No Sector 60 society that we could find publishes its shifting rules online, so who says yes depends on which of three homes you are moving: a flat in Ireo Skyon, now run by its owners' association; a floor in Adani and Brahma's finished Samsara; or a floor in Samsara Arya, still being built with possession given as December 2026. Around all three sit Gurugram's no-entry hours for trucks and, from 1 November 2026, Delhi's tighter rules for any load bound for the capital.
This guide covers who signs, what the law says about possession and lifts in a new block, and which dated rules change this winter. How we split a large home into lots, each with its own pass, is on the page about our service as packers and movers in Sector 60 Gurgaon; prices and crew hours are in the Sector 60 costs guide.
Who decides the moving rules at your Sector 60 address?
The body that runs your building, and in Sector 60 that differs by project. This is what the official and developer records showed on 29 October 2026:
| Project | What the record says | Body that decides on moving day | Ask first |
|---|---|---|---|
| Ireo Skyon | A group housing colony of 18.10 acres under DTCP licence 192 of 2008, registered with HARERA as 367 of 2017 (HARERA order); now with an owners' association, according to an undated case study (CBRE) | The association, through its estate office and managing agency | Who signs the goods pass, and which tower's service lift you get |
| Samsara (M Block) | 3 and 4 BHK independent floors, marked completed, HARERA 37 of 2018 (Adani Realty) | The facility office for the block (confirm whether developer-run or resident-run) | Where a goods vehicle may stand |
| Samsara Arya | A low-rise of four floors over stilt parking with a single home on each level, still under construction, possession given as December 2026 (Adani Realty) | The developer's customer or handover team | Whether the occupancy certificate has been issued |
The same question works everywhere: "Who signs for goods coming in or going out this week, and where is the rule written?" The answer tells you whose word binds the guard at the gate.
What do Sector 60 societies publish about moving?
Nothing public. When we searched on 29 October 2026 we found no moving hours, fee schedule, deposit rule or form online for Ireo Skyon, Samsara or Samsara Arya. Nor is there a city rate to fall back on. NoBrokerHood's Gurgaon move-in guide of 18 September 2026 says plainly that no standard tariff exists for society shifting in the city; each community's papers set its own.
So treat any amount or time slot you hear from a neighbour as unconfirmed. Ask the office for three things on paper: the moving window, any fee or deposit with the receipt it will issue, and the date the rule was adopted.
At Ireo Skyon, why does the association matter more than the builder?
Because control has changed hands. CBRE's case study on Ireo Skyon, which carries no date, names the Skyon Condominium Owners Welfare Association as its client. It says that when CBRE started, half the property was still under construction or being completed, and that during its roughly four years there "the transition of property from Developer to RWA also took place". The association kept CBRE on afterwards.
The RERA Act explains what such a transition involves. Section 17 makes the promoter hand the common areas to the association of allottees. Where no local law sets a time, the promoter must pass over the necessary documents and plans within thirty days of the occupancy certificate and execute conveyance deeds within three months. Lifts, lobbies and gates are common areas, so once they belong to the association, so do the rules for using them.
For a Skyon move, that means:
- Gate passes and lift bookings come from the estate office acting for the association, not from the developer's sales team.
- Disputes over a charge go to the association's committee first, since it is the body that adopted the rule.
- For the law on bye-laws binding owners and tenants alike, see our Sector 59 rules guide, which walks through the Haryana Apartment Ownership Act section by section.
CBRE's count of 15 towers differs from the six or seven that Square Yards shows, as our newcomer's guide notes, so give the office your tower letter and flat number rather than relying on a portal map.
Moving into Samsara Arya: what changes around December 2026?
The date on the brochure is not the date you can move. Adani Realty listed Samsara Arya as under construction on 29 October 2026, with possession given as December 2026. Under Section 19(10) of the RERA Act, each buyer has to take over the home physically no later than two months after its occupancy certificate is issued. The certificate, then, starts the clock, and the move follows the possession letter.
Two practical points follow for an early move-in:
- Book against documents, not dates. Fix the truck only once the occupancy certificate is issued and your possession letter names a handover date. A December target can slip, and a booked crew cannot wait at a closed gate.
- Ask who runs the block that week. Until an association takes over, the developer's handover team issues passes. Our Sector 60 page advises getting three things from that team: the date you may move in, a pass for the truck, and word that the lift works.
What should you ask about the lift in a new block?
Whether it is registered and maintained. The Haryana Lifts and Escalators Act, 2008 sets out the owner's duties:
| Section | What it requires | What to ask before moving day |
|---|---|---|
| 4(1)–(2) | The owner applies to register a lift within one month of finishing it; the Inspector registers it by giving it a number within thirty days | What is the lift's registration number? |
| 4(3) | A copy of the yearly maintenance contract goes to the Inspector | Which company maintains the lift, and is the contract current? |
| 4(4) | An annual safety certificate is filed | When was the last safety certificate issued? |
| 14 | A log book records operation, breakdowns and any accident | Has the service lift broken down recently? |
In a stilt-plus-four building like Samsara Arya, the lift is sized for a low-rise block, so the answers also tell you whether a sofa or wardrobe can go up whole or must be carried by stair.
Where can the truck stand at Samsara?
That needs a decision before the day. Adani Realty's FAQ for Samsara (M Block) says each apartment has a parking slot but that there is "no visitor's parking facility as of now". A goods vehicle therefore has no default place to wait. Ask the facility office whether your own slot can be emptied for loading, whether the truck may stand on the internal road while it is loaded, and for how many hours.
If your move is split into several lots on different days, each vehicle needs that answer. Our Sector 60 page recommends a separate pass for each lot and a lot-wise inventory the guard can check against the goods out-pass.
What do tenants need before the gate lets them in?
Police verification, and the society's own register. Tenants and domestic staff are verified through an online form on the Gurugram Police website; ask your landlord to complete it before the truck is booked.
Watch the calendar too. Last winter, a Gurugram order made under Section 163 of the BNSS, the 2023 criminal procedure code, required housing societies, PGs and house owners in Gurugram to keep registers of tenants, visitors and workers with copies of their identity proof, from 11 November 2025 to 31 January 2026, The Logical Indian reported on 13 November 2025. We found no order for the 2026–27 season on 29 October 2026, but if one is issued, a November move-in will meet a stricter gate. Carry your ID, the rent agreement and the verification acknowledgement.
Which hours and rules bind the truck, and what is new from 1 November 2026?
On 29 October 2026 we found the city and Delhi limits below. Whatever window your society sets has to fit within them.
| Rule | The detail | Where we read it | Your check |
|---|---|---|---|
| Gurugram no-entry hours | No goods vehicle on the listed roads in the two rush spells, morning 8–10 and evening 5–9 | Gurugram Traffic Police note on GMDA's server, no date given; checked 29 Oct 2026 | Book a loading slot that starts after 10 am and ends by 5 pm |
| Golf Course Extension Road works | GMDA's tender for eight lanes done; a construction-phase traffic plan drafted | The Tribune, 3 May 2026 | No later progress report found; check the approach |
| Older goods vehicles into Delhi | Temporary allowance for non-BS-VI goods vehicles from outside Delhi ends 31 October 2026 | WION Drive, 23 Oct 2026 | We saw no extension by 29 Oct; ask again on booking |
| Delhi winter entry curb | Non-Delhi vehicles below BS-VI barred, 1 November 2026 to 31 January 2027; CNG and electric exempt | WION Drive, citing the Chief Minister's post of 20 October 2026 | The truck's emission class |
| Delhi Winter Action Plan | Runs 1 November 2026 to 28 February 2027; no fuel without a valid PUC certificate | Same report | The truck's PUC certificate |
| GRAP stage | CAQM invoked Stage I for the whole NCR when Delhi's air turned poor | Akashvani, 21 Oct 2026; no higher stage found on 29 Oct | The stage in force the evening before |
Ignore the last four rows unless the load is going to Delhi; for that case, our Delhi and Gurgaon moving guide covers routes and papers.
Which questions should you put in writing?
- To do: Estate office: who signs goods passes, and under which rule or resolution?
- To do: Estate office: what are the moving hours, and are Sundays or holidays excluded?
- To do: Estate office: is there a fee or deposit, does any of it come back, and on what receipt?
- To do: Ireo Skyon: which tower, which service lift, and for how long?
- To do: Samsara: where may the truck stand, and can my parking slot be cleared?
- To do: Samsara Arya: has the occupancy certificate been issued, and what date is on my possession letter?
- To do: New block: what is the lift's registration number and the date of its last safety certificate?
- To do: Tenants: is police verification complete, and is a Section 163 order in force on my date?
- To do: Delhi move: is the truck BS-VI, CNG or electric, with a valid PUC certificate?
Key takeaway
In Sector 60, ask first who runs your building. At Ireo Skyon it is the owners' association that took over from the developer; at Samsara, the block's facility office; at Samsara Arya, the developer's team until handover, with the occupancy certificate, not the December 2026 brochure date, deciding when you can move. Then fit the truck between Gurugram's peak curbs and Delhi's rules from 1 November 2026.
Where can you read more?
Our Sector 60 newcomer's guide covers the PIN, police station and schools, and the Sector 60 monsoon guide the rain on its approach roads. Next door, the Sector 61 rules guide looks at another set of societies. Goods that cannot go straight to the new home can wait in our warehouse, and the packing itself is described under household shifting. When the office has answered, send us the dates and floor.
Everything here is general information, taken from the sources listed above as we read them on 29 October 2026; it is neither legal advice nor a statement of what any society's rules say today. Possession dates, association decisions, traffic orders and Delhi's winter rules can change, so confirm each point with your estate office, the developer and the traffic police before you book.
