No Sector 69 society we searched puts its moving rules online, so permission for your move comes from the estate or maintenance office of your own society, and because six Tulip projects stand side by side, it has to name that society, tower and gate exactly. Above the society sit city rules with dates attached: tenant verification at the police station, the daily hours when goods vehicles are kept off the roads, and, from 1 November 2026 to 31 January 2027, Delhi's bar on older vehicles, trucks included, registered outside the capital.
How our crews plan the gate, the lift and the SPR on the day is the subject of our page on packers and movers in Sector 69 Gurgaon. Prices and crew time are in our Sector 69 costs post, and the buildings' quirks, from concrete walls to Tulip Yellow's car-free lawns, in the Sector 69 newcomer guide. This guide is only about permission: whose rules bind you, who signs, and which dates to plan around.
Whose rules bind a move in a Sector 69 society?
Your society's bye-laws, under a 1983 state law. The Haryana Apartment Ownership Act says three things that reach moving day:
- Owners must follow the bye-laws. Under Section 7, each owner is held to the bye-laws, and to whatever covenants and restrictions the declaration and the deed of apartment set out; breaking them can lead to a claim for damages or an injunction.
- The bye-laws cover the common areas. Under Section 16, the bye-laws govern how the property is run, including the upkeep and use of the common areas and facilities, which is where lifts, lobbies and gates belong.
- Tenants are bound too. Section 24(1) brings tenants, owners' employees and any other person who uses the building under the Act, the declaration and the association's bye-laws.
So a renter cannot set aside a lift rule because the lease is silent on it, and the crew that carries your goods works under the same rules as you.
Who enforces those rules is less tidy in Gurugram. ThePrint reported on 18 August 2026 that an apartment owners' association under the 1983 Act is tied to owning a flat, while a residents' welfare association is a separate body, usually registered under Haryana's 2012 law on societies (the HRRS Act). In some projects the builder still collects maintenance because no residents' body is working yet, and some owners have waited years to become members. For a move, the useful question is simple: who signs move approvals at your society today, the builder's facility team, the owners' association or the RWA?
Which office do you ask at each Sector 69 address?
The one for your own society, never its neighbour's. We searched on 29 October 2026 for published moving rules at each address:
| Your address | What the record shows | Ask this office | Rules found online |
|---|---|---|---|
| Tulip Lemon | Tulip's first affordable project, about 754 flats | Lemon's estate office; ask who signs approvals now | None |
| Tulip White | 3 BHK towers A-1 to A-9; Tulip puts the families at about 300 | White's own office | None |
| Tulip Purple | 4 BHK towers B-1 to B-7, beside White | Purple's own office, not White's | None |
| Tulip Leaf | One tower of 20 storeys | The tower office | None |
| Tulip Violet | 25 towers; towers A9 and A10 of an extension launched | Violet's office; ask how the extension site affects gates | None |
| Tulip Yellow | First phase handed over; work continues | Yellow's estate office | None |
| Golf Heights, Smartworld Sky Arc | See our newcomer guide for their records | The developer's or society's office | None |
The second column draws on Tulip's project list and its pages for Tulip White and Tulip Purple. "None" means only that nothing was posted where a resident could read it; your office may still hold a circular, so ask for a copy.
White and Purple sit next to each other, as Tulip's own pages say. Treat them as two separate gates: if you are moving between them, apply to both offices and give each the same date and truck number.
What changes in Tulip Lemon?
Possibly who signs, and certainly how busy the lifts are. Tulip describes Tulip Lemon as its first affordable housing project, with six towers of two-bedroom flats and one of one-bedroom flats. If the colony was licensed under Haryana's 2013 affordable housing policy, its developer runs upkeep only for a fixed spell after the occupation certificate before an owners' association takes charge; our Sector 70 rules guide quotes the clause. We could not confirm Lemon's licence or its certificate date, so ask the office for both, and for the name of whoever approves moves today.
The lift point needs no paperwork. About 754 flats spread over seven towers is roughly 108 households to a tower on average, each sharing its lifts. Ask how long a move slot lasts and whether weekend slots run out first.
What do society offices check before a move?
Papers, the slot and money owed. When MyGate surveyed gated communities for a report published on 16 July 2025, 72% said they often ran into trouble with moves. The problems they named most were incomplete documents (68%), moves at times nobody had approved (64%) and unpaid dues (60%). On scheduling, 48% preferred flexible timing with notice, and 36% enforced pre-approved slots.
That gives a plain order of work for a Sector 69 move:
- Documents first. An owner shows the sale deed or possession letter; a tenant shows the rent agreement and, often, a note from the owner.
- Then the slot. Get the date, hours and lift in a message you can show the guard.
- Then dues. On moving out, clear maintenance and utility bills before asking for the gate pass.
Fees vary. NoBrokerHood's guide of 18 September 2026 gives approximate Gurgaon figures: a non-refundable admin fee of Rs 500–2,000 in some communities, a shifting fee of Rs 1,000–5,000 or more in others, and a refundable deposit of Rs 5,000–25,000 where one is charged. These are not set rates, so ask your office for its own figure, what it covers, and how a deposit comes back.
What if your tower stands next to a building site?
Then ask which gate is for residents' goods. Tulip lists Tulip Yellow's first phase as handed over, yet the project's registration with the Haryana regulator gives 31 December 2027 as the likely date for completing it. Next door, Tulip is selling towers A9 and A10 of Tulip Violet's extension.
Three questions settle most of it:
- Does the moving truck use the residents' gate or a service gate, and is either one blocked by site traffic at certain hours?
- Will the guards ask for your possession letter before goods come in?
- At Tulip Yellow, where ground level is kept free of vehicles, where may a goods vehicle stand, and which lift carries furniture?
Where does a tenant file police verification?
At the station that covers the flat. Gurugram Police's verification page, read on 29 October 2026, asks the owner to download the tenant form, fill it in and submit it with documents at the police station concerned, then keep one copy and hand another to the RWA president. The same page offers an online application and a tool to look up each station's area. Check your block there, and settle in the rent agreement who files the form.
When can the truck move on Sector 69's roads?
In the middle of the day. A traffic police note on Digi Passes, hosted on GMDA's site and read by us on 29 October 2026, lists two no-entry spells for commercial vehicles on designated roads: the morning peak, 8–10 am, and the evening stretch from 5 pm until 9 pm. As the note is undated, check it again near your move. A loaded truck coming in by the SPR or Sohna Road should arrive after 10 am and leave the main roads by 5 pm, with the society's own hours fitted in between. Sunday is our office's closed day, so a move the society allows only at weekends has to be on a Saturday. Road works on the SPR side can also shift an entrance, so ask your office in the week of the move whether any gate has changed.
Which dated rules matter for a winter 2026 move?
Mostly the ones on trucks bound for Delhi:
- Delhi's winter plan, 1 November 2026 to 31 January 2027. The plan, which The Hindu reported on 28 September 2026, turns away outside-registered vehicles below the BS-VI standard. CNG and electric vehicles are exempt, and WION Drive added on 23 October 2026 that a relaxation for some older goods vehicles ends on 31 October.
- GRAP Stage I was called for the NCR on 21 October 2026, All India Radio reported, and it does not stop goods vehicles.
- If Stage III is called, the revised schedule approved in September 2026 adds limits on diesel goods carriers, light or medium, that are BS-IV or below and registered outside Delhi, entering the capital. The schedule also keeps restrictions on older light motor vehicles, BS-III petrol and BS-IV diesel, in Gurugram and now Sonipat, so check what is in force on your date if you planned to carry boxes in an older family car.
We found no stage above Stage I by 29 October 2026. For a Delhi move, ask the truck's emission class when you book; entry permissions and Delhi-side hours are in our guide to house shifting in Delhi.
What should you settle before booking?
- To do: Who signs move approvals at your society today: builder, owners' association or RWA
- To do: The society's hours, days, lift and loading point, in a message
- To do: Any admin fee, shifting fee or deposit, and how the deposit is refunded
- To do: A dues certificate before a move-out
- To do: Both offices' approval if you are moving between two Tulip societies
- To do: At a phase beside a building site, the gate for household goods
- To do: Tenant verification filed at the station covering the new flat
- To do: A truck arrival between 10 am and 5 pm, Monday to Saturday
- To do: For Delhi after 31 October 2026, a BS-VI, CNG or electric truck
When the handover dates at the two ends do not match, goods can wait in our warehouse, and the packing and setting up are covered on our household shifting page.
Will the society's rules change what you pay?
They move the timing more than the band. The owner's indicative October 2026 figures for a move inside the city, also on our Gurgaon page, go from Rs 15,000 at the top of the three-bedroom range (which starts at Rs 12,000) down to Rs 4,500 for the smallest one-bedroom job (up to Rs 7,000), with two bedrooms priced at Rs 8,000–12,500. Four-bedroom flats and penthouses, common in Purple and Violet, are priced after a survey. A short lift slot, a long carry from the loading point or a change of truck for Delhi in winter can push a job up its range.
Key takeaway
Sector 69's societies publish no moving rules online, but the 1983 Apartment Ownership Act binds owners, tenants and movers to each society's bye-laws. Ask your own Tulip office, not the one next door, who signs approvals, get hours, lift and fees in writing, clear dues, keep the truck to the 10 am–5 pm gap, and for Delhi after 31 October 2026 choose a truck rated BS-VI, or one on CNG or battery power.
When your society has replied and the date is set, send us both addresses and we will quote in writing.
This guide is general information, not legal advice. We read every source listed on or before 29 October 2026; societies, the police, CAQM and the Delhi government can change their rules, so check again before moving day.
