No society in Sector 110, and no body speaking for New Palam Vihar, has put its house-moving rules online that we could find in October 2026. So the rules for your moving day come from whoever runs your building, and that depends on whether you live in a regularised plotted colony, a registered affordable-housing project or a private tower.
What is published sits around those buildings: the 2024 regularisation of New Palam Vihar, HARERA's record for Diplomat Golf Link, Haryana's housing laws, and the traffic and air-quality curbs on trucks. In Sector 110 the last of these matters more than usual, because the sector lies close to the Delhi border and a move from here often crosses it. Who makes the rules for a Sector 110 home?
Start with the kind of building on your address. Sector 110 holds three, plus the towers of Sector 110A next door:

"None found" only describes what we could see online; it does not mean the office has no rules. Many offices keep a printed circular for residents, so ask for that paper and keep a photo of it.
What does regularisation mean for a New Palam Vihar floor?
It means the colony is now on the municipal map, not a gated estate with its own gatekeeper. New Palam Vihar Phase 1 and Phase 2 were both named among the 21 colonies placed under the Municipal Corporation of Gurugram when the state regularised 44 colonies in the district, IANS reported on 2 February 2024. Square Yards puts both phases inside Sector 110.
For a move, three things follow:
- No office issues a gate pass. In a building of separate floors, the people whose agreement you need are the families above and below you. They share the stair, the entrance and often the parking in front of the plot. Tell them the date and the loading hours a few days ahead.
- The lane is a public street. The truck stands where traffic and parked cars allow, not where an estate office says. If a lane has its own residents' group, ask whether it expects notice; we found no published rule saying it does.
- Dues are municipal. An owner selling or letting out a floor can clear property tax and download a no-dues certificate against the property ID on the ULB Haryana property tax portal. A buyer or a new tenant may ask to see it.
Who runs an affordable-housing society such as Diplomat Golf Link?
It follows a timetable written into state policy. HARERA's registration record lists Diplomat Golf Link as affordable group housing by Millennium Diplomats, formerly Sidhartha Buildtech, under licence No. 100 of 2019, registered on 10 August 2021. The developer gives the size as 1,445 flats of one to three bedrooms.
Projects of that type come under Haryana's Affordable Housing Policy 2013. It makes the developer maintain the colony without charge for five years from the occupation certificate, and then hands maintenance to the association of apartment owners. So the first question for the office is the date of the occupation certificate: before the five years run out, moves are approved by the developer's team; after that, by the association or the agency it appoints.
The policy has more to say on parking and on the resale of allotted flats, which we cover in our Sector 68 rules guide. One detail is specific to this project: HARERA records the land as village Sarai Alwardi as well as Sector 110, so check which name is printed on the gate pass and give that one to the driver.
What decides the rules in Indiabulls Enigma or Mahindra Aura?
In a private society, the bye-laws do. Under the Haryana Apartment Ownership Act, 1983, owners are bound by the bye-laws and the deed of declaration, and the bye-laws set how rules for the common areas are made, which takes in the lifts, lobbies and gates a move passes through. The Act itself names no hours or fees; each society fixes its own. Our Sector 49 guide sets out the relevant sections in more detail.
Scale is the practical issue here. Square Yards lists 472 large flats of four and five bedrooms across seven towers at Indiabulls Enigma, and a five-bedroom home fills several hours of service-lift time. In Mahindra Aura (eleven towers, each of seventeen floors, per 99acres), many households share each lift. Ask how long one booking lasts and whether you can take two consecutive slots.
Can a moving truck cross from Sector 110 into Delhi?
Usually, but three separate sets of curbs apply, and a society's permission covers none of them.

Air-quality curbs. The CAQM order invoking GRAP Stage IV on 17 January 2026 restated that Direction No. 88 allowed BS-IV goods vehicles from outside Delhi in only until 31 October 2026. That date is weeks away as we write, so for a move from late October, ask whether the truck is BS-VI and whether the direction has been extended. In the winter months, check the GRAP stage on the morning of the move as well.
Restricted hours. A goods vehicle that must run during Delhi's restricted hours needs a No Entry Permission sticker from Delhi Traffic Police. Our Delhi house-shifting guide explains how they are applied for.
Event days. For Republic Day 2026, Millennium Post reported that the Gurugram traffic police stopped medium and heavy goods vehicles twice: overnight from 22 January, ending the following afternoon, and overnight from 25 January until the afternoon of the parade. The same pattern ran in 2024, when The Tribune said three Gurugram border points were closed to trucks on two nights. A move to Dwarka or West Delhi in the last ten days of January needs a date clear of both.
When may the truck load and leave?
Two clocks run on moving day. The first is your building's. No Sector 110 society we checked publishes move hours, so get the permitted hours and days, including Sundays, in writing. In New Palam Vihar there is no published window at all; agree a start time with your neighbours so the lane is clear.
The second clock is the city's. A reply from Gurugram Traffic Police on X in January 2020 listed no-entry periods for heavy vehicles at the morning and evening rush, with a longer evening window on Mondays and Fridays. Being six years old and written for heavy vehicles, it may or may not bind the truck booked for you; ask.
The route matters as much as the time. In January 2026, Swarajya listed the 110R–111 road among sector links not yet joined to the Dwarka Expressway. Ask your society which gate goods vehicles use, and we plan the way out from that gate.
What should you ask before booking?
Send these to the office, or to the other owners in your building, at both the old and the new address:
- To do: Who approves a move here: the developer's team, an owners' association, or nobody beyond the neighbours?
- To do: For an affordable project: what is the date of the occupation certificate?
- To do: Do you issue a move form or gate pass, and how many days' notice does it need?
- To do: Which hours and days are allowed, and is Sunday one of them?
- To do: Which lift can be booked, and for how long?
- To do: Is a refundable deposit taken against damage to lifts or lobbies?
- To do: Must maintenance or other dues be cleared before the gate pass is signed?
- To do: Which name, Sector 110 or the village name, is on the gate pass?
- To do: For a Delhi address: is the truck BS-VI, and does it hold a current No Entry Permission if it must run in restricted hours?
Keep the replies on your phone. A written answer settles most arguments at a gate.
What if the two ends give different windows?
Plan the move around the tighter one. We can pack one day and load at dawn the next, so the unloading lands inside a later slot at the new address.
