No housing society, IMT residential block or landlord in Manesar that we could find has put its shifting rules online as of October 2026. So the society shifting rules you meet in Manesar are whatever your maintenance office or RWA tells you, and the parts that are written down come from other bodies: the Municipal Corporation of Manesar (MCM), HSIIDC for the IMT plots, Gurugram Police, and the traffic police on NH-48.
This guide sets out what each of those bodies has published, with dates, and what to ask your own office about everything left unwritten. Cost and crew time for a home move here are covered in our Manesar costs guide, and plant or office relocations sit under our packers and movers in Manesar page.
Which kind of Manesar address do you have?
Start here, because "Manesar" on a lease can mean four quite different places, and each has a different gatekeeper:
| Address | Who sets the rules on moving day | Written moving rules online (Oct 2026) |
|---|---|---|
| Group housing society in Sectors 77 to 99 | The society's maintenance office or RWA; MCM for civic matters | None found |
| Flat or house in an IMT Manesar residential sector | The block's own association, if any; HSIIDC for the plot and its use | None found |
| Room or floor in a village such as Kasan | The landlord; MCM for tax and waste | None found |
| Company accommodation | The employer's admin or HR team | None found; ask HR |
The first row surprises many people. When residents' groups met Manesar's first mayor, The Tribune noted on 17 March 2025 that every housing society in Sectors 77 to 99, and many along the Dwarka Expressway, falls within the MCM area. A month earlier the same paper put the count at more than 80 working societies, with an umbrella body, the United Association of New Gurugram, speaking for over 50 RWAs. So a flat in a New Gurgaon tower may be a "Manesar" address for tax and civic purposes, even if the gate pass says Sector 82.
For those towers, our sector guides go into the society detail: Sector 80, Sector 84, Sector 85 and Sector 86. The rest of this post deals with what applies across the MCM area and in the IMT.
What has MC Manesar enforced against societies?
Waste and sewage, so far, rather than anything about moving. On 3 July 2024 The Tribune reported that MCM's sanitation wing fined a Sector 95 society Rs 1.20 lakh for failing to process its own garbage as a bulk waste generator under the Solid Waste Management Rules, 2016. In the week before, it had fined four more societies (in Sectors 82, 90, 92 and 95) Rs 50,000 each after inspecting their sewage treatment plants.
That matters on moving day for one practical reason: a society under pressure over waste is careful about where packing debris ends up. Before the crew unpacks, ask the office:
- To do: Where may flattened cartons, bubble wrap and stretch film be left, and on which days?
- To do: Does the society want packing waste taken away by the movers instead?
- To do: Is there a separate point for old furniture or e-waste you are leaving behind?
Where will the truck stand at an affordable society?
Often outside, and parking is the reason. On 24 November 2024 The Tribune reported that RWAs under the United Association of New Gurugram had asked MCM for paid parking near affordable group housing. Their case was that the Building Code 2008 did not oblige such projects to provide parking, so residents' cars spill onto roads and footpaths. The report counted more than 10 such societies in use, home to about 8,000 families, with another 10 nearly finished.
A moving truck has to fit into that picture. Ask the office whether goods vehicles may enter at all, which gate they use, and how long they may stand. If the answer is "outside only", the crew carries everything from the gate, and we size the team to that walk. Who maintains such a society, the developer or the residents, follows a state policy timetable that our Sector 68 rules guide explains.
What does HSIIDC require for an IMT residential plot?
HSIIDC's rules concern the plot, not your furniture, but a buyer or owner should know them before moving day. Chapter 15 of its Estate Management Procedures, amended up to 31 December 2025, says:
- Residential use only. Clause 15.9 bars commercial activity on a residential plot. A short list of professions (doctors without a nursing home, lawyers, tax consultants, architects, chartered accountants and registered property consultants) may use part of the house after paying a fee and getting HSIIDC's approval. For Category A estates, which include Manesar, the fee is Rs 1,00,000, and the office may take up no more than 25% of the built-up area or 50 square metres.
- Transfer needs consent. Under clause 15.7, a residential plot stays HSIIDC's property until it is fully paid for, and it cannot be sold or gifted without HSIIDC's written permission. Plots allotted by draw or on preference can change hands only once dues are cleared, the occupation certificate is in hand and the conveyance deed is signed; auctioned plots need the dues and the deed.
How common are rented homes in these sectors? A field survey of IMT Sector 1 in February 2016 and 2017, published by Hiroshima University in September 2021, counted 269 houses built on 536 plots, 63 of them run as paying-guest houses, and 19 small apartment buildings. The figures are almost ten years old, so treat them as a sketch. Even so, a tenant in Sector 1 may well share a building with a PG. Ask your landlord whether the building's use is in line with its allotment before you sign.
Upkeep of roads, street lights and water in IMT Sectors 1 to 8 was handed from MCM to HSIIDC under an agreement reported in November 2025, so a blocked approach or a dead streetlight outside your gate goes to HSIIDC's estate office.
What do police and tax offices expect when you move?
Two pieces of paper, neither of them a "moving permission":
- Tenant verification. Gurugram Police wants its verification form handed in at the police station for your area, one copy kept by the tenant or owner and a second given to the RWA president; there is an online route too. Gurugram Police has a Manesar police district, and its list of stations includes IMT Manesar, Manesar and Kherki Daula. Ask your new office whether it wants to see the copy before it signs the gate pass.
- Property tax no-dues. Before selling or letting out a flat, an owner can pay any arrears on the ULB Haryana property tax portal, which serves MCM along with the state's other urban bodies, and print the no-dues certificate there using the property ID. Buyers, and some societies, ask to see it.
Used household goods need no e-way bill, as our Manesar page notes; office equipment is a different matter, covered in our Manesar office shifting guide.
Which hours can a moving truck use the roads here?
Four dated items shape the clock for a Manesar move:
| Rule or advisory | Source and date | What it means for your truck |
|---|---|---|
| Heavy vehicles from Jaipur towards Delhi kept off NH-48 between Pachgaon Chowk (KMP flyover) and IMT Chowk, 9 am to 9 pm, while the Manesar flyover is built | Gurugram traffic police advisory, reported by The Tribune on 16 May 2026 | A loaded truck coming in from the Rajasthan side may be sent round by the KMP; we found no notice ending it as of 21 Oct 2026, so check |
| New gantry toll at Kukdola, about 12 km from Kherki Daula | NHAI tender reported by Construction World on 6 October 2026; technical bids open 23 October | Kherki Daula stays in use until Kukdola is built; NHAI expects about three months after the contract is awarded |
| Commercial vehicles barred from designated city areas during two rush windows, 8–10 am then 5–9 pm | Gurugram Traffic Police's Digi Pass explainer (no date given), hosted by GMDA | A loading window from 10 am to 5 pm avoids it; check whether it binds a small truck on your route |
| BS-IV goods vehicles registered outside Delhi allowed into Delhi only until 31 October 2026 | CAQM order of 17 January 2026 | For a Delhi-bound move after that date, ask for a BS-VI, CNG or electric truck; no extension reported as of 21 Oct 2026 |
On the first row, the 16 May advisory sent heavy traffic off at Pachgaon, onto the KMP Expressway and then via Pataudi Road, Farrukhnagar Road and the Dwarka Expressway. That is a long detour for a truck carrying a household, so for a move into Manesar from Bhiwadi or Dharuhera we check whether the advisory still runs and, if it does, compare arriving after 9 pm with taking the detour.
On the second, the Kukdola tender describes gantries reading FASTag and number plates, with no stopping. Until it opens, budget for the queue at Kherki Daula on the run from Gurgaon.
The third comes from a GMDA-hosted note on the Vehicle Movement Digi Pass. The fourth from the CAQM order that also lists which trucks GRAP Stage IV stops on severe-air days; in November and December, check the stage on the morning of the move.
National-day curbs (Republic Day and Independence Day rehearsals) are set out in our office shifting guide linked above.
Which questions settle a Manesar move in advance?
Put these to the society office, RWA or landlord at the address you leave and the one you move into, and save every reply:
- To do: Do you use a written move form, and how far ahead must it reach you?
- To do: On which days, and between which hours, can furniture go in or out? Is Sunday one of them?
- To do: Can a truck enter, or must it stand outside? Which gate?
- To do: Which lift is for goods, and how long is one booking?
- To do: Is a refundable deposit or a fee charged, and against what?
- To do: Will the office hold back the gate pass until maintenance arrears are paid?
- To do: Do you need a copy of the police verification form for a new tenant?
- To do: Where does packing waste go?
- To do: For an IMT plot: is the building used as allotted, with no notice from HSIIDC?
If no rule exists, say so in your message and ask the office to confirm the time you propose in writing.
What if the two ends give different answers?
Plan to the stricter one. If, say, a society allows moves only until 6 pm and the highway is closed to trucks until 9 pm, both cannot be met on one evening, so we load in the morning and hold the truck, or pack one day and deliver the next. Should the new flat still be unfinished, your packed goods can stay in our warehouse meanwhile; the day itself is described under household shifting, and moves out of the state count as domestic relocation.
Once you have the office's replies and both addresses, send them to us and we will plan the route and timing around them.
Sources were checked in October 2026. Treat it as general information to help you plan, not legal advice. Society circulars, HSIIDC procedures, traffic advisories and CAQM directions change, so confirm each one close to your moving date.
