Dwarka Sector 10 has no published moving rules: in an October 2026 search we found none for its 42 cooperative society plots or for Harsh Apartment, its one DDA pocket. What is written down sits elsewhere, in Delhi's cooperative society rules, DDA's guidance for its RWAs, the courts' sitting calendar and the city's dated truck orders, so hours, lift slots and any deposit have to be asked of whoever manages your block.

The papers a society office collects, and the dues to clear before the gate, are set out in our service guide for packers and movers in Dwarka Sector 10, and our Delhi branch is in Sector 12, two Blue Line stops away. This guide deals with the rules themselves: who sets them, what the published texts allow, and what is left for you to ask.

Which body makes the rules at your Sector 10 address?

It depends on the kind of building. Sector 10 is mostly cooperative group housing, with one DDA pocket and a court complex that draws traffic but houses nobody.

Where you live Example, from the record Who decides on a move Record and date Moving rules online, Oct 2026
Cooperative society on a numbered plot Fakhruddin Memorial CGHS, Plot 18, registered as 582-GH on 20 July 1983, on land allotted by DDA The society's managing committee RCS minutes, 15 May 2013 Nothing published
DDA SFS flats, Pocket 1 (Harsh Apartment) Listed as "R.W.A. DDA SFS, Pkt.-1, Sec.-10, Dwarka" The RWA registered with DDA DDA's list of registered RWAs, 15 February 2022 Nothing published
Lawyers' chambers in the court complex Not housing The complex's own administration Dwarka Courts Complex, Wikipedia Ask the administration

Plot numbers matter more here than in most sectors. The Dwarka Homes directory splits a few plots into A and B parts, and each part can be a separate society with its own office. The 2013 minutes also show that one society can build in phases: Fakhruddin Memorial had allotted 100 flats in February 2004 while a separate block of 28 was still being built. So confirm the exact plot, part and block before you ask anyone about rules.

If you are buying, what does Rule 92 say about the transfer?

For a buyer, the move-in date depends on the membership transfer, and this is one area where the Delhi Co-operative Societies Rules, 2007 are precise. We read the updated copy on the Registrar's website on 21 October 2026.

Step Who acts Time limit in Rule 92
Seller tells the society they intend to sell (Form 18) Seller 15 days' notice
Committee gives consent (Form 19) Managing committee 15 days, or consent is deemed given
Buyer applies for transfer (Form 20, with a Form 21 affidavit and the fee) Buyer, holding a registered sale deed or agreement No limit stated
Committee points out anything missing in the form Managing committee 15 days from receipt
Membership transferred once documents are complete Managing committee 30 days
Appeal if the committee does not decide in time, or refuses Buyer, to the Registrar Registrar decides within 90 days

Three details are worth knowing before you pay anyone. The transfer fee named in Rule 92(6)(d) is Rs 500, paid to the society's Common Good Fund, alongside share money and an admission fee under its bye-laws. Rule 92(3) says no other amount may be collected from the seller or the buyer as a donation or contribution, "on any other pretext or name". And the buyer files an affidavit undertaking to clear any dues on the flat within 90 days of the society's demand.

The rules do not mention a moving fee as such. If a Sector 10 office asks for one, ask which general body resolution sets it and get a receipt. If the demand looks like a payment for the transfer itself, Rule 92(3) is the text to show the committee.

What does the committee look after on moving day?

Rule 106(5) lists the common items a cooperative housing society must repair and maintain from its own funds. Several of them are exactly what a move uses:

  • internal roads and the compound wall, where the truck stands;
  • staircases and lifts, which the crew uses for every carton;
  • common parking and garages, where a truck may need a bay for a few hours;
  • drainage lines, and leakage of rainwater, which matter for a monsoon move.

Under the same rule, the committee is to consider a complaint from a member or occupant within 15 days. What the rules leave out is the moving day itself. They set no hours, no lift-booking method and no deposit, and they do not say who pays if a cupboard scratches the lift car. Those points come from the society's own regulations or committee decisions, which is why the questions further down matter.

Rule 106(10) also settles who you deal with. An RWA or apartment owners' association, under any name, cannot run a cooperative complex; the committee may use sub-committees, but it stays in charge. In a Sector 10 society, then, a gate pass comes from the committee or its office, not from a separate association.

What applies at Harsh Apartment, the DDA pocket?

Harsh Apartment is different. DDA built the flats but does not manage them day to day. A DDA circular of 6 May 2019, the General Principles of Maintenance of DDA Flats, puts routine upkeep, common-area lighting and the running of any lift on the residents' welfare association, paid for from a fund it collects. DDA does not pay for that work.

The pocket appears in DDA's February 2022 list as a registered RWA for the SFS flats of Pocket 1. That makes the RWA the body to tell before the truck comes. We found no published moving rules for it, and the list is more than four years old, so confirm the current office-bearers through a neighbour or the gate guard.

Do court days change when you should move?

Often, yes. The Dwarka Courts Complex, opened in September 2008 beside the Sector 10 metro station, brings litigants, lawyers and vehicles on its sitting days. A weekend slot usually avoids that, but a Saturday is not always court-free. Through Notification No. 64 of 27 February 2026, the Delhi High Court made the second Saturdays of 14 March and 11 April 2026 sitting days for the courts subordinate to it, in place of holidays on 2 and 3 March. Similar changes can come at short notice, so check the High Court's notices for the week you pick.

Where the truck waits also matters near the complex. A goods vehicle parked where it should not be can be towed. The towing table in the Delhi Traffic Police FAQ, which we checked on 21 October 2026, lists Rs 1,000 in towing charges for a light goods vehicle, plus Rs 1,000 a day in custody charges after 48 hours, and Rs 1,500 each for medium and heavy goods vehicles. Agree the standing point with your society's gate staff before the day.

One more change is coming. ThePrint reported on 4 September 2026 that Delhi's Chief Minister had approved Rs 212.91 crore in January for a District Mini Secretariat in Sector 10. Once work starts, construction vehicles will share the approach roads; check the site on your survey visit.

Which Delhi truck rules apply this winter?

These are published and dated, and they apply whatever your building's rules say.

Order The requirement Source, date Check before the move
No Entry Permission Needed by any goods vehicle that drives during Delhi's restricted hours; one-year or three-month permits are applied for online, and up to seven days by letter to the DCP Traffic (HQ) office in Todapur Delhi Traffic Police FAQ, accessed 21 October 2026 Whether the truck holds one for the hours it will drive
BS-IV transition Goods vehicles from other states may enter only if they meet BS-VI or use CNG, LNG or electric power; BS-IV trucks had a one-year allowance, which runs out after 31 October 2026 WION, 30 September 2026 Emission norm and state of registration on the truck's papers
Revised GRAP CAQM withdrew the exemption that let BS-IV and older goods vehicles carrying essentials through under Stages III and IV; Stage III now names outside-registered diesel BS-IV light and medium goods vehicles WION, 30 September 2026 The GRAP stage in force on your date
Winter plan Between 1 November 2026 and 31 January 2027, commercial vehicles from other states that are not BS-VI may not enter; CNG and electric vehicles are exempt; pumps refuse fuel to vehicles without a pollution certificate The Hindu, 28 September 2026 Whether the plan has changed by your date

A truck coming from Gurgaon usually carries a Haryana registration, so these rules decide whether it can reach Sector 10 at all between November and January. Our guide to house shifting in Delhi explains how the No Entry Permission works and why no e-way bill is needed for used household goods.

What should you ask where nothing is published?

Put these questions in writing to the office or RWA in both buildings, so you keep a record of each answer:

  • To do: Which plot part and block is my flat in, and which office handles it?
  • To do: Which days and hours are allowed for taking goods out or bringing them in?
  • To do: Is the lift free for loading, can it be held, and is a deposit taken against damage?
  • To do: Is there any moving fee, and which resolution sets it? Will you give a receipt?
  • To do: Where may the truck stand inside the gate, and for how long?
  • To do: For buyers: has the Form 19 consent been given, and when will membership be transferred?
  • To do: For sellers: is a no-dues letter needed before the goods leave?
  • To do: Who takes away the empty cartons and packing waste after the move?

If you are moving across Dwarka, compare the answers from both societies before you fix a date. A day that suits one office may not suit the other.

Key takeaway

In Dwarka Sector 10, the managing committee of each society plot, or the DDA-registered RWA at Harsh Apartment, sets the moving rules, and none publishes them. Rule 92 fixes the buyer's transfer timeline and a Rs 500 fee, Rule 106 puts lifts and stairs on the committee, and the court calendar and winter truck orders are dated; ask for everything else in writing.

Where can you read more?

For how the other sectors differ, from society plots to DDA pockets and metro stations, see our Dwarka sectors guide; the post on moving between Delhi and Gurgaon covers routes and truck timings for a move across the border. Our household shifting page lists what the crew handles on the day. Once your society has replied, send us the answers with your dates and floor.

Nothing here is legal advice; it is general information. Society regulations, DDA guidance, court calendars and traffic orders change, so confirm the current position with your society, the Registrar of Cooperative Societies, DDA or Delhi Traffic Police before you act on it.
