Cyber City has no housing societies, so a move in or out follows the landlord's building rules, not an RWA's: DLF's published lease terms ask for written approval before furniture or equipment leaves a floor, send goods vehicles to designated loading areas on set routes, and tie lift use to business hours. On the road, Gurugram's daily windows for commercial vehicles apply, and from 1 November 2026 a stricter test decides which trucks may carry the office on into Delhi.

This post covers rules, permissions and timings only. For prices, crew hours and the goods-lift questions, see our Cyber City costs and access post; for how we pack an office here, see the Cyber City packers and movers page.

Who makes the rules for a move in Cyber City?

The landlord does. Wikipedia describes Cyber City as a business district that DLF established in 2003, made up of office towers such as Gateway Tower and Epitome plus the Cyber Hub dining complex; nobody lives on the campus. DLF itself describes ring security, a medical centre and its own fire station for the campus. There is no residents' welfare association, no society NOC and no move-in fee for a flat. The "society" is DLF's building management team in your tower.

As of October 2026 we found no moving rulebook for the whole campus published online. What is public is a pair of lease deeds that DLF Cyber City Developers Ltd signed with a tenant listed in the United States, which that tenant filed with its annual reports to the US Securities and Exchange Commission:

  • A lease filed on 18 July 2017 for floors in DLF Building No. 5, starting on 10 December 2016, with DLF's building guidelines attached as an annexure.
  • A lease form filed on 16 June 2025 for Epitome, Building No. 5, with a lease start of 15 September 2024. It refers to building guidelines but does not reprint them.

Both cover one building. Read them as a picture of what DLF has asked of its tenants, not as the text of your contract. Your own lease, and any newer guidelines DLF has issued since, decide what applies to you.

What do DLF's published lease terms say about moving furniture and IT?

More than most tenants expect. These are the clauses that touch a move:

Rule Where it appears What it means for the move
Machinery, equipment, safes or furniture may move in or out only with the Building Manager's written approval 2016 building guidelines Ask for the approval before you fix a crew date
That movement is allowed during normal business hours only 2016 building guidelines Night work needs a separate written approval
Seven days' notice before machinery, plant or equipment comes into the building, following DLF's routing directions 2016 building guidelines Servers, UPS units and racks for the new floor need a week's notice
Goods vehicles use the spaces set aside for loading, on the routes and at the times the landlord sets, and their registration numbers must be given Both leases Send the truck number ahead; the truck goes where it is told
Loading docks and service yards are for loading at designated times, never for storing goods or parking 2016 building guidelines Cartons cannot wait in the bay for a late truck
Trolleys need rubber wheels, with rubber strips on their edges, and the tenant pays for damage 2016 building guidelines Damage to lifts or walls is billed to your company
Only packed or covered material goes in the service lift 2016 building guidelines, in its fit-out section Loose items travel in cartons or wrapped

The approval is the tenant's to obtain, because the lease is between the tenant and DLF. Your admin team raises it; we send the crew names, the vehicle number and a supervisor's phone number on the day you ask, so the request goes in complete.

Which hours count as business hours, and what does after-hours work cost?

Both leases build their maintenance charges on "12 x 5.5" business hours: 8 am to 8 pm, Monday to Friday, and 8 am to 2 pm on Saturday, with Sundays and public and national holidays excluded. Lift service is promised within those hours. Outside them, a tenant may use the lifts only with prior written approval and on payment of extra-hour charges, though the leases say one lift in the building will keep running after hours, barring breakdowns or maintenance.

The 2025 form prices those extra hours at Rs 0.13 per square foot per hour on the gross leasable area of the full floor, even when the tenant leases only part of it; an alternative line charges Rs 0.23 per square foot per hour on the tenant's own area. On the first rate, a floor of 20,000 square feet would cost Rs 2,600 for each extra hour. Your lease may carry a different figure, so ask the building manager for the rate in writing.

That matters for the plan. Our crews are out between 8 am and 9 pm from Monday to Saturday, and do not work Sundays. Under these leases, a Saturday move that runs past 2 pm, or weekday loading after 8 pm, falls outside normal hours and needs both the approval and the fee. A Saturday morning slot, or daytime loading with the team working around it, sits inside them.

What must be settled before the lease ends?

Money, and the date. The 2025 form says that if any amount is due when the lease ends, the tenant "shall not be allowed to remove" its equipment, furniture, fixtures and other movable assets until all dues are paid, and DLF may adjust the security deposit against what is owed. It also sets a daily charge for staying past expiry: three times the last monthly rent, divided by 30. The 2016 lease adds that, once any time allowed for removal has passed, the landlord may move what is left to another place itself.

So the order is: settle dues, get the clearance in writing, then book the truck, with the last load leaving before the expiry date rather than on it. If the new floor will not be ready in time, part of the office can wait in our warehouse instead of running up occupation charges.

What fire rules apply while the floor is being emptied?

The leases are strict about common areas. The tenant may not use fire exits, basements or other common areas for storage, and may not obstruct corridors, fire exits, staircases, lobbies, the basement or the parking. The 2016 guidelines add that exit routes from the premises must be clear "at all times", that sprinklers must not be obstructed, and that the building is a no-smoking zone where even matchboxes and lighters are not allowed.

On moving day that means:

  • To do: Cartons and dismantled desks wait inside your premises, not in the lift lobby or on the stairs
  • To do: Nothing is stacked under sprinkler heads or against exit doors
  • To do: The crew is told before arrival that matches and lighters stay outside the building

The building's own fire certificate is the landlord's to keep. For what Haryana's fire guidelines of December 2025 changed, see our Udyog Vihar rules post.

When can the truck run, and can it go on to Delhi?

Inside Gurugram, the traffic police's Digi Pass note sets two daily curfews on designated roads for commercial vehicles, one in the morning rush (8–10 am) and one in the evening (5–9 pm). The note carries no date, so confirm the hours close to the move.

Delhi is the bigger change this season, because many Cyber City offices move across the border:

Limit Reported rule and date Practical step
Emission class at the border Since 1 November 2025 a goods vehicle registered elsewhere may enter Delhi only if it is BS-VI or runs on CNG, LNG or electricity; BS-IV trucks got a grace period to 31 October 2026 (The Tribune, 27 Oct 2025) For a move on or after 1 November 2026, ask which class of truck is booked
GRAP stages III and IV CAQM's revised schedule, approved on 28 September 2026, removed the exemption for BS-IV and older goods vehicles: light and medium goods vehicles under Stage III, heavy ones under Stage IV (WION, 30 Sep 2026) In winter, check the GRAP stage in force the day before
Restricted roads and hours Delhi asks for a No Entry Permission for goods vehicles on its restricted roads at restricted times Fit the Delhi leg into the permitted hours

Air-quality orders can tighten at short notice in November and December, so check them again a few days before. Our Delhi–Gurgaon moving guide covers the routes and price ranges for that trip.

Where nothing is published, what should you ask?

Most of the day-to-day detail is not public. Put these questions to your facility desk, in writing:

  1. Which form does the Building Manager's approval take, and how many days ahead must it go in?
  2. Which normal hours does our lease set, and what is the extra-hour rate for lifts?
  3. Which lift keeps running after hours, and can it carry goods?
  4. Which loading bay and time slot are ours, and which route must the truck take to reach it?
  5. Will security check outgoing items against a list, and who signs it?
  6. If the loading point is in a basement, may a CNG truck go down? The 2016 guidelines bar retrofitted CNG cars from the basements, so ask how goods vehicles are treated.
  7. Do you need a no-dues letter before the truck is let out?

Two subjects have their own pages. Old computers you are not taking fall under the e-waste rules explained in our Manesar office-move post, and assets in an SEZ unit need customs clearance first, as our area page explains.

In what order should the permissions be sorted?

  1. Six weeks out: read your lease for business hours, extra-hour charges and the end-of-lease clauses; start clearing dues.
  2. Three weeks out: request the Building Manager's written approval, with an item list, at the old building; ask the new building for the same.
  3. Two weeks out: book the loading bay slot and the lift at both ends; send vehicle numbers and crew names.
  4. One week out: give notice for servers, UPS units or racks entering the new building; confirm the truck's emission class if any load goes to Delhi.
  5. The day before: check the GRAP stage and clear the route from your door to the lift.

Our office relocation team plans the packing around those approvals; when you have the dates, send them to us and we will quote in writing.

Please read this as general information rather than legal advice. The lease terms quoted come from two public filings for one building, dated 2017 and 2025, and the traffic rules are as reported on the dates shown; check your own lease and the current orders before the move.
