Moving from Delhi NCR to Punjab: Routes, Timing, Paperwork and Packing

Moving from Delhi to Punjab is a one- to two-day road move for most households once the truck is loaded: by the route figures on our city pages, Ludhiana is about 340 km from Gurgaon and Amritsar about 455 km from Delhi, mostly on NH-44. Used household goods need no GST e-way bill under the CGST Rules, but a car kept in Punjab for more than twelve months needs a new registration mark, as Parivahan explains Section 47 of the Motor Vehicles Act.

Which road does a moving truck take from Delhi NCR to Punjab?

Almost every load runs north on NH-44. According to Wikipedia's article on National Highway 44, it passes Sonipat, Panipat, Karnal, Kurukshetra and Ambala in Haryana, then Ludhiana and Jalandhar in Punjab. It does not enter Chandigarh, Mohali or Amritsar, so trucks for those leave it at a junction.

• Out of NCR. From Gurgaon, a truck can skip Delhi's roads on the KMP Expressway, which curves round the city from Manesar to NH-44 at Kundli; our Sonipat page covers that junction.
• Through Haryana. Our city pages put Panipat about 100 km from Delhi, Karnal about 140 km and Ambala about 220 km.
• To the tricity. At Ambala, loads for Chandigarh, Mohali or Panchkula turn onto NH-152 and come in through Zirakpur; Chandigarh is about 45 km from Ambala.
• To Ludhiana and Jalandhar. Both sit on NH-44 itself; Ludhiana is about 115 km beyond Ambala.
• To Amritsar. At Jalandhar, trucks switch to NH-3, the old Grand Trunk Road, for the last 80 km or so.

How far is each city, and how long does moving from Delhi to Punjab take?

Each main destination is one to two days on the road after loading. The distances are the owner's planning figures from the starting point shown; your route depends on both addresses.

One point of geography matters for paperwork: Chandigarh is a union territory, not part of Punjab, and Panchkula is in Haryana.

When is the best time of year to move to Punjab?

February and March are usually the easiest months, according to our Ludhiana page. The rest of the year has snags to plan around:

• Fog, mid-December to January. Our Jalandhar page runs the foggy spell to February, and the Amritsar page counts December to March as winter there. Dense fog can cover NH-44 until late morning, and trucks wait for safe visibility, so arrival can slip by half a day.
• Harvests, April and October to November. Wheat is cut in April and paddy in October and November. Grain markets and nearby highway stretches get busy with trucks and tractor-trolleys, and smoke haze slows traffic on some autumn days.
• Heat, May and June. Crews load early and aim to finish before the afternoon.
• Monsoon, about July to September. Our Chandigarh and Jalandhar pages name July and August as the wettest months; the load is sheeted and loading pauses in heavy rain.
• Chandigarh's transfer season, April to June. Posting orders cluster in these months, so book as soon as yours arrives.

Do household goods need a GST e-way bill to go to Punjab?

No, not your own used belongings. Rule 138(14)(a) of the CGST Rules, 2017 says no e-way bill is needed for goods listed in its Annexure, and item 7 of that list is "used personal and household effects". The GST Council's consolidated copy runs to amendments up to 1 June 2021 and says it has no legal force of its own, so the gazetted notifications remain the final word.

Two kinds of goods fall outside the exemption:

• New purchases. The e-way bill portal's FAQ says a consumer moving goods they have bought needs an e-way bill when the value is more than Rs 50,000. The seller can generate it from the invoice, or the buyer can enrol as a citizen and generate it.
• Business stock. Samples, trade stock or machines moving with the family are commercial goods. They may need an invoice or delivery challan and, above the value threshold, an e-way bill; ask your accountant. We pack and list such stock apart from the household goods.

Do you have to re-register your car in Punjab?

Yes, if it will stay for more than twelve months. Parivahan's page on reassignment of registration marks explains that under Section 47 of the Motor Vehicles Act, 1988, the owner must then apply to the registering authority in the new state for a new registration mark, in Form 27, within 12 months.

1. Get a No Objection Certificate. The Punjab Transport Department's registration page says the NOC is applied for in Form 28, in triplicate, to the authority where the vehicle was last registered, which for most readers is in Delhi or Haryana.
2. Apply in Punjab in Form 27. Parivahan lists the registration certificate, proof of address, the NOC, insurance and a pollution under control certificate as the core documents; some states ask for more.
3. Pay the fee and tax. Parivahan refers to rule 81 of the Central Motor Vehicles Rules, 1989.

For a Chandigarh address, check with the city's own transport office, since it is not part of Punjab.

How should you pack for a two-day road move?

Pack for vibration, dust and a night in a parked truck. On long routes our domestic moving service uses heavier packing than a local shift, with drums for awkward pieces and every carton numbered and marked with the destination city.

• Fill every gap in a carton so nothing shifts when the truck brakes.
• Line cartons of books and electronics with plastic in the monsoon, and never seal anything damp.
• Defrost the fridge and drain the washing machine the day before.
• Mark each carton with its room, and its floor if the new home is a multi-storey kothi.
• Carry jewellery, cash, documents and medicines yourself. We don't pack alcohol, firearms or liquids.
• Pack an overnight box for the first two nights in case fog or a long unload holds up the rest.

Should you drive your car to Punjab or send it on a carrier?

For the tricity, about 250 km away, some families simply drive. For Jalandhar or Amritsar, our car transport service sends the car in a covered trailer or containerised truck, loaded by hydraulic elevator and traced online. Before pickup, photograph every side, empty the cabin, and keep the original registration certificate with you, because re-registration needs it.

• To do: Share the floor, lift and truck parking at the new address
• To do: Separate business stock, with its invoices or challans
