No published rulebook covers moving day in Udyog Vihar: HSIIDC, which developed the estate, sets rules for plots, not for gate hours, goods lifts or passes, so those come from your plot owner or facility team. What is written down applies to the business and the truck, namely a GST address amendment within fifteen days, labour-registration updates, the building's fire safety certificate, e-way bill rules for business goods and Gurugram's no-entry hours for commercial vehicles.

Which bodies set the rules in Udyog Vihar and Sector 18?

Several bodies, each for its own part. Udyog Vihar is an industrial estate built by HSIIDC, the state's industrial and infrastructure development corporation, and HSIIDC's own table for it also lists the older Sector 18 industrial estate, dating from 1970. Within that estate, each plot belongs to an allottee, and many plots are let to offices and units.

"None found" means we could not find anything published online, not that no rules exist. A multi-storey office block usually has a written procedure at its security desk; a single-unit plot often has nothing beyond the owner's word.

Is the plot you are moving into allowed to be let?

Ask before you sign, because it affects whether you can stay. Haryana's Enterprises Promotion Policy of 14 August 2015 says HSIIDC's estate management procedures cover leasing, renting, transfer of plot and change of project. The same policy records that older allottees had committed violations including "unauthorized leasing", and promised an amnesty scheme to regularise them.

For a tenant this means one practical question to the owner: has HSIIDC approved the letting, and is your activity, whether office, IT, garments or a workshop, permitted on that plot? Ask for a copy of the approval. We could not find HSIIDC's current procedures text online, so we cannot say what each clause requires; the owner, or HSIIDC's estate office, can.

What must the business update when its address changes?

The address sits on several registrations, and each has its own clock.

Three notes on that table. First, the CGST Rules we read are the GST Council's consolidated copy of June 2021, so confirm the current wording on the GST portal. Second, the Shops Act changes come from the amendment bill the Haryana Vidhan Sabha published on 18 December 2025, which says it takes effect from 12 November 2025; ask your consultant whether anything changed in the version finally passed. Third, the Occupational Safety, Health and Working Conditions Code came into force on 21 November 2025, according to Taxmann's guide updated on 25 September 2026, so a factory moving premises deals with its registering officer under the Code.

None of this is our paperwork, and we do not file it. We mention it because a move date is the easiest place to start each clock.

Do office furniture and IT need an e-way bill?

Possibly, and it is the one rule that travels in the truck. Rule 138 of the CGST Rules requires every registered person who causes goods worth more than Rs 50,000 to move, including "for reasons other than supply", to file details on the common portal before the movement starts. Rule 55 lets the sender issue a delivery challan instead of an invoice when goods move for reasons other than supply.

An office relocation is exactly that kind of movement: nothing is sold, but desks, computers and stock change address. Ask your accountant whether your consignment needs an e-way bill and a challan, and give us the numbers before loading. A unit moving stock as well as furniture should treat the stock separately, because it is trading goods, not office assets.

What does the fire safety certificate have to do with your move?

It belongs to the building, but you should see it before moving in. Haryana notified new guidelines for issuing and renewing fire safety certificates on 9 December 2025, The Week reported (PTI) on 16 December. Under them, certificates are issued through an online portal once an empanelled agency certifies the building, and fire officers physically check a share of cases at random within 30 days.

What to do with that:

  • To do: Ask the owner for a copy of the building's current fire safety certificate before signing
  • To do: Check that your layout, with new partitions, server room or storage, does not block the exits the certificate assumes
  • To do: On moving day, keep cartons out of staircases and fire exits; the crew stacks inside the office only

When can the truck run in and out of Udyog Vihar?

Outside three sets of limits, two of them published.

City no-entry windows. The traffic police's Digi Pass note, kept on GMDA's server, sets "No Entry Timings" that shut designated areas to commercial vehicles for two hours each morning, 8 to 10, and four each evening, 5 to 9. How the pass itself works is set out in our Sector 54 rules guide.

Holiday curbs. Before Republic Day 2026, medium and heavy goods vehicles were kept out of both cities in two spells, each starting at 5 pm and lifting at 1.30 pm the following day: 22–23 January and 25–26 January, and Hero Honda Chowk and Shankar Chowk were among the junctions where they were diverted, Dynamite News reported. Both junctions are on NH-48, the main road out of the estate.

Your building's hours. Not published anywhere we could find. Many units keep their own gate times, and some office blocks restrict goods to evenings or Saturdays.

Our crews keep 8 am to 9 pm hours, Sundays excepted. A unit going into Delhi must also fit Delhi's limits: trucks that run on Delhi's restricted roads during its restricted hours are required to hold a No Entry Permission from the city's traffic police. Where may the truck stand?

Where the owner or security team says, ideally inside your gate. Sanath Road in Sector 18 was rebuilt with a 10-metre carriageway and shared walking and cycling paths on both sides, according to Elets in August 2026, so cartons should never be stacked on the path. No published rule names a loading spot on estate roads, so we agree one at the survey.

Where nothing is published, what should you ask?

Send these to the owner and the building at both ends, and keep the replies:

  • To do: Has HSIIDC approved the letting, and is our activity permitted on this plot?
  • To do: Which days and hours may goods enter or leave, and is Saturday allowed?
  • To do: Is a material-out pass needed, and what must it list?
  • To do: Is there a goods lift, and can it be held for our slot?
  • To do: Is a deposit taken against damage to floors or lifts, and how is it returned?
  • To do: Can the truck stand inside the gate for the full loading time?
  • To do: May we see the building's current fire safety certificate?
