None of the societies, RWAs or cooperatives in Sector 47 that we checked publishes its rules for shifting house, so the permissions for your move come from whichever body runs your address, plus a few city rules that bind every truck. That body varies more here than in most sectors: a registered RWA in Malibu Towne, an owners' association or facility office in a tower society, or the elected committee of a cooperative group housing society.
This guide sets out who decides what at each kind of address, which rules have actually been published or reported, and what to ask before you fix a date. For prices and crew hours, read our Sector 47 costs guide instead.
Which Sector 47 societies publish moving rules?
None that we could find, as of October 2026. We searched for move-in or move-out rules, gate-pass forms and shifting hours from these places:
- Malibu Towne's resident bodies, including the notices they run in the Samvada Broadcast newsletter
- Unitech's Uniworld Gardens
- Bestech Park View Spa
- Tarun CGHS
- Urja Towers
For the two tower societies, every result was a property listing. For Malibu Towne, the newsletter carries elections, drains and parking, but no moving procedure. Rules can exist without being online: they are pinned on notice boards, posted in residents' groups or kept at the facility desk. So the first step is an email asking for them.
Who sets the rules for your kind of home?
Sector 47 holds three kinds of governing body, and each draws its authority from a different source. Find your row first; the questions follow from it.
| Your home | Example in Sector 47 | Who decides on moving day | Where that power comes from | Ask for, in writing |
|---|---|---|---|---|
| Plot, floor or condominium flat in a township | Malibu Towne | The resident body for your part of the township; the MCG for the roads | An RWA registered with the District Registrar of Societies; a 2022 transfer order for the roads | Gate entry note, permitted hours, truck number |
| Flat in a tower society | Uniworld Gardens, Bestech Park View Spa | The facility office and the owners' body | The society's bye-laws under the Haryana Apartment Ownership Act | Lift slot, hours, deposit, dues clearance |
| Flat in a cooperative society | Urja Towers, Tarun CGHS | The managing committee and its office | Bye-laws registered under the Haryana Cooperative Societies Act | The bye-law or resolution on moves and letting |
| HSVP plotted house | Plotted lanes outside the gated colonies | Usually no gate staff; the lane is a public road | Municipal rules only | A word with neighbours about parking |
Malibu Towne. The developer describes a 200-acre township in Sector 47 with plots, a condominium and independent floors. Its roads are a public matter now: the DTCP ordered Malibu Towne and Mayfield Garden transferred to the Municipal Corporation of Gurugram, among nine developer colonies, Hindustan Times reported on 10 May 2022. Getting through the gates is a different matter, settled with the guards and the resident bodies. The RWA for the floors is a registered society: Samvada Broadcast reported in August 2024 that its election, with results declared on 9 June 2024, was approved by the District Registrar, Societies and Firms, Gurugram. Which body covers your block is explained in our Malibu Towne newcomer guide.
Tower societies. 360 Realtors lists Bestech Park View Spa with 416 flats, so a lot of households share each service lift. Here the facility office books the lift and the owners' bye-laws set the limits. Our Sector 49 rules guide explains what the Haryana Apartment Ownership Act says about those bye-laws, so we will not repeat it here.
How does a cooperative housing society handle a move?
Through its elected committee, not a developer's team. NoBroker lists Urja Towers in Sector 47 as built by a cooperative group housing society, with 120 flats in two towers, and lists Tarun CGHS in the same sector with 160 flats across five towers.
The law behind such a society is different from the one for an apartment tower. Under sections 7 and 8 of the Haryana Cooperative Societies Act, 1984, a cooperative applies for registration with its proposed bye-laws, and the Registrar registers the society and its bye-laws together. So the rules are a registered document, and the committee that applies them is elected by the members.
What that means for your move:
- Ask for the clause, not just the answer. Request the bye-law or committee resolution covering moving, letting and lift use, so the guard and the office read from the same page.
- Bring the member in. A cooperative's flats are held by its members. If you rent, ask the office whether the request must come from your landlord, the member, and get the landlord to send or sign it if so.
- Leave time for a sign-off. If the office needs a committee member to approve the date, a request made the day before may not be enough. Ask a week ahead.
What happens to the packing waste?
It becomes your problem the moment the truck leaves, and the city is tightening its rules. On 8 October 2025 The Tribune reported that the Municipal Corporation of Gurugram had drafted the Solid Waste Management and Handling Bylaws, 2025, and presented them to RWAs for feedback. The draft proposed:
- five bins at source, with blue for non-biodegradable waste such as cardboard and plastic, and black for e-waste such as old bulbs and batteries
- white bags for construction and demolition waste, the kind left by fitting work
- Rs 200 for a household's first failure to segregate, rising to Rs 1,000 for repeats
- Rs 25,000 to Rs 1 lakh for dumping garbage on roads or public areas, with possible legal action
We found no report that the bylaws have since been notified, so treat these as proposals and check their status. The sensible course is the same either way. Flatten the cartons, bag the plastic and thermocol, and hand them to your society's waste staff or a recycler. Do not leave them on the lane or the green belt outside a plotted house.
Which city rules apply to the truck?
Three apply whatever your society says.
Daily windows. The traffic police's Digi Pass explainer, hosted by GMDA, keeps goods vehicles off its listed roads from 8 am until 10 am, then again from 5 pm until 9 pm. The note is undated, so check that those hours still hold for your truck. Our costs guide shows how those windows shape the loading day.
Metro works. Sector 47 and Subhash Chowk each get a station on the new metro line, says Wikipedia, and civil work on it began in November 2025. Barricades on the highway can move week to week, which is why our Sector 47 page describes a check of the route a day before the move.
Entering Delhi. If your new home is in Delhi, the emission class of the truck matters from November 2026. The leeway Delhi gave BS-IV goods vehicles from other states runs out at the end of October 2026, according to WION in a 30 September report. For routes, timings and papers, read moving between Delhi and Gurgaon.
What papers might the gate or the office ask for?
Expect identity papers more than permits. Last winter Gurugram's District Magistrate used the emergency-order power in the new criminal procedure code (BNSS Section 163) to make housing societies, PGs and house owners record who lived with them, with ID copies, The Logical Indian reported in November 2025. The order ran from 11 November 2025 until the end of January 2026 and has lapsed. Societies that kept the habit may still ask a new tenant for ID copies, so carry them, and check whether a fresh order is in force.
Police verification of tenants and domestic staff is a separate step; our Sector 47 newcomer guide covers the online request and its fee.
What should you ask before you book?
Ask the office at both ends a week before the move, and keep every reply:
- To do: Which body handles move requests here: an RWA, a facility office or a cooperative committee?
- To do: Is there a written rule, bye-law or resolution on moving? Can we have a copy?
- To do: Are there set days and hours for goods to move, including Sundays and holidays?
- To do: Must maintenance or society dues be cleared first, and will the gate want a receipt?
- To do: If we rent, must the owner or member sign the request?
- To do: Which gate and lift do we use, and where may the truck stand to load?
- To do: Is a refundable deposit taken, and how is it returned?
- To do: What do the guards want in advance: the vehicle number, crew names, a phone number?
- To do: Where should flattened cartons and packing waste go?
Our area page notes that in a gated colony such as Malibu Towne, the guards should have the truck number and time beforehand, and that a society flat usually needs a move request and a lift slot. If you must leave before the new home is free, goods can wait in storage, and our household shifting service covers packing to unpacking. Key takeaway
No Sector 47 society we checked publishes moving rules. Find out whether your home answers to an RWA, a tower's owners' body or a cooperative committee, ask that body for its rule in writing, and fit the truck between the city's morning and evening goods-vehicle bans once you have checked their current hours.
Once both offices have replied, share the two addresses and your dates with us, and the day can be planned around their answers.
This page is general information. Its sources are listed with their dates, and we checked them in October 2026. Society rules, municipal bylaws and traffic orders change without notice, so confirm the current position with your society office, the Municipal Corporation of Gurugram and the traffic police before you rely on it.
