Dwarka Sector 12 has no published shifting rules: on 30 October 2026 we found no moving hours, lift bookings or fees online for any of its 27 cooperative society plots or its eight DDA pockets. The written rules sit elsewhere, in DDA's April 2026 circular on one RWA per pocket, DDA's register, Delhi's cooperative rulebook, the city's night-time noise limits and two truck orders that turn over at the end of this month, on 31 October and 1 November 2026.

Stairs, lifts and the sector's busy junctions are the subject of our service page, packers and movers in Dwarka Sector 12, and this is the sector our Delhi branch is in, at Shop No. 204, Kartar Nagar. This guide answers three narrower questions: who can approve your moving day, which records name that body, and which hours and road rules bind the truck.

Who approves a move at your Sector 12 address?

It depends on which of two kinds of housing you are in. Dwarka Homes lists 27 cooperative plots, and its DDA page lists eight pockets, the last of which holds two complexes. The full names are in our Sector 12 newcomer's guide; for moving day they sort into three groups.

Where you live Who decides Public records we found, 30 Oct 2026
A cooperative plot, 1 to 27 The society's managing committee and its office Six plots appear on a Delhi government park-upkeep list under their registered names; no moving rules found for any plot
DDA Pockets 1 to 7 The pocket's RWA, where one exists Pocket 4's RWA (Shubham Apartment) is on DDA's register; no entry found for the rest
DDA Pocket 8 (Golden Heights, Suryodaya) One recognised RWA, under DDA's 2026 circular Suryodaya's RWA is on the park-upkeep list; neither is on DDA's register

In a cooperative society, the office is the body that keeps the record of who lives in each flat and who maintains the lift. In a DDA pocket, DDA does not run the gate; residents do, through their association. Either way, the request for a moving slot comes from you as the resident, not from the mover. If the office wants a letter, we can give you the vehicle number, the date and the size of the crew to put in it.

Which Sector 12 bodies do public records name?

A handful, and the names help you address a letter correctly. The Delhi Parks and Gardens Society's list of bodies paid for park upkeep in 2025–26 includes these Sector 12 entries, which we matched to the plot and pocket names on Dwarka Homes:

Record entry (2025–26 list) Plot or pocket Name on the Dwarka Homes list
Ishwar CGHS Ltd Plot 4 Ishwar Apartment
The Upkari CGHS Ltd Plot 9 Upkari Apartment
The New Arohi CGHS Ltd Plot 13 New Arohi Apartment
Abhiyan CGHS Ltd Plot 15 Abhiyan Apartment
The Dhan Pothwar CGHS Plot 17 The Dhan Pothwar (Mohinder) Apartment
The Anjuman CGHS Ltd Plot 20 Anjuman Apartment (Trimurti)
Suryodaya Apartment RWA, DDA MIG Flats (4 Storey) Pocket 8 Suryodaya Apartment

Two things follow. A letter to the office reads better addressed to the registered name, especially at Plots 17 and 20, where the building is also known by a second name. And the Suryodaya entry describes the pocket's flats as four-storey MIG blocks, so ask early whether your block has a lift, because a four-storey walk-up is carried by hand.

DDA's own register is thinner. In the list of 15 February 2022, entry 230 is the association for Shubham Apartment, Sector 12, Pocket 4. The scanned list signed on 4 May 2026 keeps entry 230 unchanged among its 252 entries, and none of the entries added since 2022 is in Sector 12. Some older entries carry no address, so treat a missing pocket as "not found", not as proof that no RWA exists.

Pocket 8 has two complexes: what does DDA's 2026 circular mean?

That only one association should speak for the pocket. DDA's Housing (Coordination) branch issued Circular No. 3790 on 8 April 2026, with the Vice Chairman's approval. It directs that:

  1. one housing pocket may form or have recognised just one RWA, as the 1968 regulations on managing DDA housing estates provide in their Chapter IV;
  2. where a pocket has several, DDA's field offices are to merge them in a time-bound manner;
  3. where a pocket already has an RWA, no new one is to be entertained, and all of the pocket's housing segments come under the existing one;
  4. any exception needs the Vice Chairman's prior approval.

Pocket 8 is where this bites in Sector 12, because Dwarka Homes places both Golden Heights and Suryodaya Apartment in it, and the park-upkeep list names an RWA for Suryodaya alone. We could not find which body DDA treats as the pocket's association. So if you are moving into or out of Golden Heights, ask the office there whether it acts for the whole pocket or only for its own blocks. When the answer is unclear, tell both offices your date in writing.

The pocket also has a hospital on its doorstep. Life Line Hospital is in Pocket 8 too, on Road Number 203, by the district's own directory. A truck loading in Pocket 8 should stand clear of that road's hospital frontage, so ask the guard for a spot inside the gate.

What do the cooperative rules add on moving day?

Not a timetable, but a clear line of responsibility. Rule 102(1) of Delhi's cooperative society rules of 2007 says a housing society's committee must keep the essential services running, and the list includes garbage disposal, security services and round-the-clock emergency response alongside lifts and water. For a move, that makes the committee the right address for three practical requests:

  • The gate. Security is the committee's service, so the guard's instructions on entry, standing time and the visitor register come from the office. Ask the office to brief the guard on your date.
  • The packing waste. Garbage disposal is also on the committee's list. Ask where empty cartons, paper and plastic wrap may be left, and when they will be cleared.
  • Anything else the general body adds. Clause (i) lets the general body specify further services, and its regulations are the likeliest place for moving hours, if a society has set any. Ask for the date of the resolution.

Tenants should also expect the office to ask for the rent agreement, and a landlord can register the tenant through the Domestic Help/Tenant Registration service on the Delhi Police website. We found no dated 2026 order for the South West district making it compulsory, so ask your landlord what they need (check).

Which hours are safest for a Sector 12 move?

Daylight, on a working day your office is open. Three sets of times are worth laying side by side:

Time What applies Source
10 pm to 6 am Night under Delhi's noise standards: the residential limit drops from 55 to 45 dB(A) DPCC noise standards, read 30 Oct 2026
Any hour Up to 100 m around hospitals, educational institutions and courts can be declared a silence zone, with lower limits DPCC, same page
12:30 to 8 pm All goods vehicles barred around Main Market Sector 10, which matters only if the route runs past it Transport Department notification, 2021, amended 12 Aug 2022
8 am to 9 pm, Monday to Saturday When our office is open; it is shut on Sunday Maxx Relocation

Sector 12 has more hospitals and school gates than most sectors. Our area page lists Life Line, VPS Rockland and Ayushman hospitals, and schools such as Bal Bharati, Bal Bhavan International and SAM International. A silence zone needs a declaration by the competent authority, and we did not find one for Sector 12, but a loading point next to one of these gates is worth moving anyway. The market window and the crew's day are worked through in our Sector 12 costs and access guide.

Which truck and road rules bind your moving day?

Whatever the society office says, these apply. Their position on 30 October 2026:

Rule In short Source Position on 30 Oct 2026
BS-IV relaxation Outside-registered BS-IV goods vehicles were allowed in as a transitional measure until 31 October 2026, by a Transport Department public notice The Tribune (PTI), 27 October 2025 Ends; no extension found, and ETV Bharat on 27 Oct still reported a 1 November start (check)
Winter entry curb Delhi turns away non-BS-VI vehicles carrying another state's registration, for the season ending 31 January 2027; CNG and electric vehicles, ambulances and fire services are spared WION Drive, 23 October 2026 Starts 1 November
GRAP Stage I has applied to the whole NCR from 21 October, when Delhi's AQI read 244 Akashvani, 21 Oct 2026 No higher stage found (check)
No Entry Permission A goods vehicle in restricted hours needs one, applied for online Delhi Traffic Police FAQ, read 30 Oct 2026 In force

A truck based in Gurgaon usually has a Haryana number, so the first two rows decide whether it can reach Sector 12 at all from Sunday. Ask for its emission class and fuel when you book. For the papers to carry, see the house shifting in Delhi guide as well.

What should you ask before you fix the date?

Send these in writing to the office or RWA at both ends of the move:

  • To do: Cooperative plots: does a general body resolution set moving hours, and what is its date?
  • To do: Cooperative plots: who briefs the guard, and how long may the truck stand inside the gate?
  • To do: Cooperative plots: where do empty cartons and wrapping go, and when are they cleared?
  • To do: Pocket 4: is the Shubham Apartment RWA still the active body, and who is its contact?
  • To do: Pocket 8: which association does DDA recognise for the pocket, and does it cover Golden Heights?
  • To do: Every building: is there a lift, can it be held, and on which floor is the flat?
  • To do: Tenants: is my Delhi Police tenant registration done, and has the society office received a copy of the lease?
  • To do: For the mover: if the truck has a number from outside Delhi, is it BS-VI, CNG or battery-electric?

Key takeaway

In Dwarka Sector 12, each of the 27 cooperative plots answers to its managing committee, and the DDA pockets to their RWAs; only Pocket 4's is on DDA's register. DDA's circular of 8 April 2026 allows one RWA per pocket, which matters most in Pocket 8. Load in daylight, away from hospital gates, and make sure the truck clears the winter entry curb.

Where can you read more?

For the weather side of a Sector 12 move, see our monsoon and summer heat guide. The same circular is read against Sector 19's pockets in our Dwarka Sector 19 rules guide, and what our crew handles at your door is listed under household shifting. Once your office has answered, send us the replies and your date.

We wrote this as general information from the records listed in its sources, read on 30 October 2026. Society decisions, DDA lists and pollution curbs can all move quickly, so confirm each point with your society office, pocket RWA or Delhi Traffic Police before you book the truck.
