We could not find a single housing society in Sector 109 that puts its moving rules on the internet, as of October 2026. So the hours, the deposit, the lift booking and the gate pass are set by your own estate office or residents' association, and the safest course is to get them in writing before you book a truck.

Some rules are on public record, though: HRERA files that show who builds and runs each project, NHAI's rules for the Dwarka Expressway, police orders that hold trucks back on certain days, and Delhi's entry rules for goods vehicles. This guide gathers them, with dates. For how our crew reaches the sector from Sector 110 next door, see the Sector 109 packers and movers page; for prices and lift planning, see our Sector 109 costs guide.

Which Sector 109 societies publish moving rules?

None of the ones we checked. Here is what the public record does show for each, which helps you work out whom to ask:

Society What the public record shows Moving rules online (Oct 2026)
ATS Kocoon ATS lists 444 homes on almost 11 acres, built with the Chintels Group None found
Sobha International City Sobha calls it a gated township of villas and row houses in Sector 109 None found
Chintels Serenity HRERA file for Phase 1, Pocket B (9.75 acres); occupation certificate recorded for 52 flats on 12 February 2019 None found
Chintels Paradiso The Patriot, 23 Sep 2026: permission to demolish Tower J still awaited None found
ATS Tourmaline HRERA places it in Village Babupur, Sector 109; NoBroker says its villas are not finished None found

"None found" means nothing was posted where the public can see it. It does not mean a society has no rules. Most estate offices keep a circular or a form for moves, so ask for a copy and keep a photo of it on your phone.

Who signs the gate pass: the developer or an association?

It depends on who runs maintenance, and the date on the occupation certificate is the best clue. Under section 11(4)(d) of the RERA Act, 2016, the developer must provide essential services until the buyers' association takes over maintenance. Our Sector 59 rules guide walks through those sections, and the Sector 49 guide covers the Haryana Apartment Ownership Act, under which each association writes its bye-laws.

In Sector 109 the two kinds of management sit side by side:

  1. Older towers. The HRERA record for Chintels Serenity shows an occupation certificate in February 2019, and lists the project under DTCP licences 50 of 2012 and 250 of 2007. More than seven years on, ask whether an association now runs the building, or whether the developer's team still does.
  2. Projects still being finished. HRERA records ATS Tourmaline in Village Babupur, and NoBroker describes its high-rise as complete but its villas as unfinished. Where building work goes on, the developer's site team usually controls the gates, so a move may need its approval as well as the estate office's.

One practical point follows from the Tourmaline record. Some gate passes and documents in the sector still carry a village name, so check which name your office prints on the pass and give that one to the driver.

Do any published rules cover the lifts?

Not at the society level, but lift safety is something a regulator can act on. The Tribune reported on 4 December 2023 that Dakshin Haryana Bijli Vitran Nigam had served a show-cause notice on Sobha after residents of Sobha International City complained about faulty lifts. Its inspection covered Towers B1 and B3, and the developer had a week to reply. The report places the project in Sector 108; Sobha's own page gives Sector 109.

That notice is almost three years old, and we have not seen a later report on it. What it tells a family moving today is simple: ask the office whether the lift you will use is in service, whether a back-up runs during a power cut, and what happens to your booking if it breaks down on the day.

What do the expressway rules mean for a truck?

Wikipedia lists Sector 109 among the sectors the Dwarka Expressway passes through, so most trucks come in on or beside it. Three published rules apply to that stretch:

  • Slow vehicles keep to the service lanes. All India Radio reported on 14 March 2024 that NHAI had barred non-motorised, two-wheeled and three-wheeled vehicles from the expressway, leaving them the service lanes on either side. A three-wheeled loader carrying a few cartons from a nearby sector must use those lanes.
  • Heavy vehicles in peak hours. Gurugram Traffic Police listed morning and evening no-entry periods for heavy vehicles in a reply on X in January 2020. It is more than six years old, so treat it as a reason to check, not as the current timetable; the 1095 traffic helpline can confirm today's hours.
  • Festival diversions. For the Kanwar Yatra, The Tribune reported that Gurugram police sent heavy vehicles bound for Rajasthan, Rewari and other towns onto the Dwarka and KMP Expressways from 9 to 11 August 2026. On such days, expect more trucks on the stretch past Sector 109.

Which approach road into your society is open is a separate question, and our Sector 109 costs guide covers it.

Which dates hold trucks back?

Most of the year, no published order stops a moving truck at Sector 109. A few reported windows do, mostly for trucks entering Delhi:

Occasion What was reported Source and date Check before
Republic Day Medium and heavy goods vehicles stopped from entering Delhi on two nights, until the next afternoon Millennium Post, 20 Jan 2026 Mid-January
Independence Day Heavy vehicles barred from entering Delhi on the evenings of 12 and 14 August, until noon the next day The Tribune, 10 Aug 2024 Early August
Kanwar Yatra Heavy vehicles diverted onto the Dwarka and KMP Expressways, 9–11 August The Tribune, 9 Aug 2026 Late July
BS-IV transition ends From 1 November, goods vehicles from outside Delhi must be BS-VI, CNG, LNG or electric WION, 30 Sep 2026 Late October

The Republic Day and Independence Day windows change a little every year, so read the new advisory each time. The BS-IV change reported by WION is the one to watch this month: a move from Sector 109 to Dwarka in early November needs a truck that meets the new rule. Our Sector 110 rules guide covers the winter air-quality curbs, and the Delhi house-shifting guide covers Delhi's goods-vehicle hours.

Which permissions sit outside the society?

Three, and none is issued by the estate office:

  • Police verification. Gurugram Police offers verification of tenants, domestic staff and vendors as an online service. A tenant moving in, or a family bringing a live-in helper, should file it early; some security desks ask for it before issuing cards.
  • Delhi entry for the truck. For a Delhi address, the truck's emission class and any permission it needs for Delhi's restricted hours are matters for the transporter and Delhi Traffic Police, not your society.
  • Site access during works. Where a tower is closed or awaiting demolition, as The Patriot reported on 23 September 2026 for one tower at Chintels Paradiso, ask the office which gate and loading point are open to residents on your date.

What should you ask the office before booking?

Send these questions to the estate office or association at both ends of the move, and keep the replies:

  • To do: Do you have written move-in and move-out rules or a form? Please send a copy.
  • To do: Who approves the move: the developer's facility team, the association, or both?
  • To do: What are the permitted moving hours, and does that include Sundays and public holidays?
  • To do: Which lift can carry goods, for how long, and is it working this week?
  • To do: Is there a refundable deposit, and how is it returned?
  • To do: Do dues or a no-objection letter from the owner need to be cleared before the pass?
  • To do: Which gate do goods vehicles use, and is any part of the campus closed for works?
  • To do: Which address, sector or village name, is printed on the gate pass?

If the two societies give windows that do not overlap, packing can be spread over two days, and storage can hold your goods if the new home is not ready. For a picture of the day itself, from the first carton to the last bed refitted, read about household shifting. Once you have the replies, send them to us with both addresses.

Everything here is general information, checked against the sources above during October 2026; it is not legal advice. Society rules, police advisories and Delhi's entry rules can change, so check each one again close to your moving day.
