No DLF Phase 5 condominium we searched publishes its moving rules online, so your slot, your lift time and your gate pass depend on the estate office, and its answers are worth having in writing. What is written down sits around them: DLF's own clearance conditions for the towers, the national noise rules, the traffic police's truck hours and, if you keep a dog, a 2026 order of the municipal corporation.

This post sets out those written rules and how each one shapes the day. How a move inside a Phase 5 tower runs in practice, from lift protection to packing art and glass, is on our DLF Phase 5 packers and movers page, and costs are in our Phase 5 shifting post.

What is written down for a DLF Phase 5 move?

Seven sets of rules can touch the day. Only some of them are published:

Rule Who sets it Where it is written What it means for the move Check before relying on it
Moving hours, lift booking, deposit, gate pass Your condominium's association, through its estate office Nowhere online for the towers we searched, as of October 2026 Decides the slot and the paperwork Ask for the circular or bye-law in writing
Parking kept inside the complex DLF, as a condition of the phase's environmental clearance DLF's compliance report, period ending September 2023 The truck should load inside, not on the public road Ask which bay the truck may use
Backup power for lifts DLF's clearance papers The same report A power cut need not stop the service lift Ask how it runs while pollution curbs apply
Night-time noise Union environment ministry Noise Pollution (Regulation and Control) Rules, 2000 Quieter limits from 10 pm to 6 am The state's zoning of your area
Goods-vehicle hours Gurugram traffic police An undated Digi Pass note on GMDA's server No goods vehicles on designated roads in the morning and evening peaks Confirm with the traffic police
Pet dogs Municipal Corporation of Gurugram Order reported on 24 June 2026 Registration and renewal are compulsory Fee and renewal period with the corporation
Diesel generators in winter CAQM, the air-quality commission Revised GRAP schedule, approved 28 September 2026 Generator measures now start at Stage I The stage in force on your date

The first row is the one that matters most and the one nobody publishes. The rest of this post fills in the other six, then lists what to ask.

Who answers for your tower?

The association that runs your condominium, through its estate or facility office. DLF's compliance report treats DLF City Phase V as one group-housing project across Sectors 42, 43, 53 and 54, but each tower inside it has its own management, its own guards and its own book of rules. The guard at the gate acts on that office's permission, not on DLF's or the city's.

Our October 2026 search covered the Magnolias, the Aralias, Belaire, Park Place, Westend Heights, Pinnacle, Icon and Royalton, and turned up no moving rules for any of them. For Sectors 53 and 54, our Sector 53 rules post and Sector 54 rules post cover the towers there, including the one set of bye-laws we did find nearby, at Summit. Why a tenant is bound by the same procedure as the owner is explained in our Golf Course Road rules post, so it is not repeated here.

What do DLF's own clearance papers commit the towers to?

More than most residents realise. The phase's group housing was cleared by the Union environment ministry on 8 January 2008, and its expansion, covering the Magnolias, Belaire and Park Place along with club buildings and the golf course, by Haryana's environmental impact assessment authority on 5 October 2010. DLF reports on the conditions every six months. Three of them bear on a move:

  • Parking stays inside. The clearance says there should be no traffic congestion near the entry and exit points on the adjoining roads, that parking should be fully internalised and that no public space should be used. DLF's reply in the report is that its parking plans hold all vehicles within the project. A truck standing on the Golf Course Road service lane for two hours sits awkwardly with that, so ask the estate office for a bay inside and the route to it.
  • The lifts have backup power. Electricity comes from the state's southern distribution company, DHBVN, and the report describes diesel generator sets in acoustically treated basement rooms as backup power for the lifts, the common-area lighting and domestic use. Ask whether that covers the service lift for the whole of your slot.
  • Residential noise standards apply day and night. The clearance asks that ambient noise meet the residential standards, which brings in the national noise rules below.

These are conditions placed on DLF as the project's developer, not rules your association has to copy. They tell you what the towers were designed and cleared for, and they give you a reasonable basis for asking that the truck be let in rather than left outside.

Can the truck load after dark?

It can, but late loading runs into two sets of rules. The Noise Pollution (Regulation and Control) Rules, 2000, in the copy the Central Pollution Control Board publishes, define night as 10 pm to 6 am. In a residential area the limit is 55 dB(A) by day and 45 dB(A) at night. Rule 5A adds that horns may not be used at night in residential areas except in a public emergency, and that sound-emitting construction equipment may not be run at night in residential areas.

The road sets the second clock. The traffic police's note on Digi Pass permits, a PDF on GMDA's map server, bars commercial vehicles from designated roads for two hours each morning, eight till ten, and four hours each evening, five till nine. It gives no date, so treat those hours as a working assumption and confirm them.

Put together, the comfortable window for a Phase 5 move is the middle of the day: the truck in after 10 am and out of the complex before 5 pm. If the tower's slot is shorter than the job, it is better to split the loading over two days than to push it into the night. The noise rules also matter after the move. Whether your association counts a power drill as construction equipment is its decision, but fixing TV brackets, curtain rails and mirrors is a daytime job either way, and your new neighbours will notice if it is not.

Moving in with a dog?

Register it with the municipal corporation. Amar Ujala reported on 24 June 2026 that the Municipal Corporation of Gurugram's commissioner had ordered, with immediate effect, that every pet dog in the corporation's area be registered and the registration renewed from time to time, under the Haryana Municipal Corporation (Registration and Proper Control of Dogs) Bye-laws, 2008. The order, as reported, says:

  • To do: Apply online or at one of the corporation's citizen facilitation centres
  • To do: Bring the owner's identity proof, a photograph of the owner with the dog and a rabies vaccination certificate from a vet
  • To do: Make sure the dog wears the registration token issued by the corporation at all times
  • To do: Keep the dog on a leash outside your premises, and never let it roam free on roads, in parks or on green belts
  • To do: Register at once if the dog belongs to one of the listed breeds, which include the pit bull terrier

Reports since then give different fees and renewal terms, so confirm both with the corporation rather than relying on a news figure. If you are unsure whether your sector falls within its area, the facilitation centre can tell you. Whether the association can stop a dog using the lift is a separate question, covered with the Animal Welfare Board's guidance in our Sector 62 rules post.

What else does a tenant need?

Up to three things beyond the association's form. The first is a letter from the flat's owner, which the estate office may ask a tenant to produce. The second is police verification of the tenancy, which our DLF Phase 1 rules post walks through.

The third applies to rooms rather than flats. On 25 June 2026, ThePrint reported a notice from the town planners' enforcement wing telling people living in PGs, guest houses, hostels and co-living set-ups on residential plots across DLF Phases 1 to 5 to vacate by 30 June, ahead of sealing. A flat in a condominium tower is group housing, not a residential plot. But if you are renting a room in a house in the phase, ask the owner whether the building has received any notice before you book the truck.

Does the winter pollution plan change anything inside the tower?

It can. GKToday reported that the air-quality commission signed off a revised GRAP at its meeting of 28 September 2026, and that measures on running diesel generator sets moved from Stage II to Stage I. Stage I is the mildest of the plan's four stages, so these measures now arrive earlier in a bad-air spell. Since the towers' lift backup runs on such generators, ask the estate office how it handles a power cut during your slot while the plan is in force.

The same revision tightened the rules for older goods vehicles in Stages III and IV. If your goods are going into Delhi this winter, our Delhi and Gurgaon moving guide covers what the truck needs.

What should you ask the estate office, in writing?

Email these questions to the estate office roughly ten days ahead, and save its answers:

Ask Why it matters in Phase 5
Which days and hours may we move, and is there a Sunday or holiday rule? Nothing is published for the towers we searched
Which bay inside the complex may the truck use, and through which gate? The clearance keeps parking inside; the guard needs it written
Is the service lift on generator backup, and how long can it be held for us? Lift time decides the crew size in a tall tower
Is a deposit, fee or no-dues letter needed before goods leave? The gate releases goods only on the office's say-so
What hours do you allow for drilling and fitting after we move in? The noise rules and the neighbours both care
Do you need the dog's corporation registration on file? The June 2026 order makes it compulsory
For a tenant: the owner's letter, police verification, anything else? The estate office deals with owners first

If your old and new buildings give different answers, the tighter one sets the plan. Our household shifting team builds the packing around the slot you are given.

Key takeaway

In DLF Phase 5 the moving rules that decide your day are unpublished, so get your estate office's answers in writing. Around them, the written rules point the same way: load inside the complex, keep the job between the truck curbs and well before 10 pm, register a dog with the corporation, and check the winter pollution stage before the date.

When both buildings have replied, send us the towers, the floors and the date and we will size the crew and fix the start time to suit them.

The sources above were read in October 2026. This post is general information only. Association rules, municipal orders and pollution-control schedules change without much notice; check the current version with each office before relying on it.
