South City 1 (Sector 41) has no society shifting rules in public view: on 20 October 2026 we found no website, rulebook, move form or fee list for the colony's RWA, and none for its three apartment complexes either. The rules that do bind a move here come from outside bodies, namely the Municipal Corporation of Gurugram, the town planning department, Gurugram Police and the traffic police, and each one is set out below with its date.
Where nothing is written down, we say so and list the questions that will get you a straight answer.
Who sets which rule in South City 1?
Since 2020 the colony has been the municipal corporation's to maintain. The January 2026 notice from Unitech's government-appointed board says South City 1 was handed over to the MCG that year, and places it across Sectors 30, 40 and 41. Beside the lettered blocks of plots, Unitech's township page lists three group-housing complexes: The World Spa, Uniworld City and The Palms. That gives a move here up to six rule-makers:
| Body | What it controls on moving day | Anything published? | Latest dated item we found | Status |
|---|---|---|---|---|
| South City 1 RWA | Notice to block guards, use of the lane | No | June 2025: removed some of its own gates | Ask in writing |
| Complex maintenance office (The Palms, Uniworld City, The World Spa) | Lift, gate, hours, deposit | No | None | Ask in writing |
| Town and Country Planning (DTCP) | Gates on internal roads; commercial use of houses | Yes, via enforcement reports | September 2026: sealing in B Block | Check your building |
| Gurugram Police | Checks on tenants and household help | Yes | Undated web page; a 2025–26 order has lapsed | Current |
| MCG | Dogs, waste, property tax | Yes, partly | June 2026 dog order; waste bylaws still in draft | Check waste status |
| Traffic police | Goods-vehicle hours on main roads | Yes | Undated note | Check before booking |
Has the RWA published anything about moves?
No. Nothing turned up for South City 1 in our searches: no shifting policy, gate-pass form or move charge. The association may still keep a circular in its office, so absence online does not prove absence.
What is on record shows the RWA does act on access. When the town planning department pulled down unauthorised gates in June 2025, the colony's RWA took down 15 gates itself, according to The Architecture and Planning News. Put your questions to it in writing:
- Does it want advance word of the moving date, the vehicle's registration or who is in the crew, and with what notice?
- Is any fee or refundable deposit charged, and which written decision sets it?
- Does a tenant need a letter from the owner?
- Are MCG works or digging planned on your block road that week?
If a payment is asked for, take a receipt. Gurgaon has no city-wide rate for this, as the NoBrokerHood guide to move-in charges points out.
What about The Palms, Uniworld City and The World Spa?
Each runs like a tower society, with a maintenance office that books the lift and briefs the gate, but none had move rules online when we looked. In complexes registered under Haryana's apartment ownership law, the bye-laws govern common areas such as lifts and lobbies; how that works is explained in our Sector 49 rules guide. Ask the office for:
- The permitted hours and days for moving goods, as a circular or an email.
- Which lift is set aside, and whether it needs padding put up first.
- Any refundable deposit, and the date it comes back.
- Whether maintenance dues must be cleared, and whether the guard needs proof.
Renting a floor or a room? Check the building first
This is the rule most likely to upset a South City 1 move in 2026. On 10 September 2026 The Tribune reported a two-day drive in Sushant Lok 1 and South City 1 against hotels, PGs and guest houses run from residential plots against their approved plans. In B Block of South City 1 the department sealed a 20-room hotel at B-2, PGs of 32 and 39 rooms at B-79 and B-80, and a 27-room guest house at B-11. Officials told the paper that stilt floors meant for parking had been put to commercial use, and that their survey of licensed colonies was about 90 per cent done.
The same enforcement office had issued an advisory for DLF Phases 1 to 5 in June 2026. It asked tenants and paying guests to check the legal status of their premises themselves, and said the department would not answer for any loss caused by sealing, The Tribune reported on 24 June. That advisory named DLF, not South City 1, but the B Block action shows the drive has reached this colony.
Before you pay a deposit or book a truck for a room or a floor let room by room, ask the landlord whether any notice has been served on the property, and get the answer in writing. A sealing order on moving week would leave your goods with nowhere to go; if dates slip, storage can hold them.
What do the police require?
A verification form for every tenant and domestic worker. The Gurugram Police page says to fill in the form, submit it at the police station that covers the address with the supporting documents, keep one copy, and hand one to the RWA president. On a plotted lane with no facility office, that copy may be the only formal record of your move the RWA ever sees. Online filing is covered in our South City 1 newcomer's guide.
Stricter orders appear from time to time. An order issued by the District Magistrate under BNSS Section 163, which ran between 11 November 2025 and 31 January 2026, made landlords and societies record everyone living on their premises with copies of identity papers, The Logical Indian reported. It has expired; ask the police station whether anything similar is in force when you move.
Which MCG rules touch a move?
Three, now that the corporation runs the colony:
- Dogs. All pet dogs within MCG limits must be registered and the registration renewed, according to an order of the MCG commissioner that Amar Ujala covered on 24 June 2026. The application needs an identity document, the dog's photograph and proof of its rabies shots, online or at a citizen facilitation centre.
- Packing waste. In December 2024 the Divisional Commissioner told municipal and police officers to fine and file FIRs against people dumping garbage in open spaces, including vacant plots and roadsides, The Tribune reported. Draft bylaws with five colour-coded bins followed in October 2025, per another Tribune report; we found no notice that they took effect, so check. Cartons and bubble wrap should go to the colony's collectors or a recycler, never the empty plot across the lane.
- Property tax. An owner selling or letting a floor can find the property ID, pay any dues and print a no-dues certificate on the ULB Haryana portal.
When can the truck run, and can a barrier stop it?
Book around two traffic police windows: goods vehicles may not use designated roads in a morning spell of 8–10 am or an evening one of 5–9 pm, according to an undated Digi Pass note on GMDA's site. Confirm the hours before the day.
A gate should not stop the truck in daylight. A Deputy Commissioner's directive reported by PropNewsTime in February 2025 keeps gates on licensed colonies' internal roads open by day and allows only manned boom barriers under CCTV. The guard may still log the vehicle. The full gate history, the metro and flyover works nearby and the Delhi entry charges are in our South City 1 costs and access guide.
Winter adds one more rule, for the family car rather than the truck. In December 2023, while GRAP Stage III was in force, Haryana's transport commissioner barred BS-III petrol and BS-IV diesel light motor vehicles from Gurugram and Faridabad districts until 7 January or until Stage III was lifted, The Tribune reported. If your car is in those classes and the move falls between November and January, check the current GRAP stage, or send the car on a carrier.
What to settle a week before the move
- To do: Write to the RWA with your date, block, plot number and truck details, and keep its reply
- To do: In The Palms, Uniworld City or The World Spa, get the lift slot and hours in writing
- To do: Ask about any fee or deposit, and take a receipt if you pay
- To do: If you are renting a room or a let-out floor, ask the landlord in writing whether a DTCP notice has been served
- To do: Make sure police verification is filed, with a copy to the RWA president
- To do: Register or renew your dog with the MCG
- To do: Arrange for packing waste to go to a collector, not a vacant plot
- To do: Time the drive so the loaded truck misses both traffic police curbs, morning and evening
- To do: For a November to January move, check the GRAP stage if your car is BS-IV diesel or BS-III petrol
When the two homes set different hours, we pack the day before and keep the loading short; our household shifting page describes the day. Next door, the Sushant Lok 1 rules guide covers the other colony in the September drive.
Key takeaway
Neither the South City 1 RWA nor its three apartment complexes publish shifting rules, so ask each in writing. The rules that apply are public ones: town planning's 2026 sealing of hotels and PGs in B Block, tenant and staff checks filed with the police, one copy going to the RWA president, dog registration under the MCG's June 2026 order, fines for dumping waste, and the morning and evening truck curbs.
Our packers and movers in South City 1 page sets out how we plan floors, lanes and downsizing moves in the colony. When the dates are settled, tell us the block, plot and floor at both ends through our contact page.
This page is general information, drawn from the sources listed and checked on 20 October 2026. Any of these, from RWA habits to district orders, MCG bylaws and traffic curbs, may be revised at short notice; check each with the body concerned before acting on it.
