In the Dwarka vs Dwarka Expressway question, the difference that matters most is the state. Dwarka is a sub-city of Delhi, developed by the Delhi Development Authority in South West Delhi. The Dwarka Expressway (NH-248BB) is a highway, and the Press Information Bureau puts 10.1 km of it in Delhi and 19 km in Haryana, where most of the new tower sectors are, so a move between the two is short but usually crosses a state border.
Is the Dwarka Expressway actually in Dwarka?
Only at its northern end. Wikipedia's article on the road starts it at Shiv Murti in Mahipalpur, beside IGI Airport, and ends it near the Kherki Daula toll plaza on NH-48. According to PIB, the Delhi part runs 5.9 km from Shiv Murti to the road under-bridge at Dwarka Sector 21, then 4.2 km to the Delhi–Haryana border.
South of the border it is Gurugram. Wikipedia lists Sectors 102, 103, 104, 105, 106, 109, 110, 111, 112 and 113 along the elevated stretch. So the road touches Dwarka, hence the name, but a flat sold as "on Dwarka Expressway" is normally a Gurugram address.
Your papers settle it. A Dwarka flat has a Delhi PIN code (Wikipedia lists 110075, 110077 and 110078); an expressway tower has a Gurugram sector number and a Haryana address.
Dwarka vs Dwarka Expressway: how do they compare for a move?
They differ in government, building type and paperwork. Wikipedia describes Dwarka as part of the DDA's "smart sub-city" project, organised into sectors, with co-operative group housing societies as its main homes. Along the expressway, the same encyclopedia notes rapid residential and commercial development in recent years.

When did the Dwarka Expressway open?
It opened in two parts, and both are in use. According to PIB's March 2024 release, the 19 km, eight-lane Haryana section was inaugurated on 11 March 2024, built as two packages (the border to the Basai rail overbridge, and Basai to Kherki Daula) to ease congestion between Delhi and Gurugram on NH-48.
The 10.1 km Delhi section followed on 17 August 2025. PIB says it connects to Yashobhoomi, the Delhi Metro's Blue and Orange lines, the upcoming Bijwasan railway station and the Dwarka bus depot, and links to Urban Extension Road-II.
Wikipedia dates the whole route to June 2025, while PIB records the Delhi inauguration in August; either way, the full road has been open since 2025.
For a move, that means two main roads between Delhi and the southern Gurugram sectors: NH-48 and the expressway. The main carriageway is elevated, with service roads beneath, so the exit that leads to your tower gate matters more than the distance on the map.
What should you ask the builder before moving into a new tower?
Ask about access, lifts and timing before you book a truck, because in a newly handed-over tower the move-in routine may still be settling. Put these to the builder's customer desk or the maintenance office a week or two ahead:
- To do: Possession: is the handover complete, with the possession letter issued and keys in hand?
- To do: Certificates and utilities: has the tower received its occupation certificate, and are water, electricity and lift power live for your block?
- To do: Move-in permission: which form, how many days ahead, and does the gate pass need the truck number and crew names?
- To do: Hours: when are moves allowed, and are Sundays or holidays excluded?
- To do: Service lift: can you book a fixed slot, and what are the cabin depth and door width? Measure the sofa, fridge and wardrobe against them.
- To do: Fit-out work: will interior crews be using the same lift or corridor that day?
- To do: Truck access: where can the truck stand, and is there a height limit at the basement or podium entrance?
- To do: Protection: must lift walls and floors be covered, and is a refundable deposit taken?

What changes when you move between Dwarka and the Dwarka Expressway?
The drive is short, but crossing the state line changes three things.
Two buildings, two sets of rules
You need a move-out slot from one building and a move-in slot from the other on the same day. Fix the date only when both have agreed, and give both the same truck number.

Your car or two-wheeler
Parivahan says a vehicle registered in one state and moved to another for more than twelve months needs a new registration mark. The owner applies in Form 27, within 12 months of the move, to the registering authority where the vehicle now is. The listed documents include the registration certificate, proof of address, a no-objection certificate, insurance and a pollution-under-control certificate. This works in both directions and does not arise for a move within Delhi or within Gurugram.

When is the best time to make the move?
Move once the keys are in your hand and both buildings have confirmed a slot, not on the day possession is first announced.
- Leave a gap after handover. Check the fittings and get the flat cleaned before cartons arrive.
- Book the lift before the truck. In a new tower, several families and interior crews may want the service lift in the same weeks.
- Plan for a slipping date. If possession moves back after you have left your old flat, storage for household goods saves moving twice.
- Note when the car crosses. Parivahan's 12-month window runs from the move.
