the state border, read moving between Delhi and Gurgaon; the permit and the e-way bill are set out in our Delhi house shifting guide.

What should you ask before you book a date?

Send these to the society office, pocket RWA or tower management at both ends, and keep the written replies:

  • To do: Is my address in 19A, Phase II, a DDA pocket or 19B, and which body signs the gate pass?
  • To do: Which days and hours are open for loading and unloading, and which bye-law or minuted decision fixes them?
  • To do: Can a lift be held for the loading, and is a booking fee or deposit charged? Which decision fixes it, and when is it refunded?
  • To do: In a pocket: is there one recognised RWA under DDA's April 2026 circular, and who speaks for it?
  • To do: At Golf View: has the renovation debris left the flat and the common areas, and where do empty cartons go?
  • To do: Where can the truck stand without blocking the pocket road or a tower entrance?
  • To do: Are my maintenance dues clear, and will the office give a no-dues note?
  • To do: For a buyer: has the society recorded the membership transfer?

Key takeaway

In Dwarka Sector 19, each society plot's committee, each DDA pocket's RWA and the Golf View management set the moving rules, and none publishes them. The dated documents are DDA's Golf View debris order of March 2025, its one-RWA-per-pocket circular of April 2026, Rule 14 of Delhi's 2007 cooperative rules and the city's November truck limits. Everything else should be asked for, and answered, in writing.

Where can you read more?

Three other Dwarka rules guides take different angles: Dwarka Sector 22 on lift and repair charges, Dwarka Sector 10 on the buyer's transfer timeline, and Dwarka Sector 7 on tenants. What the crew handles on the day is listed under household shifting. When the replies are in, share them with us along with your floor and the dates you have in mind.

This page is general information, drawn from the dated documents in its source list. Circulars get revised, committees pass new resolutions and the pollution stage can move within a day, so before the truck is booked, check each point again with the society office, the pocket RWA, DDA's housing wing or the traffic police.
