No residents' body in DLF Phase 4 puts a moving policy online: in October 2026 we found no published shifting hours, fee or form for the colony or for its societies. What is written down comes from four places: the state's apartment law, which makes a society's bye-laws binding on owners and tenants; the town planners' 2026 enforcement drive and a High Court ruling behind it; the traffic police's daily truck hours and one-off road advisories; and the police form for tenant verification.

Below, every written rule carries its source and date, and where nothing is published we give the questions to ask instead. For packing, stairs and lift slots, see the packers and movers in DLF Phase 4 page; this guide sticks to rules and permissions.

Which rulebook applies to your Phase 4 home?

That depends on whether you live in a condominium or on a plotted DLF street, because Phase 4 has both. Wikipedia's Chakkarpur article lists condominiums built on the village's former land, among them Hamilton Court, Ridgewood, Laburnum, Sahara Grace, Silverglades and Essel Towers, while the DLF blocks around them are mostly plotted houses and builder floors.

Your home Rule that is written down Who applies it What is not published
Flat in a society tower The Haryana Apartment Ownership Act, 1983, through the society's bye-laws The association or the estate office Moving hours, fees, deposits, lift booking
Builder floor on a DLF plot No public DLF document for Phase IV that we found The other households, and whoever runs the services Everything about moving day
Room or floor let commercially DTCP orders on land use; sealing District Town Planner (Enforcement) When a given building will be sealed
Any home, on the road Truck hours and advisories Gurugram Traffic Police Your lane's own arrangements
Any tenant Police verification form Gurugram Police Whether your society wants a copy

What binds you inside a Phase 4 society?

The bye-laws, and the law that makes them stick. The Haryana Apartment Ownership Act requires, in section 16, every property under it to be run by bye-laws, which must cover the use of the common areas and restrictions that keep residents from getting in each other's way. Lifts, lobbies, driveways and gates are common areas, which is where a society's moving hours and lift bookings come from.

Two sections matter on moving day:

  • Section 7 makes strict compliance with the bye-laws, and with the covenants written into the declaration and each owner's deed, a duty of every flat owner; section 24 adds that the association's lawful decisions bind them all.
  • Section 24 also brings tenants, their employees and anyone else using the building under the Act and the bye-laws. Renting from an owner does not exempt you from the society's moving procedure.

The Act does not set any hour or fee itself. Those come from each society, and our October 2026 search found none of them online for Ridgewood Estate, Windsor Court, Hamilton Court or Regency Park. So the rule is whatever your association has decided. Ask for it on the society's letterhead or from its official email, with the date of the meeting or circular that set it, and keep it on your phone for the guard at the gate.

What applies on a plotted DLF floor?

Much less in writing. DLF has published a floor allotment form for its rebuilt floors, but it covers Phases I, II and III, in Sectors 24, 25 and 26, not Phase IV. We found no Phase IV equivalent online, so for a Phase 4 floor the papers that count are the owner's own conveyance deed and any maintenance agreement.

Who runs the services is worth asking, because it decides whom you call if the lift or the water fails mid-move. DLF still plays that role in parts of DLF City: when the town planners reported to the High Court in January 2025, Construction World described DLF as "the management company" that had cut water and sewer connections to 81 Phase 5 properties whose occupation certificates were revoked. We found no published account of who maintains Phase 4's services in 2026, so ask the owner which body sends the maintenance bill, and check before you rely on it.

On the day, a plotted building's "society" is the other households. Agree the hours with them, keep their parking clear, and ask before using the stilt to stage cartons.

How could the 2026 enforcement drive fix your date?

By closing the building before you are out. The drive began with a petition: Construction World reported that the DLF City residents' association went to court in 2020 over unauthorised construction and commercial use across the DLF phases. Three documents from 2026 show where it stands:

  1. The advisory. On 25 June 2026 The Tribune reported a public advisory from the District Town Planner (Enforcement) across DLF Phases 1 to 5. It asked residents and tenants to verify the legal status of their premises with landlords, and warned that the department would not be responsible for losses caused by sealing.
  2. Phase 4's turn. A month later, Business Today (21 July 2026), drawing on a Hindustan Times report, said that about 35 floors had been sealed across 10 residential properties in DLF Phase 4. The list ran from an 18-room PG and a 22-room bed-and-breakfast to a clinic and hospital spread from basement to third floor, an office built in a stilt and a cloud kitchen in a basement. Officials said a sealed property stays unusable until desealing is completed, with fines paid and the rules met.
  3. The court's reach. On 26 September 2026 Bar & Bench reported that the Punjab and Haryana High Court, in a case brought by the DLF City Residents Welfare Association, had held that the DTCP can proceed against individual plot holders or occupants, even where the area is under a municipal corporation.

For a move, the order of events is what matters:

  • To do: Before signing or ending a lease, ask the owner in writing whether any DTCP notice has been served on the building
  • To do: If one has, find out the sealing date and book the move well ahead of it
  • To do: Leave nothing behind "to collect later" in a room, basement or stilt
  • To do: Moving a clinic, studio or office out of a home? Check the new address allows that use before you load

Which hours and roads are open to the truck?

Anything outside the city's two daily bans, minus whatever advisory is out that week. A note by Gurugram Traffic Police on its Digi Pass scheme, which GMDA hosts, lists "No Entry Timings" for goods and commercial vehicles on designated roads: two hours each morning from 8, and four each evening from 5. The note carries no date, so confirm it in the week of your move.

Limit Hours or dates Who issued it Source date
Daily no-entry for commercial vehicles 8–10 am and 5–9 pm, designated roads Gurugram Traffic Police Undated note, read 26 October 2026
MDI Chowk stretch, Gurugram–Mehrauli road Closed one night, 9 pm to 5 am, for GMDA works Gurugram Police advisory (The Tribune) Reported 20 April 2026
Bhatti Mines Road, South Delhi Heavy vehicles restricted for a day around an ashram event, close to the Mehrauli–Gurugram road Delhi Traffic Police (Republic) 7 July 2026
Your society's moving hours Not published Association or estate office Ask in writing

The two advisories are one-off events, listed to show the pattern: closures on the roads out of Phase 4 are announced a day or two ahead, not on a calendar. Bound for Delhi? There, Delhi Traffic Police issues a No Entry Permission, and a goods vehicle needs one to use its restricted roads at restricted times; our Delhi–Gurgaon moving guide covers that side.

Where may the truck stand on the MG Road side?

No published rule names a loading bay, so assume the main road is not one. In June 2025 The Tribune reported a joint drive by GMDA, the municipal corporation and the traffic police along MG Road, near MG Road Metro and Heritage City and near IFFCO Chowk and Beverly Park 1, and described the road as a no-vending zone. A truck parked across a lane of that road invites the same attention. Ask your society which gate and internal road the vehicle should use, and on a plotted street, which neighbour's gate it may stand beside for an hour.

What paperwork does a tenant need?

Two pieces, on top of the society's own forms:

  • Police verification. Gurugram Police wants its tenant form completed and handed in at the local police station, together with the documents it names. Agree with the owner who files it, and keep a copy for the society office.
  • The society's move permission. Under section 24, the bye-laws bind you as a tenant, so ask the office whether it needs the owner's consent letter, a no-dues note or both before it lets the truck in.

Which questions fill the gaps?

Put these to the society office, or on a plotted street to the owner and the other households, and keep the answers in writing:

  • To do: What are the permitted moving hours, and do they change on Sundays and holidays?
  • To do: Does the society charge for a move or hold a deposit, and under which resolution?
  • To do: Which lift may be used, and must it be booked or padded?
  • To do: Which gate does the truck use, and where may it stop?
  • To do: Which details does security want in advance, such as the registration plate, the crew list or copies of ID?
  • To do: Does the building have any DTCP notice or sealing order against it?
  • To do: Who maintains the services on this plot, and whom do we call if the lift stops?

In what order should the permissions be sorted?

When Step Who
Before signing or ending a lease Ask about DTCP notices; agree police verification Tenant and owner
Two weeks before Get the society's moving hours, fee and lift rules in writing You
Ten days before Survey and written quote, timed around the truck windows Mover
One week before Book the lift slot or agree hours with the other households You
Two days before Pass the gate the truck's plate number and who is in the crew; look for road advisories You and mover
Moving day Load outside the no-entry hours; keep the driveway and parking clear Mover

Key takeaway

In DLF Phase 4, the written rules are the apartment law behind your society's bye-laws, the DTCP's sealing orders, the city's truck hours and the police verification form. No society here publishes its moving policy, so get the hours, fee and gate in writing before you book.

Once the society confirms your slot, share it with us and we will fit the household shifting crew to it. For prices in and around the phase, see our DLF Phase 4 costs guide; if you are new to the area, our DLF Phase 4 newcomer guide covers schools, metro and the PIN.

Nothing here is legal advice or a summary of one society's present policy; it is general information. Sealing drives, court orders and road advisories shift from month to month, so confirm the position with your society office, the town planners and the traffic police first.
