DLF Phase 2 has no published moving rulebook: as of October 2026 we found no residents' association or DLF office in the phase that puts shifting hours, a fee or a gate-pass form online. The rules that are written down come from DLF's floor papers, which make the stair, lift and stilt driveway shared spaces to be used without hindering neighbours; from the town planners' orders on gates and on rented rooms; and from the traffic police, who bar commercial vehicles from designated roads in a morning window (8–10) and an evening one (5–9).

Who sets the rules for a move in DLF Phase 2?

Several bodies, each for a different part of the day, and none of them for the whole move. DLF's floor allotment form calls Phases I, II and III "a residential plotted colony" and gives its sectors as 24, 25 and 26, while DLF's page for the DLF Square office building puts that tower on NH-48 in Sector 25, Phase 2. A plotted colony has no single condominium office, so the rules come in layers:

What do DLF's floor papers say about shared stairs, lifts and the stilt?

They set principles, not timings. For a floor on a plot DLF has rebuilt in Phases I to III, the allotment form says four things that bear on a move:

  1. Shared use without hindrance. Clause 5(ii) gives the buyer rights in the common areas under Rule 2(1)(f) of the 2017 Rules, and says they are to be used along with the other occupants "without causing any inconvenience or hindrance to them".
  2. What counts as common. The annexure lists the staircase and mumty, the lift lobbies, lift and shaft, the open areas at front and rear, the terrace, and the driveway and stilt area other than the parking bays.
  3. Allotted parking. Covered parking in the stilt is allotted by number, so a bay belongs to a particular floor and cannot be used for staging cartons without its owner's agreement.
  4. Who runs the building at first. Under clause 13, DLF provides and maintains essential services until the association of allottees, or the competent authority, takes over the maintenance after the occupation certificate is issued.

None of this fixes moving hours, a deposit or a notice period. In practice it means that on a rebuilt plot the other three households are your "society": agree the time with them, keep the driveway passable, and ask whether DLF or an association now looks after the lift, so you know whom to call if it stops mid-move. The same papers list the lift as having a capacity of six persons, which is why large furniture often goes by the stair.

Can a block gate or guard hold up the truck?

A guard can ask questions; a locked permanent gate should not be there at all. In June 2025, PropNewsTime reported that the DTCP had moved on from South City 1 to DLF-2 and issued notices to residents' welfare associations there to take down illegal gates voluntarily. Reporting the same South City drive, The Architecture and Planning News quoted the department's position: permanent gates are not permissible under town planning rules, and only boom barriers may be allowed for security, after clearance from a district committee led by the Deputy Commissioner.

The follow-through came in spring 2026. The Tribune reported on 21 April that a drive covering nearly 550 houses in DLF Phases 1 and 2 had cleared more than 100 illegal gates, grills and barricades, along with around 150 illegal lawns and over 40 ramps.

What this means on moving day:

  • Expect a guard to note the truck number and the crew, and give the details a day early.
  • If your lane still has a barrier, ask the RWA who holds the key or operates it, and at what hours.
  • If a ramp outside your gate was removed, the crew needs to know before the day, as a fridge now crosses a step.

What if you rent a floor or a room in Phase 2?

Then the town planners' drive against commercial use matters to you as much as any society rule. Three documents set the scene:

  • The public notice. In December 2025, The Realty Today reported that the DTCP had issued a public notice naming 4,565 properties in DLF Phases 1 to 5 for illegal construction or commercial use, with objections due by 16 January 2026.
  • Phase II's share. On 29 June 2026 The Tribune described the hotels and guest houses on the list in Phase II as concentrated along Akashneem, Jacaranda and Dakshin Marg.
  • The deadline to leave. ThePrint reported on 25 June 2026 that notices across DLF Phases 1 to 5 told people in PGs, guest houses, hotels, hostels and co-living buildings on residential plots to vacate by 30 June and remove their belongings, warning that tenants would bear any losses once sealing began.

A second set of rules applies when you move in. On 13 November 2025, The Logical Indian reported an order from Gurugram's District Magistrate under Section 163 of the Bharatiya Nagrik Suraksha Sanhita, in force from 11 November 2025 to 31 January 2026, requiring housing societies, PGs and individual house owners to keep registers of residents with copies of their ID and police verification. That order has lapsed; ask the landlord whether a newer one applies, and finish the verification before your goods arrive.

Before you sign a lease or book a move-out as a tenant:

  • To do: Ask the owner, in writing, whether the building has received a DTCP notice or sealing order
  • To do: Check that the floor is let as a home, not as a PG or guest-house room
  • To do: Agree who completes police verification, and keep a copy
  • To do: If the building is under notice, move your goods out before any sealing date, not on it

When may the truck run in and out of Phase 2?

Outside the city's daily windows, and away from festival curbs. GMDA hosts the traffic police's Digi Pass note, which is where the "No Entry Timings" for goods and other commercial vehicles are published. Phase 2's frontage on NH-48 makes the highway curbs relevant too.

The festival rows are the dates of those years' orders and change every year, so treat them as a pattern, not a schedule. Heading into Delhi? A goods vehicle on Delhi's restricted roads during restricted hours must carry a No Entry Permission, which Delhi Traffic Police issues. Which questions fill the gaps?

Put these to your block's RWA office or secretary and to the other households on the plot, and keep the answers by message or email:

  • To do: Does the block have any moving hours, and do they differ on Sundays?
  • To do: Is there a boom barrier on our lane, and who operates it?
  • To do: Is any fee or deposit charged for a move, and on which decision of the RWA?
  • To do: What do the guards need: truck number, crew names, ID copies?
  • To do: On a rebuilt floor, who maintains the lift now, DLF or an association?
  • To do: May the truck stand across a neighbour's gate for an hour, or must it park further off?
  • To do: For tenants, does the owner need to tell the RWA, and is a no-dues note expected?
