A weekend office move in Manesar works when the weekend is kept for the physical shift alone: shut the systems on Friday evening, load and drive on Saturday, set up on Sunday and test on Monday morning. Everything else, from HSIIDC leasing permission and the new building's fire certificate to e-waste and the e-way bill, belongs in the weeks before.
This guide covers offices inside IMT Manesar, the admin blocks of factories and the commercial floors around the township. It is built on published rules and dated reports, each named in the text and listed at the end.
What kind of office move is a Manesar move?
Most offices in Manesar sit next to production. Wikipedia's Manesar article counts 2,200 manufacturing units in 2023 with about 300,000 employees, and says HSIIDC has allotted more than 2,100 plots in the industrial model township. The same article lists the 170-acre Manesar Software Technology Park. So an "office" here is usually one of three things:
- A factory's admin block. Purchase, HR, accounts and engineering desks on the same plot as the shop floor, or moving to a new plot with the plant.
- A standalone office on an industrial plot. A floor rented inside a building that an HSIIDC allottee has put up.
- A commercial or IT floor. Space in a technology park or a commercial building outside the industrial sectors.
The first two depend on HSIIDC's rules for the plot. The third mostly depends on the building owner. All three are affected by the fire law, the e-waste rules and the GST rules on moving goods. What must the new premises have before you sign?
If the new office is on an HSIIDC industrial plot, check that the landlord is allowed to lease it to you. HSIIDC's Estate Management Procedures, 2015, in the version with amendments up to 31 December 2025, say in clause 7.1 that premises built on industrial plots may be leased for permissible activities, and only once the allottee has an occupation certificate under the Haryana Building Code. A bare plot cannot be leased at all.
Clause 7.1 also names service activities that may take such space. They include engineering and design services, research and development, industrial test labs, CAD-CAM and drafting facilities, and documentation centres serving industry. If your office does something else, ask the landlord to show HSIIDC's permission for your use before you pay a deposit.
The next clauses add two points a tenant should note:
- Under clause 7.3, lease instruments of more than 11 months have to be registered.
- Under clause 7.4, the leasing fee, where it applies, is due from the effective date of the lease and is paid with the request for the first leasing permission, with interest at 12% a year on late payment.
Neither of these is your bill as a tenant, but a landlord who has not settled them can delay your keys. Ask for copies of the occupation certificate and the leasing permission while the lease is being drafted.
What does Haryana's fire law ask of the building?
The Haryana Fire and Emergency Services Act, 2022, published in the state gazette on 8 April 2022, sorts buildings by height and use. Section 18 treats business, mercantile, industrial and storage buildings with a floor area above 500 square metres on any floor as special buildings. They need an approved fire fighting scheme, and section 19 then requires a fire safety certificate after inspection.
For an office move, three parts of the Act matter:

The last row is the one that catches tenants. Under section 19(6), an addition or alteration beyond what the Haryana Building Code permits ends the certificate, and the owner has to seek a revised fire fighting scheme. Agree the partition and cabin layout with the landlord before the fit-out crew starts, not after.
On moving day itself, keep corridors and stairs free of stacked cartons, and do not park crates against fire doors or hydrant points while the floor fills up.
What happens to the computers you are not taking?
Office moves throw up old monitors, CPUs, printers and UPS units. The E-Waste (Management) Rules, 2022, notified on 2 November 2022 and in force from 1 April 2023, set the duty for larger users:
- Who is a bulk consumer. Any entity that has used at least 1,000 units of the equipment listed in Schedule I at any point in a financial year.
- What it must do. Rule 8 lets a bulk consumer pass its e-waste on to nobody except a producer, refurbisher or recycler registered under the rules.
- What counts. Schedule I includes laptops, notebook computers and printers, including cartridges, among the IT items.
A plant with hundreds of desktops, handhelds and printers across its sheds can cross the 1,000-unit mark sooner than the office manager expects. Decide what is being scrapped before packing day, so those items are kept apart and never loaded with the equipment that is going to the new floor. Wipe or pull the drives first; the rules govern where the hardware goes, not what is left on it.
Do office goods need an e-way bill?
Often they do. CGST rule 138 requires a registered person who moves goods with a consignment value above Rs 50,000 to file Part A of the e-way bill before the movement starts. That covers movement for a supply and also movement for reasons other than supply, which is how a company's own furniture and computers usually travel between its premises.
The exemption that lets a family move its used household effects without an e-way bill does not extend to office assets. Your accounts team decides who generates the bill; the transporter can also do it on the company's authorisation. How do NH-48 and the KMP shape the route?
Manesar sits on NH-48 and on the KMP, or Western Peripheral, Expressway. The KMP is a 135.6 km six-lane road. Its Manesar–Palwal section opened in April 2016 and the Kundli–Manesar section on 19 November 2018, and it meets NH-48 at a cloverleaf at Panchgaon. Two-wheelers are not allowed on it, so staff bikes do not ride alongside the truck on this route.
A weekend helps with traffic, but two things can close the road to goods vehicles on exactly the dates offices like to use:
- National-day restrictions. For Republic Day 2024, The Tribune reported that medium and heavy goods vehicles were barred from entering Gurugram and Delhi between 5 pm on 25 January and 1.30 pm the next day, and trucks coming from Jaipur were diverted onto the KMP at Pachgaon. For Independence Day that year, heavy vehicles were stopped between 5 pm on 14 August and noon the following day, after a similar ban for the 12–13 August rehearsal. A long weekend around either date is a poor choice for a move that crosses into Gurugram city or Delhi.
- Works on the highway. The Tribune reported on 18 August 2026 that a Jaipur-bound service lane towards IMT Manesar would stay shut until 15 October 2026. Look up current closures in the week you fix the date.

How do you fit the move into one weekend?
Treat Friday evening to Monday morning as the shift window and push every other task out of it. A plan that works for a typical admin office:

Two details make the difference on the day. First, label every carton and computer with the department and desk number on the new floor plan, so the crew can place items without asking. Second, check whether either site has a forklift or a loading dock: on an industrial plot, ground-level access and a dock change both the crew size and the loading time.
What does an office move in Manesar cost?
