No cooperative society or DDA pocket in Dwarka Sector 7 publishes its moving rules online in any form we could locate during an October 2026 search. The written rules that apply here sit in three published places: Delhi's cooperative society rules for the 23 society plots, DDA's maintenance principles for the two DDA pockets, and Delhi's traffic and pollution orders for the truck; hours, deposits and lift bookings have to be asked of the body that runs your building, in writing.
The papers a society keeps on file, and what a landlord asks of a new tenant, are explained on our packers and movers in Dwarka Sector 7 page. This guide covers who makes the rules, what the published texts say, and what to ask where nothing is published.
Who sets the rules for your Sector 7 building?
That depends on what kind of building you live in. Sector 7 has two kinds of housing body, and they answer to different authorities.
| Building type | Example | Managing body, per the document | Document and date | Moving rules online, Oct 2026 |
|---|---|---|---|---|
| Cooperative group housing society | C.B.I.P. CGHS (Nayantara), Plot 8-B | A cooperative registered with the Registrar of Cooperative Societies (RCS), Delhi, as 937-GH, on land allotted by DDA | RCS minutes, 3 January 2014 | None found |
| DDA flats, Pocket 1 (SFS, Category II and III) | Pocket 1, Phase I | A residents' welfare association registered with DDA | DDA registered RWA list, 15 February 2022 | None found |
| DDA flats, Pocket 2, Arunodaya (expandable EHS) | Arunodaya | Not shown in that DDA list; ask residents | Our search, October 2026 | None found |
| Government quarters (CPWD) | None found in Sector 7 | Not applicable unless your allotment letter says so | Our search, October 2026 | Not applicable |
The Dwarka Homes directory lists the society plots from Plot 1 to Plot 23, with some plots split into lettered parts. It gives names, not rules. So the honest answer for every building in the table is the same: the rules exist, but you will have to ask for them.
What do Delhi's cooperative rules say about a move?
A society on one of the numbered plots runs under the Delhi Cooperative Societies Act, 2003 and the Delhi Co-operative Societies Rules, 2007. The rules do not set moving hours, but four points in them shape what a society may ask of you. We read the updated copy on the RCS website on 19 October 2026; check the current text before relying on it.
- The managing committee decides, not an RWA. Rule 106(10) says a residents' welfare association or apartment owners' association, by whatever name, shall not be allowed to control or take part in managing a cooperative housing complex. The committee can form sub-committees of members and non-members to help. So a request to use the lift or bring a truck inside goes to the society office or committee.
- Charges for services. Rule 102(2) asks the general body to frame regulations that spell out how maintenance charges are fixed. Where lifts exist, every member and resident pays for their use and upkeep, whatever floor they live on.
- Tenants may pay more. The same sub-rule lets the general body fix higher service charges for flats that are rented out and occupied by tenants. A tenant should ask the current rate before signing, not after the truck arrives.
- Building work needs consent. Rule 106(11) says no member or occupant may do work that harms the soundness or safety of the property, or add a structure, without the committee's consent. If you plan to break a wall or fit heavy fixtures before moving in, ask first.
The rules also make the committee keep records of who lives in each flat. Our area page covers that part, so we will not repeat it here.
What happened when Dwarka societies and residents disagreed?
Two reported cases show how far a society's decision can go, and where it stops. Neither is from Sector 7, so read them as warnings, not as local rules.
An entry fee in Sector 9. In a Delhi High Court order of 11 February 2025, a woman who had bought a flat in Sarve Sanjhi CGHS, on Plot 8 in neighbouring Sector 9, said the society refused to let her carry out repairs because she had not paid an "entry fee" of Rs 1,00,000, and did not transfer her membership. By the hearing she had been made a member. The court refused a refund, because she had paid no fee, and declined to award damages in that petition, while leaving her free to claim them in other proceedings. The lesson for a buyer is simple: get the membership transfer and any fee demand settled in writing before you book a moving date.
Tenants at the gate. Bar & Bench reported on 1 February 2024 that the Delhi High Court asked Delhi Police for a report on claims that the managing committee and guards of a Dwarka society had stopped bachelor tenants from entering on 4 January. The report we read does not name the sector, and it records allegations, not findings. A tenant moving in should still ask the landlord whether the committee has passed any resolution about tenants.
What does DDA say about Pocket 1 and Arunodaya?
DDA builds and sells its flats, but it does not run their daily life. Its General Principles of Maintenance of DDA Flats, dated 6 May 2019, say:
- flat owners are fully responsible for maintenance inside their flats once they take possession;
- RWAs must look after day-to-day upkeep, including cleaning, common-area lighting and power bills, and the operation and maintenance of lifts, from a separate fund collected from residents;
- DDA will not pay for that work, though its engineers and link officers may advise.
For a move, that means DDA publishes no moving hours or lift rules for its pockets. Whatever applies in Pocket 1 comes from its RWA. For Arunodaya we found no registered RWA in the DDA list of February 2022; the list may be out of date, so ask your neighbours who keeps the gate register and who to tell before the truck comes.
Which traffic rules apply to the truck?
These are published, dated and enforced by the government, so they apply whatever your building says.
| Rule | Content | Published by, and when | Ask or check |
|---|---|---|---|
| No Entry Permission | A goods vehicle running in restricted hours needs a Delhi Traffic Police permit; long-term permits are applied for online, permits of up to a week by a written request to traffic headquarters at Todapur | Delhi Traffic Police FAQ, read 19 October 2026; Circular No. 149, 31 December 2025 | Whether the truck holds a current permission, and which hours it will drive |
| Trucks registered outside Delhi | BS-VI, CNG, LNG or electric only since 1 November 2025; BS-IV grace period ends 31 October 2026 | WION, 30 September 2026 | The truck's emission class and registration state |
| Winter curb | 1 November 2026 to 31 January 2027: non-BS-VI commercial vehicles from outside Delhi kept out; CNG and electric exempt; fuel only with a valid pollution certificate | The Hindu, 28 September 2026 | Announced plan; check the week of the move |
| Palam Railway Crossing | Closed from 3 November 2025 for three months; heavy vehicles asked to keep away from Palam and take Ring Road or NH-48 instead | PTI via The Week, 26 November 2025 | No later notice found; check whether it has reopened |
| Your society's hours | Not published | The society office, committee or RWA | Ask in writing |
Our guide to house shifting in Delhi explains the No Entry Permission and the GST position on household goods in more depth.
What should you ask before the move?
Where nothing is published, the questions do the work. Put them to the society office or RWA at both ends, by message or email, so you have the answers on record:
- To do: Which hours and days may goods leave or enter, and are Sundays or holidays allowed?
- To do: Can a truck come inside the gate, and where should it stand?
- To do: Is there a lift, can it be held for loading, and for how long?
- To do: Is there a moving fee or a refundable deposit, and will you get a receipt?
- To do: Do you need a no-dues note from the office before you leave?
- To do: What should go in the gate register: truck number, driver's name, crew names?
- To do: For tenants: has the committee passed any resolution about tenants, and what service charge applies to rented flats?
- To do: For buyers: has your membership transfer been approved, and is any fee demanded?
- To do: Do you plan any building work that needs the committee's consent?
We move households between 8 am and 9 pm on Mondays to Saturdays and not on Sundays, so match the society's hours against those before you fix the date.
What papers should you carry on the day?
Keep these in a folder that travels with you, not on the truck:
- your sale deed or registered rent agreement, and photo ID for every adult;
- the membership transfer letter, if you have bought a society flat;
- any no-dues note or written permission from the society office;
- the truck's details from your mover, including its registration number.
Key takeaway
In Dwarka Sector 7, a cooperative society's managing committee or a DDA pocket's RWA sets the moving rules, and none of them publishes those rules online. Delhi's 2007 cooperative rules, DDA's 2019 maintenance principles and the city's dated traffic orders are the only written rules; for everything else, ask and keep the answer.
