DLF Phase 3 has no shifting rulebook online: when we checked in October 2026, no residents' association, condominium office or DLF office in Sector 24 published moving hours, a move fee or a gate-pass form. The rules you can actually read come from a High Court case brought by residents, the town planners' notices and sealing orders that followed it, the police and municipal checks on tenants and PGs, and the traffic police's hours and rain-day orders.

Below, each written rule is given with its source and date, and a question list covers everything nobody has published. This post is about permissions only. For the move itself, from a vehicle that fits your lane to the stair carry, see our packers and movers in DLF Phase 3 Gurgaon page; prices, crew time and parking are in our Phase 3 costs and access post.

Who writes the rules for a move in DLF Phase 3?

Six different bodies, none of which covers the whole day. Phase 3 is a plotted colony in Sector 24 with a few gated condominiums, so the layers look like this:

Layer Who Online? Covers
The building Your owner and the households on other floors; in a condominium, its facility office Nothing found Stairs, lift, stilt, gate
Residents' bodies The DLF City RWA, and a group called DLF-3 Voice Court petitions, not moving rules Pressure on illegal PGs and extra floors
Plots and building use DTCP enforcement wing (District Town Planner, Enforcement) Notices, advisories, press reports Sealing, deadlines to vacate
Municipal Municipal Corporation of Gurugram A 2018 PG registration push, reported in the press PG registration and fees
Tenants Gurugram Police A citizen-service page Tenant verification
Roads Traffic police A Digi Pass note hosted by GMDA, plus advisories Truck hours, rain-day bans

Who maintains the colony's roads and services is a separate question. As our DLF Phase 1 rules guide sets out, the municipal takeover of Phases 1 to 3 had still not happened by late 2024, and we found nothing later that settles it. For a moving day, that means a blocked lane or a dead streetlight is a question for your guards and the local DLF office first.

Why do residents' bodies matter more in Phase 3 than elsewhere?

Because they are the ones who took the colony's building violations to court. In January 2025, The Tribune reported that the town planners' crackdown followed a plea the DLF City RWA had filed in 2020, and that a survey found most violations in 540 sq ft plots meant for economically weaker sections, which made up 83% of cases.

A month later the High Court went further. On petitions by the DLF City Residents Welfare Association and DLF-3 Voice, the bench issued a writ of mandamus on 13 February 2025 telling the state to act against the unauthorised construction and finish within two months, SCC Online reported. The Tribune's account adds two Phase 3 details:

  1. An action-taken report of November 2018 had already proposed cancelling occupation certificates after a survey of DLF Phase III.
  2. Despite unauthorised floors on more than a thousand buildings, only two properties and one illegal mobile tower in Phase III had been demolished by then.

Later High Court orders on the DLF phases, from November 2025 and May 2026, are summarised in our Phase 1 guide. What this history means for you is simple. In Phase 3, the neighbours' associations have pushed for enforcement, so a rented room in a building that breaks the rules is the riskiest place to be on moving day. The guards and neighbours are also more likely to notice a move from a PG block.

Could a sealing order fix your moving date?

Yes, and in 2026 it did for many tenants. The sequence, as reported:

  • 18 June 2026. The sealing drive began on Nathupur Road in S Block, where residents said they had no time to take out their belongings.
  • 24 June 2026. The District Town Planner's advisory gave occupants of illegal PGs, guest houses and similar premises until 30 June, and said the department would not be liable for losses once sealing started.
  • 3 July 2026. PTI, carried by ThePrint, reported the drive back in S Block, with another illegal PG sealed.

We found no report of fresh sealing in Phase 3 after July, which is not the same as the drive being over. Treat any notice on your building as the real deadline:

  • To do: Ask the owner, in writing, whether a show-cause notice, restoration order or sealing order is pending
  • To do: If one is, book the move for a date well before it, not the day itself
  • To do: Photograph your room and settle the deposit refund before the keys go back
  • To do: Keep cartons in the room, not the stilt, which the drive has targeted

Does your PG need municipal registration?

The municipality said so in 2018, and we found no later rule that replaces it. On 11 December 2018 The Tribune reported that the Municipal Corporation had found around 3,000 PG premises in the city and served notices on 1,700, telling them to register or face closure. The commissioner said civic and police NOCs were mandatory, the building must not break the bylaws, and owners owed a lodging fee of Rs 1,000 per inmate under the Municipal Corporation Act. At the time, only 10 PGs in the city were registered.

That report is nearly eight years old, so check the corporation's present rule before relying on it. For a tenant the useful question is a plain one: is this PG registered, and can the owner show the papers? If the owner cannot show any papers, weigh that before you sign or renew.

What does the police require from tenants?

Verification, filed before or as you move in. The Gurugram Police verification page describes a form submitted at the police station for the area, with a copy for the tenant and one for the RWA president, and points applicants to the HarSamay portal if they would rather apply online. Its last update is dated 17 August 2019, so check that the steps still hold. A district order under the BNSS that made PGs and societies keep resident registers ran from November 2025 to 31 January 2026; our DLF Phase 2 rules guide covers it. Agree with the owner who files the verification, and keep the copy with your lease.

When may the vehicle run, and what changes on a rain day?

Outside the daily no-entry hours, and with an eye on NH-48, which runs along the phase's Cyber Hub edge.

Limit Hours or dates Set by How current
Goods vehicles kept off listed roads Mornings from 8 to 10, evenings from 5 to 9 Traffic police, in a Digi Pass note on GMDA's site Note has no date; checked October 2026
Rain-day bar on small vehicles Two- and three-wheelers not allowed onto NH-48 from any entry point Traffic police, PTI via ThePrint Announced 8 July 2026; check
Diversions after a highway cave-in Traffic for Jaipur turned onto SPR Road, via Rajiv Chowk or via Hero Honda Chowk Gurugram Police advisory, reported by The Tribune 7 July 2026; one-off
Your building or condominium Not published Owner or facility office Ask in writing

The rain-day row matters more in Phase 3 than in most places. A single PG room often goes in a three-wheeler loader rather than a truck. On 8 July 2026, with 115 mm having fallen over the previous 33 hours, the traffic police added 260 personnel on the highway and barred two- and three-wheelers from entering it. If your room is crossing towards Delhi or the far side of NH-48 on a wet day, ask whoever is driving which roads they will use. Delhi's own winter rules for goods vehicles are in our Phase 1 guide.

What about the condominiums in Sector 24?

They will have rules of their own, and none that we found are online. Square Yards lists DLF The Belvedere Park in the phase with three- and four-bedroom flats, and our newcomer guide names Moulsari Enclave and Siris Estate as well. A flat in one of these is moved by service lift and through a staffed gate, so the facility office's booking is the permission that counts. Ask it for the move form, the lift slot and its hours, any refundable deposit, and the parking point for the vehicle, a week before.

Which answers will you have to ask for?

Nearly everything a society rulebook would say. The only moving hours we have seen tied to the DLF phases come from a mover's March 2026 blog post, which lists them among areas with strict RWAs and quotes 10 am to 6 pm with no weekend moves. That is one company's account, not an RWA document. Put these to the owner, the guards or the facility office, and keep the replies:

  • To do: Does our block or building have moving hours, and are Sundays allowed?
  • To do: What will the guards ask for: vehicle number, crew names, ID copies?
  • To do: Does the building or the RWA charge a moving fee or deposit, and on whose decision?
  • To do: Has the building received any DTCP notice, and on what date?
  • To do: Is the PG registered with the corporation, with police and civic NOCs?
  • To do: Has my police verification been filed, by whom, and where is the receipt?
  • To do: At which spot can the vehicle load without blocking the stilt or the next gate?

What is the timeline for sorting these permissions?

Timing Task Whose job
At signing, and again at notice Check for DTCP notices, PG registration and police verification Tenant and owner
The day a notice goes up Fix a moving date ahead of its deadline Tenant
A fortnight ahead Ask the guards or facility office about hours and fees Tenant
A week ahead Book the condominium's service lift Tenant
48 hours ahead Share the vehicle's registration and the crew's names with the guards Tenant and mover
On the day Stay outside the no-entry hours; if it rains, check whether small vehicles are barred from NH-48 Mover

Key takeaway

In DLF Phase 3, the written rules come from a court case that residents brought, the town planners' notices and sealing orders that followed, the police and municipal checks on tenants and PGs, and the city's truck hours and rain-day bans. Nobody publishes moving hours or fees, so get the building's own answers in writing before you book.

When the date and hours are settled, send them to us with your room list, and our household shifting crew will plan around them. For a date from July to September, the rain and heat side is covered in our Phase 3 monsoon guide.

Treat this guide as general information rather than legal advice; it does not set out any RWA's current rules. Court orders, enforcement drives, municipal registration and traffic orders change, so check with the owner, the DTCP, the corporation and the traffic police before acting.
