Nobody publishes moving rules for DLF Phase 1. When we looked in October 2026, no block residents' welfare association, umbrella body or DLF office had shifting hours, a fee or a pass form for the phase online. What is written down comes from four places: DLF's sale agreement for the floors it rebuilds, the town planners' enforcement orders, the traffic police's truck hours and, for a move into Delhi, Delhi's winter rule for goods vehicles.

Below, every written rule carries its date and source, and a checklist covers what is not written down. This guide is about rules and permissions only. Where the truck stands, stair carries and price belong to our DLF Phase 1 costs and access post, and how we pack a Phase 1 house is on our DLF Phase 1 packers and movers page.

Who is responsible for what in DLF Phase 1?

No single office. Phase 1 is a plotted colony, and responsibility is split by layer:

Layer Who Anything published?
Your plot The households on it; on a DLF-rebuilt plot, DLF, until its maintenance passes to an allottees' association or a public authority (clause 11 of the sale agreement) The sale agreement
Your block A block RWA, such as Block A's, which took a complaint about generator sets in the phase's parks to the National Green Tribunal in August 2026 No moving rules found online
The colony's roads and services DLF's facility team, pending a municipal takeover Press reports only
Use of each plot DTCP's enforcement wing Court orders, notices and a defaulter list
City roads Gurugram Traffic Police A note on GMDA's site
Tenants Gurugram Police A verification page

The colony layer surprises people. In December 2024 The Times of India reported that the Municipal Corporation of Gurugram had still not taken over DLF Phases 1 to 3, although the DTCP first ordered it in 2016 and the Chief Minister repeated the instruction in 2017 and 2019; MCG told the High Court it lacked the funds and staff, and DLF linked the takeover to a completion certificate it had applied for in 2022. In August 2026 a GMDA spokesperson still described water supply to the phases as coordinated "with the DLF team". We found no later report of a takeover, so on moving day a broken streetlight or a blocked lane is likely a question for DLF's local office or your RWA, not the municipal ward.

What does DLF's sale agreement say about moving in and out?

It applies to floors DLF itself has rebuilt. The agreement for sale describes a plot in Sectors 24 and 27 of "DLF City, Phase I and III", earmarked for a building of four independent floors with a basement and stilt parking. Six clauses touch a move:

  1. Possession (clause 7.2). After the occupation certificate, DLF is to offer possession in writing within three months. Once you take possession, maintenance and holding charges are payable. Plan the move-in date from the possession letter, not from a verbal promise.
  2. Who runs the building (clause 11). DLF keeps the essential services running until an allottees' association, or the competent authority, takes the maintenance over. Ask which applies to your plot, so you know whom to call if the lift stops mid-move.
  3. Access for repairs (clause 13). The maintenance agency may enter a floor for repairs after due notice, during normal working hours, so book any repair visit in advance rather than on moving day.
  4. Basement, stilt and service rooms (clause 14). These are kept for parking and for services such as the DG set, electric room, water tanks and pump rooms, and may not be used for anything else. Your numbered bay is yours; the service rooms are not a staging area for cartons.
  5. Stairs and lifts (clause 15.1). Nothing may be done to the staircases, lifts or common passages that breaks a rule or damages them. Protect lift walls and stair edges during the carry.
  6. Passages and stored goods (clause 15.2). Hazardous or combustible goods may not be stored in the floor, and nobody may block the right of passage by locking, parking or otherwise.

Older family houses that were not sold under this agreement are governed by their own deeds, so read yours. None of these papers sets moving hours, a deposit or a notice period.

Could the 2026 enforcement drive affect your move?

It could, if you are renting or buying on a plot with violations. The sequence, as reported:

  • 26 November 2025. The High Court restrained the DTCP's enforcement planner from removing building violations in Phases 1 to 5, while warning that fresh unauthorised construction could invite contempt proceedings, Hindustan Times reported.
  • 29 May 2026. The court limited that protection to owners who had answered the show-cause notices and joined the case. Officials said 5,099 notices had gone out and 763 owners had replied.
  • July 2026. The Tribune analysed the department's uploaded defaulter list: 4,539 properties across the five phases, 2,179 of them plots meant for economically weaker sections, many run as paying-guest rooms or guest houses. Illegal construction in the stilt was the most common violation.

What that means for a move:

  • To do: Before signing a lease, ask the owner in writing whether the plot has a show-cause notice or restoration order
  • To do: Look for the plot on the department's defaulter list
  • To do: Prefer a floor let as a home, not a room in a PG or guest house
  • To do: After moving in, do not build anything new on the terrace or in the stilt; the court treated fresh violations seriously
  • To do: If your building is under notice, move goods out well before any sealing date

The June 2026 notices to tenants across the DLF phases are covered in our DLF Phase 2 rules guide. A tenant should also complete police verification through the Gurugram Police Harsamay portal or at the police station, with the landlord.

Is the water supply worth checking before moving day?

Yes, because a move-in day uses a lot of it. On 24 August 2026 Hindustan Times reported that residents of Phases 1 and 2 had faced low pressure for more than five days, after a leak on the main pipeline from the Basai water treatment plant. Households without underground storage struggled to fill overhead tanks, and residents quoted tanker prices of Rs 2,500–3,000. GMDA said the leak had been repaired and supply restored. Before the date, ask the owner whether the floor has an underground tank, and ask neighbours whether supply has been normal that week.

When may the truck run, in Gurugram and into Delhi?

Limit Hours or dates Set by Status
Daily no-entry for commercial vehicles 8 to 10 am and 5 to 9 pm on designated roads Gurugram Traffic Police (Digi Pass note) Undated note, read October 2026
Delhi's restricted roads During restricted hours Delhi Traffic Police, by No Entry Permission Check for your route

South Delhi is a short run from Phase 1 along MG Road, so the winter row matters for a move there from November. Ask which truck is booked and its emission standard. Our South Delhi moving guide and Saket page cover the Delhi end.

Which questions should you put to the RWA and the owner?

Keep the answers by message or email:

  • To do: Does our block have moving hours, or a Sunday rule?
  • To do: Is there a fee or deposit for a move, and which RWA decision set it?
  • To do: What do the guards want: truck number, crew list, ID copies?
  • To do: On a DLF-rebuilt floor, has an association of allottees taken over from DLF?
  • To do: Which parking bay is ours, and may the truck briefly block a neighbour's gate while loading?
  • To do: Is supply from the water tank normal this week?
  • To do: If we rent, must the owner inform the RWA, and will anyone ask for a no-dues letter when we leave?

Key takeaway

In DLF Phase 1 the written rules are DLF's floor agreement, the DTCP's enforcement orders and the truck hours of Gurugram and, in winter, Delhi. DLF still runs the colony's services as far as published reports show, and nothing about moving hours is online, so get your block's answers in writing.

When your dates and hours are fixed, send them with your quote request; our household shifting page lists what the service includes. For the other phases, see DLF Phase 1 to 5 compared or our city-wide Gurgaon page.

This guide is general information only; it is neither legal advice nor a record of what any RWA requires today. Court orders, enforcement lists, traffic rules and Delhi's winter curbs move on, so confirm the current position with your block RWA, DTCP and the traffic police before acting.
