South City 2 has no moving rules of its own in public view: when we searched in October 2026, its residents' welfare association had no website, rulebook, move form or fee list online, and the colony has no facility office of the kind a tower society runs. The rules a move here must follow are set outside the colony gates: a district order on gates, police verification of tenants and domestic staff, two MCG orders, and the traffic police's truck windows.
Below, every rule comes with who issued it and when. Where nothing is published, we say so and give the questions to ask instead.
Who makes the rules for a move in South City 2?
Several bodies, each for one piece of the day. Unitech developed South City 2 jointly with Pioneer Urban Land and Infrastructure as a licensed plotted colony, and the notice Unitech's government-appointed board issued in January 2026 records that the Municipal Corporation of Gurugram and the RWA have looked after it together since September 2020.
| Who | What it decides for a move | Published rule found (Oct 2026) | Status |
|---|---|---|---|
| South City 2 RWA | Notice of the date, the truck, use of the lane | None | Ask the RWA |
| Deputy Commissioner and town planning department | Gates and barriers on internal roads | Yes, reported in February and June 2025 | Check for later changes |
| Gurugram Police | Verification of tenants and domestic staff | Yes, on the police website | Current page |
| MCG | Pet dogs, household waste, property tax dues | Dog order June 2026; waste bylaws still a draft in our search | Check the waste status |
| Traffic police | Hours when goods vehicles may use main roads | Yes, an undated note | Check before booking |
| Other owners in your building | The shared stairs and frontage | No rule exists | Agree it with them |
Does the South City 2 RWA publish moving rules?
No. We found no shifting policy, no gate-pass form and no move-in or move-out fee for South City 2 anywhere online. That does not prove the RWA has none; it may keep a circular in its office or a note with the block guards.
The one dated record of how it works concerns its hall, not moves. When candidates sought to campaign in the 2025 civic polls, the association offered its F Block community hall against an approved written request, The Tribune reported on 25 February 2025. A short written note with your date fits that habit.
Fees are the question people ask most. Tower societies across Gurgaon charge very different amounts, and NoBrokerHood's guide stresses that there is no city-wide rate. We found no fee published for South City 2. If one is asked of you, request a receipt and the written decision behind it. What to ask the RWA:
- Does it need advance word of the date, the vehicle or the crew, and how many days ahead?
- Is there any charge or refundable deposit, and where is that written down?
- Must a tenant bring a note from the owner?
- Is any lane in your block dug up or due for work in that week?
Who has a say over the shared staircase?
Nobody publishes a rule for it, so it comes down to the neighbours. Floors in one South City 2 building can belong to separate owners; Unitech's board, in the same notice, put the first and second floors of a single Block E plot up for auction as separate lots. On moving day, the other household uses the same stairs and the same frontage.
Our practice, not a rule: tell that household the date through the owner, keep a path clear on the stairs, and do not park the truck across their gate. Our Sector 49 rules guide covers the apartment societies on the Sohna Road side, whose bye-laws do carry weight.
Can a gate or barrier stop the truck?
Not by day, on the rules reported for licensed colonies. In February 2025 PropNewsTime reported a Deputy Commissioner's directive: on the internal roads of licensed colonies and HSVP sectors, steel or iron gates were to be kept open throughout daylight hours. The only barrier allowed is a boom that guards watch at all hours with CCTV running, and a committee chaired by the Deputy Commissioner decides who may put one up. In June 2025, after more removals in South City 1, officials told The Architecture and Planning News that fixed gates cannot be approved under the planning rules at all.
Both reports describe action in other colonies; we found none about gates in South City 2 itself. The directive's wording covers every licensed colony, though, so a closed steel gate across a block road in daylight is not something a truck should face here. A manned boom can still slow it, so give the guard the vehicle number and a mobile number someone will pick up.
What do the police require of tenants and domestic staff?
Verification, with a copy for the RWA. The Gurugram Police page on tenant, servant and vendor checks says to fill in the form, hand it in at the local police station with the documents, keep a copy, and give a copy to the RWA president. An online route is linked from the same page. That is the only published rule we found that names the RWA in a move.
Tighter orders come and go. On 13 November 2025, The Logical Indian reported a District Magistrate's order under Section 163 of the BNSS that required landlords, societies and PGs to record everyone living on their premises and hold copies of their identity papers, from 11 November 2025 to 31 January 2026. It has lapsed, but check whether a new one is in force when you move. How a landlord files online is in our South City 2 newcomer's guide.
What do MCG orders add?
Two orders and a draft matter for a household on the move:
- Pet dogs must be registered. On 24 June 2026 Amar Ujala reported an order by the MCG commissioner making registration compulsory for every pet dog within the corporation's limits, with periodic renewal. You apply online or at an MCG citizen facilitation centre with your ID, a photo of the dog and its rabies certificate. The order also requires a leash outside the home and makes the owner clean up after the dog. If your dog was registered with another city's civic body, ask the MCG whether that record counts here.
- Waste rules are being rewritten. The Tribune reported on 8 October 2025 that the MCG had drafted new solid waste bylaws with five bins and fines for dumping. We found no report that they were notified, so check. Either way, flatten cartons and hand packing waste to the colony's collection staff or a recycler, not the green belt; the draft's details are in our Sector 47 rules guide.
- Selling a floor? The ULB Haryana portal lets an owner look up the property ID, pay the tax due and print a no-dues certificate.
When may the truck come and go?
Between the city's two curbs. The traffic police's explainer on the Digi Pass, a PDF on GMDA's site, names two periods when goods vehicles are kept off listed roads: a two-hour spell from 8 am and a four-hour one starting at 5 pm. It is undated, so confirm the hours in your moving week.
National days add short bans. On 15 August 2026, for example, heavy vehicles were held off the Gurugram–Delhi NH-48 until 2 pm, Amar Ujala reported. If the new home is in Delhi, a WION report of 30 September 2026 gave 31 October as the last day for BS-IV goods vehicles from other states to enter, so ask which truck is booked for a November move.
Inside the colony no published hours exist. The route out through Subhash Chowk, school-bus times and road works are covered in our South City 2 costs and access guide.
What should you settle before booking?
Where nothing is written, a few messages a week ahead do the job:
- To do: Ask the RWA whether it wants notice of the date, truck number or crew, and keep its reply
- To do: Ask whether any fee or deposit applies, and get a receipt if one is paid
- To do: Tell the other owners in your building the date and the loading time
- To do: If you rent, make sure the landlord has filed police verification and sent the RWA a copy
- To do: Register your dog with the MCG, or renew its registration
- To do: Give the block guard the truck number the day before
- To do: Book the truck outside 8–10 am and 5–9 pm, and check for holiday curbs
- To do: For a Delhi-bound load after October, confirm the truck's emission class
If the old and new homes ask for different things, we pack the day before and keep loading short. Our household shifting page explains the full day, and storage can bridge a gap between dates. Next door, the Nirvana Country rules guide covers an RWA that does publish its rules.
Key takeaway
South City 2's RWA publishes no shifting rules, so ask it in writing. The rules that do apply are outside ones: daytime-open gates with guarded booms only, police verification with a copy to the RWA president, MCG dog registration since June 2026, and the traffic police's 8–10 am and 5–9 pm truck curbs.
Our branch is in the colony itself: Block F, Shop No. 815. How we handle floors on the lettered blocks is set out on the packers and movers in South City 2 page, and when your dates are fixed, send us both addresses.
What you have read is general information, based on the sources listed below and checked on 19 October 2026. RWA practice, district orders and traffic rules change without notice, so confirm each one with the RWA, the police or the MCG before acting on it.
