No RWA or building in Sector 46 publishes move-in or move-out rules that we could find on 5 November 2026, so the permission you need comes from your landlord and the residents' body of your pocket, and it is worth getting in writing. The rules that are written down are the city's: Gurugram's daily truck bans, parking drives on the Sector 39/46 road, a ban on running a business from a residential plot, and Delhi's winter limits on trucks from other states.

This post covers permission and timing only. Our packers and movers in Sector 46 Gurgaon page explains how the crew handles the market, the lanes and the vehicle on the day, and your police station, PIN and tenant form are in the Sector 46 newcomer's guide.

Who gives permission in each part of Sector 46?

It depends on the pocket, because Sector 46 is not one society. Most of it is plotted HUDA land; Greenwood City's blocks and Jal Vihar Colony make up the rest, and each pocket has its own residents' body. None of them posts moving rules online.

Where you live Who to ask What the public record shows Ask first
Floor or house in the HUDA blocks The owner; the Sector 46 RWA An active RWA, which in 2017 allotted sheds to ironing vendors and fixed their rates (CitySpidey) Whether the RWA wants notice, and where the truck may stand
Flat or floor in Greenwood City The owner; your block's RWA MCG maintenance since August 2022; block-level RWAs (below) Old dues to the developer's agency; gate entry for the truck
Jal Vihar Colony The owner; the colony RWA An RWA member quoted by the Tribune in April 2025 Lane width and carton disposal
Standalone apartment building The owner or the building manager NoBroker listings with maintenance charges of Rs 500 to 3,000 a month Lift hours, any fee and who holds the deposit

One mover-comparison site states that Sector 46 has no move-in fees or RWA formalities. We found no record either way, so ask, and keep the answer.

What changed in Greenwood City when MCG took over?

Maintenance moved to the city, but not everything else. MCG took charge of the colony on Monday 29 August 2022, according to a Times of India report republished by Prithvi Estates, after the Department of Town and Country Planning had ordered it to take over nine colonies. The points that matter for a move:

  • Who looks after what. Roads, water supply, sewers, parks, streetlights and sanitation went to MCG. Unsold plots, commercial buildings and clubs stayed with the developer, and the electrical network was to pass to DHBVN or another provider.
  • Old dues survive. MCG's statement said residents still had to clear any outstanding dues to the maintenance agency the developer had nominated.
  • Blocks speak for themselves. Residents described six blocks; the report quoted the RWA president of Blocks B and C and a separate RWA president for A Block.

So a seller or tenant leaving Greenwood City should ask the block RWA whether any dues are recorded against the flat, and get a written no-dues note before the truck comes. A newcomer should ask the same block body how the guard at the gate wants to be told.

Where can the truck stand?

On your lane, not on a main road's service lane or cycle track. In a drive reported by the Tribune on 3 June 2025, GMDA and MCG cleared encroachments from the Sector 39/46 dividing road near Unitech Cyber Park. The report said:

  • the cycle tracks and two-wheeler lanes on that road were being used as illegal parking;
  • MCG had already towed parked vehicles there on four visits;
  • traffic police issued 28 challans worth Rs 15,000 for wrong parking during the drive;
  • GMDA said more such day and night drives were planned on master and service roads.

A truck parked on that service road to load would stand where those drives are meant to keep clear. Tell your neighbours the date, ask them to leave the lane clear for the morning, and agree with the driver beforehand where the vehicle will wait.

Can you move a clinic, office or coaching class into a Sector 46 house?

Not without checking what the plot is allowed for. The Tribune reported on 13 November 2024 that RWAs had written to the Chief Minister about houses in HSVP sectors being turned into schools, hospitals, gyms, guesthouses and political offices, naming Sector 46 among the older sectors worst hit. An HSVP enforcement survey from 2023, quoted in the same report, found illegal commercial use to be the biggest problem in 70% of HSVP sectors, and the city's RWA federation said there are "clear rules" against it.

If you are moving a practice or a small office rather than a household, ask HSVP's estate office in writing what use your plot allows before you sign the lease or book the move.

When can the truck run?

Between Gurugram's two daily truck bans. A Gurugram Traffic Police note, kept on a GMDA server, closes the city's designated roads to commercial traffic for two spells each day, first from 8 am until 10 am, then from 5 pm until 9 pm. The note offers a digital pass for those hours and names healthcare, tent, catering, food supply, manufacturing and e-commerce firms among its users; it does not mention household moves. The note is undated, so check it again close to the day.

What happens to the cartons and packing waste?

Ask before the day, because rubbish is already a sore point here. The Tribune reported on 22 April 2025 that an open space behind the HUDA market had filled with garbage spilling onto the roads. Residents blamed collectors from the private door-to-door agency for dumping it there, and the area's senior sanitation inspector said he would place trolleys at the point and keep the waste moving to Bandhwari.

A move leaves a lot of flattened cartons and plastic. Keep reusable cartons for the next move, ask the door-to-door collector when bulky packing can be handed over, and do not leave it on a vacant plot. That is the kind of dumping residents complained about.

Which Delhi and air-quality rules apply this winter?

Two: one for goods going to or from Delhi, and one for the whole NCR.

  • Older outside trucks are out of Delhi. Any truck or car registered outside Delhi and short of BS-VI is barred from the city until 31 January 2027, under a winter rule that began on 1 November, UNI reported on 26 October. The separate allowance for BS-IV goods vehicles ended with October, and Logistics Insider wrote on 2 November that the bar had taken effect.
  • GRAP Stage II. The National Herald reported on 3 November 2026 that CAQM had brought in Stage II across the NCR, with mechanical sweeping, water sprinkling and measures aimed at vehicles, industry and waste burning. Up to 5 November we had seen no order for Stage III. Make sure the truck's pollution certificate is current.

Which answers should you collect before booking?

  • To do: Which body to tell: the Sector 46 RWA, your Greenwood City block RWA or the Jal Vihar Colony RWA
  • To do: Whether any notice period, fee or deposit applies, with a receipt
  • To do: In Greenwood City: a written note that no old maintenance dues remain
  • To do: Where the truck may stand on your lane, agreed with the neighbours
  • To do: Loading timed between the two truck bans, Monday to Saturday when our office is open
  • To do: For a business: HSVP's written answer on what the plot may be used for
  • To do: A plan for cartons that does not end on a vacant plot
  • To do: For a Delhi address: a BS-VI, CNG, LNG or electric truck in the booking

Key takeaway

Sector 46 society shifting rules are not posted online. Ask your landlord and the RWA of your pocket, whether that is the Sector 46 RWA, a Greenwood City block RWA or Jal Vihar Colony's, and keep the reply. In Greenwood City, clear any old dues to the developer's agency before leaving. Keep the truck off service roads and cycle tracks, load between the morning and evening truck bans, and for Delhi this winter book a BS-VI vehicle.

How do these rules change the quote?

Only within its band. Our owner's indicative October 2026 figure for two bedrooms is Rs 8,000–12,500 with both ends in Gurgaon, rising to Rs 10,000–13,500 when the goods go to Delhi; the one- and three-bedroom bands are listed on our Gurgaon page and in the newcomer's guide. A long carry from a truck parked away from the gate, a passenger lift too small for the sofa or a narrow window between bans adds hours, and hours are what move a quote up its band.

Please read this page as general information, not legal advice. It rests on the sources above, each read on 5 November 2026. RWAs, MCG, HSVP, the traffic police and Delhi's authorities can change a rule at short notice, so confirm what you rely on in the week of the move.
