No residents' association or group-housing society in Sector 31 had moving rules online when we searched in October 2026, so the rules that bind you come from elsewhere: HSVP's limits on how a plotted house may be used, the traffic police's hours for goods vehicles, and police verification if you rent. For anything else, such as a move-out pass, a lift slot or permitted hours, you have to ask the RWA or society office directly and get the answer in writing.

This guide sets out each published rule with its date, flags where nothing has been published, and gives the questions to ask. For the lanes, the truck and the weather, see our Sector 31 packers and movers page.

Whose rules apply to your move in Sector 31?

That depends on what kind of home you are in. Sector 31 is one of the older sectors: The Tribune, in a 2019 report, noted that most sectors numbered 24 to 57 were developed after the 1990s, but not Sectors 31 to 38. Square Yards lists HUDA, now HSVP, among the sector's developers and shows independent houses, builder floors and apartments on offer, while Raheja Developers places its Atlantis group housing in Sectors 31 and 32.

Type of home Ask Rules found online, Oct 2026 What to settle in writing
Original house on an HSVP plot Sector 31 RWA, if active on your block; neighbours None found Whether the RWA wants notice of the date
One floor of a rebuilt plot The owner; other floors' occupants None found Shared staircase and gate on the day; who parks where
Flat in Raheja Atlantis The society or maintenance office None found Move pass, lift slot, permitted hours, deposit, dues
Stilt or floor rented as an office The owner None found What use the building is permitted for

"None found" means we could not find a published circular, not that no rule exists. A notice board in the lobby or an RWA WhatsApp group may carry rules that are not online. Ask for them.

What applies in Raheja Atlantis and other apartment blocks?

Society rules, backed by state law where the building is registered under it. We could not confirm from public records whether Raheja Atlantis is registered under the Haryana Apartment Ownership Act, 1983, so ask the office. Where a building is covered, the Act binds each owner to the bye-laws and to the terms of the deed of declaration, and lets the board of managers go to court over dues, damage or breaches. The bye-laws are also where rules on the use of common areas are set, and lifts, lobbies, driveways and basement ramps are common areas.

In practice:

  1. Rules come from the office, not the Act. The Act names no timings or charges for moves. Hours, deposits and lift slots come from the society.
  2. Tenants act through the owner. The owner is the party bound by the deed, so ask your landlord to confirm the move request to the office.
  3. The basement matters. The developer lists double-level basement parking for Atlantis. Ask whether a goods vehicle may use the ramp, and what height it allows, or whether loading happens at the surface.

Can you move an office into a Sector 31 house?

Check before you sign. Two published rules bear on this.

First, stilts are for parking. When Haryana allowed a fourth floor on residential plots, it made stilt parking a condition, The Tribune reported in January 2023. The same report found aluminium-and-glass cabins built into stilt floors in Sector 31 and used as offices or stores, and noted that a lift and a guard room are permitted in the stilt, but not cabins carved out of the parking.

Second, HSVP has said it will act against commercial use of houses. In November 2024 The Tribune reported that schools, hospitals, guesthouses, gyms and company offices were running from homes in Sectors 14, 15, 17, 31 and 46. HSVP planned a door-to-door survey, starting with Sectors 14, 15 and 17, and its estate officer said properties illegally used for commercial purposes would be taken over. Two days earlier the city's RWA federation had complained that HSVP enforcement was still inactive and that Sector 31 and others were turning into commercial sectors.

We have not found a later report of that survey reaching Sector 31, so its status in October 2026 is unclear. Before moving desks and files into a stilt or a floor here, ask the owner what use the building is permitted for, and whether HSVP has served any notice on it. If the answer is vague, the risk of a later notice falls on the business that moved in.

Do you need police verification as a tenant?

Expect your landlord to ask for it. Haryana Police lists tenant and paying-guest verification as an online service that either the owner or the tenant can request, at a fee of Rs 50; verification of domestic help, requested by the employer, is listed at the same fee (checked October 2026). Have ID and address proof for every adult ready before moving day, so the keys and the security desk are not held up. If you will employ a cook, driver or other household staff at the new address, file their verification once you have their details.

When can a moving truck use Gurugram's roads?

The city's limits on goods vehicles sit on top of anything your RWA says. What has been published, oldest first:

  • January 2020. Replying on X, the Gurugram Traffic Police listed two daily no-entry spells for heavy vehicles, the morning one from 8 to 10 and the evening one from 5 to 9, stretched to 10:30 pm on Monday and Friday. This is more than six years old; treat it as a guide only.
  • Undated note. A traffic-police note hosted by GMDA repeats those two windows for commercial vehicles, but only on roads it designates, and offers digital permits to essential services. Whether a particular household-shifting tempo counts is not stated.
  • January 2026. Ahead of Republic Day, entry into Gurugram and Delhi was closed to medium and heavy goods vehicles twice: first over the night of 22–23 January, from 5 pm to 1:30 pm the following afternoon, and again over the night of 25–26 January with the same hours, Millennium Post reported. Plan a late-January move around a similar window.
  • May 2026. For work on the Manesar flyover, heavy vehicles travelling from Jaipur towards Delhi were restricted between the Pachgaon Chowk KMP flyover and IMT Chowk, Manesar, from 9 am to 9 pm daily, The Tribune reported on 16 May 2026. This matters for a long-distance load arriving in Sector 31 along NH-48 from the south. Check whether it is still in force.

For any date, ask the traffic police helpline or check their latest posts the week before. We plan loading and the drive to fall outside the no-entry windows.

Is there a rule about the lane outside your gate?

Not one aimed at moving, but the lane is public road. On 9 August 2026 The Tribune reported an MCG public notice saying unauthorised ramps built over public roads and streets had cut the usable width and blocked traffic, and telling owners to regularise such structures or face action, with enforcement costs recovered from them. The notice covers the whole city, not Sector 31 alone. For a move, it means two things: your truck cannot claim a neighbour's ramp or frontage, and the space it can use is often narrower than the lane looks on a map.

Since no rule reserves space for a moving vehicle, agreement with your neighbours is what works. Tell them the date and the hours the evening before.

What should you ask before booking?

Put these questions to the RWA, the society office or your landlord about seven days ahead, for the home you are leaving and the one you are moving into:

  • To do: Does the RWA or society want written notice of the date, the truck number or the crew's names?
  • To do: Are any dues to be cleared before a move-out pass or no-objection is given?
  • To do: What days and times does the office allow for moving goods, and can you have that in writing?
  • To do: In Raheja Atlantis: which lift, which gate, the ramp height, and any refundable deposit?
  • To do: If you rent, has the owner confirmed the move to the office, and filed or agreed to your police verification?
  • To do: If you are moving an office, what use is the building permitted for, and has any notice been served?
  • To do: Are neighbours told, and is there a spot where the truck can stand without blocking a gate?

A home move is covered on our household shifting page, and desks, IT and files on office relocation. If the move-out and move-in dates leave a gap, goods can wait in storage. Moving across the city, or to Gurgaon for the first time? Our Gurugram moving guide covers the wider picture, and our guide to neighbouring Sushant Lok and South City 1 compares the areas next door.

Once the replies are in, share both addresses and your preferred date and we will send a written quote.

That is general information only, taken from the sources above and checked in October 2026. HSVP, the RWA, your society and the traffic police can each alter their rules at short notice; confirm the current position with them before relying on it.
